Present: Commissioner Lisa Weik, District 5 Commissioner Gary Kriesel, District 3 Commissioner Stan Karwoski, District 2 Commissioner Wayne Johnson, District 4 Commissioner Fran Miron, District 1 Also Present: Molly O Rourke, County Administrator George Kuprian, County Attorney Division Chief Stephanie Kammerud, Board Clerk The Board recited the Pledge of Allegiance. COMMENTS FROM THE PUBLIC Board Chair Karwoski asked for comments from the public; none were heard. CONSENT CALENDAR Commissioner Miron moved, seconded by Commissioner Johnson, to adopt the following Consent Calendar: 1. Approval to reappoint John Waller, Hugo, to the Rice Creek Watershed District to a fifth term expiring January 18, Approval of Resolution No as follows: RESOLUTION TO PURCHASE NELSON PROPERTY BIG MARINE PARK RESERVE WHEREAS, Washington County is interested in acquiring the property described herein in May Township, Minnesota, for inclusion into the Big Marine Park Reserve; and, WHEREAS, the owners agree to sell the property to the County. NOW, THEREFORE, BE IT RESOLVED, that the Washington County Board of Commissioners hereby authorizes its Chair and Administrator to execute on behalf of the County a Purchase Agreement and any other documents necessary for the County to purchase the property legally described as follows: 1 F ebruary 12, 2019

The motion was adopted 5-0 with a Roll Call vote as follows: Ayes, Commissioners Weik, Kriesel, Johnson, Miron, and Karwoski. Nays, none. PUBLIC WORKS Central Greenway Regional Trail Master Plan Connor Schaefer, Public Works Planner II, presented the Central Greenway Regional Trail Master Plan. A master plan allows the county to be eligible for state and regional funding for land acquisition, park development, and operations and maintenance. Additionally, a master plan allows the county to be good stewards of this valued public resource and to strategically plan for future needs. 2 F ebruary 12, 2019

4 A regional trail must serve a regional audience must connect two or more units of the regional parks system. The three regional park facilities this trail will connect are Big Marine Park Reserve, Lake Elmo Park Reserve, and Cottage Grove Ravine Regional Park. This will allow a primary arterial regional trail that will allow travel from the northern part of the county to the southern part of the county. These trails should have the amenities right-sized for the communities they are going through. Design standards would be a 10-foot wide trail, when possible, and 2-3 foot clear zones, where possible. For example, the Hardwood Creek Regional Trail is a multi-use trail wide enough for bikers and walkers to use, as well as flat, easy space for wheelchairs. The scope of this project is the boundaries of Lake Elmo. County Road (CR) 19 and Interstate 94 is the starting point. The finish line is the future CR 15 and Trunk Highway 36 interchange. This will connect to an existing trail along CR 15, extending north to Brown s Creek State Trail. Master plan goals include connectivity: providing a north/south trail arterial trail that links three regional parks, and acts as the trunk for local trails; and, assessing impacts: identify safe routes that will minimize impact to property and natural resources. The project timeline in 2018 included public engagement, technical analysis, and producing the plan. Three route alternatives were created and the preferred route was the Red Route, which uses the existing trail, limiting adding impervious pavement, and connects to downtown Lake Elmo and schools. The Master Plan is the first step. Implementation will occur over a number of years as funding and other resources become available. GENERAL ADMINISTRATION County Administrator Molly O Rourke thanked the Public Works Department staff for working overtime to keep the roads cleared of snow and ice during this challenging weather. COMMISSIONER REPORTS Summary of County Administrator s Evaluation The Washington County Board of Commissioners provided a summary of their annual review of County Administrator Molly O Rourke from February 5, The board reviewed the progress on goals set last year for Ms. O Rourke and set goals for the coming year. Board Chair Karwoski noted that the County Board agrees that Ms. O Rourke does an excellent job leading and managing the county. Ms. O Rourke is very adept at knowing her subject matter and finding resources, and strives for improvement to assure quality services are provided to county residents. Ms. O Rourke is proactive in maintaining high standards and strong fiscal health of the county. Overall, Ms. O Rourke exceeds expectations, and the County Board is very proud of the job she does and how she represents Washington County. 3 F ebruary 12, 2019

ADJOURNMENT There being no further business to come before the Board, Commissioner Miron moved to adjourn, seconded by Commissioner Weik, and it was adopted unanimously. The County Board meeting adjourned at 10:15 a.m. BOARD WORKSHOP PUBLIC WORKS The Board met in workshop session to review information developed from a snowmaking feasibility study for a 2.5km ski trail and sledding hill at Lake Elmo Park Reserve. Present for the workshop were Commissioners Miron, Karwoski, Kriesel, Johnson, and Weik. Also present were Molly O Rourke, Kevin Corbid, and county staff. DATE February 26, 2019 DEPARTMENT Administration MOTION BY COMMISSIONER SECONDED BY COMMISSIONER RESOLUTION SUPPORTING TRAIL FUNDING IN WASHINGTON COUNTY WHEREAS, in the 2016 Residential Survey, Washington County residents rated the county parks system as the most valued service provided by the county and the trail system as third; and WHEREAS, Washington County is committed to the continued development of a multi-modal transportation system that includes roads, transit, and trails that allow residents access to destinations throughout the county in a variety of ways; and WHEREAS, Washington County has made significant financial contributions toward the development of trails, including the Brown s Creek Trail, improvements to crossings of the Gateway Trail including the upcoming work at Highway 36 and Hadley Avenue in Oakdale, and trail improvements within the county parks system; and WHEREAS, Washington County supports state and regional funding for regional trails, which are defined by the Metropolitan Council s 2040 Regional Parks Policy Plan as destination or greenway trails or linking trails that are predominantly intended to provide connections between various regional park system units; and WHEREAS, Washington County currently has master plans approved by Metropolitan Council for the following regional trails: Lake Links Regional Trail (2001), St. Croix Valley Regional Trail (2005), Point Douglas Regional Trail (2012), Hardwood Creek Regional Trail (2013), and the Central Greenway Regional Trail south segment (2017); and WHEREAS, the Lake Links Regional Trail is defined as the trail following Highway 96 that will connect the Brown s Creek and Gateway Trails to the local trail improvements around White Bear Lake; and WHEREAS, Washington County has identified future regional trails, as defined by Regional Trail Search Corridors in the Metropolitan Council s 2040 Regional Parks Policy Plan: Central Greenway Regional Trail Lake Elmo segment, north segment, Afton Bluffs Regional Trail, Glacial Hills Regional Trail, Middle St. Croix Valley Regional Trail, Mississippi River Regional Trail, and Prairie View Regional Trail; and WHEREAS, Washington County supports the development of local connections to the regional trail system, including those local trail routes identified in regional trail master plans; and WHEREAS, the county s top legislative priority for 2019 is state funding for the Highway 36 and Manning Interchange Project, which, in addition to providing significant transportation and safety improvements, also provides a critical connection for the Central Greenway Regional Trail across Highway 36. NOW THEREFORE BE IT RESOLVED, that the Washington County Board of Commissioners supports state funding for regional trails; and THEREFORE, BE IT FURTHER RESOLVED, that the Board supports local efforts to develop local trails that connect to and work in tandem with regional trails to provide a robust trail system within Washington County.
