1 OFFICIAL PROCEEDINGS OF THE COUNTY BOARD WASHINGTON COUNTY, MINNESOTA MARCH 19, 2019 The Washington County Board of Commissioners met in regular session at 9:00 a.m. in the Washington County Government Center, County Board Room. Present: Commissioner Lisa Weik, District 5 Commissioner Stan Karwoski, District 2 Commissioner Wayne Johnson, District 4 Commissioner Fran Miron, District 1 Also Present: Molly O Rourke, County Administrator George Kuprian, County Attorney Division Chief Stephanie Kammerud, Board Clerk Absent: Commissioner Gary Kriesel, District 3 Commissioner Kriesel was testifying at the Legislature and arrived at 9:53 a.m. The Board recited the Pledge of Allegiance. COMMENTS FROM THE PUBLIC Board Chair Karwoski asked for comments from the public. Jerry Dabe, Woodbury, inquired about a referendum regarding trash disposal. CONSENT CALENDAR Commissioner Weik moved, seconded by Commissioner Miron, to adopt the following Consent Calendar: 1. Approval of the March 5, 2019, County Board meeting minutes. 2. Approval of appointment of members to the following boards and advisory committees: Bob Hervig, Scandia, District 1 Representative to the University of Minnesota Extension Committee, to a partial first term expiring December 31, 2021; and, Anna Zanko, Baytown Township, Township Representative to the Planning Advisory Committee, to a partial first term expiring December Approval of county comment letter on the draft May Township Comprehensive Plan. 4. Approval of county comment letter on the draft City of Stillwater Comprehensive Plan Update. 1 M arch 19, 2019

2 5. Approval of one full-time equivalent (1.0 FTE) Office Support II Special Project position in the Human Resources Department. 6. Approval of Contract Amendment Agreement No between Washington County and Lakeland Plaza LLC for leased space for the Valley Branch Library. 7. Approval of one full-time equivalent (1.0 FTE) Deputy Sheriff Transport Officer in the Sheriff s Office. The motion was adopted 4-0 with a Roll Call vote as follows: Ayes, Commissioners Weik, Johnson, Miron, and Karwoski. Nays, none. COMMUNITY SERVICES Resolution Proclaiming Washington County a Purple Heart County Commissioner Miron moved to adopt Resolution No as follows: PROCLAMATION TO NAME WASHINGTON COUNTY A PURPLE HEART COUNTY WHEREAS, the County of Washington in the State of Minnesota has great admiration and the utmost gratitude for all the men and women who have selflessly served their country and this community in the Armed Forces; and WHEREAS, the Purple Heart is the oldest military decoration in present use and was initially created as the Badge of Military Merit by General George Washington in 1782; and WHEREAS, the Purple Heart was the first American service award or decoration made available to the common soldier and is specifically awarded to members of the United states Armed Forces who have been wounded or paid the ultimate sacrifice in combat with a declared enemy of the United States of America; and WHEREAS, the mission of the Military Order of the Purple Heart is to foster an environment of goodwill and camaraderie among combat wounded veterans, promote patriotism, support necessary legislative initiatives, and most important to provide service to all veterans and their families; and WHEREAS, the contributions and sacrifices of the men and women from Washington County who served in the Armed Forces have been vital in maintaining the freedoms and way of life enjoyed by our citizens; and 2 M arch 19, 2019

3 WHEREAS, many citizens of Washington County have earned the Purple Heart Medal as a result of being wounded while engaged in combat with an enemy force, constructed as a singularly meritorious act of essential service. NOW, THEREFORE BE IT RESOLVED, the Washington County Board of Commissioners do hereby proclaim Washington County a PURPLE HEART COUNTY and encourages the citizens of Washington County to show their appreciation for the sacrifices the Purple Heart recipients have made in defending our freedoms, to acknowledge their courage, and to show them the honor and support they have earned. Commissioner Weik seconded the motion and it was adopted 4-0 with a Roll Call vote as follows: Ayes, Commissioners Weik, Johnson, Miron, and Karwoski. METROPOLITAN MOSQUITO CONTROL DISTRICT PRESENTATION Stephen Manweiler, Executive Director of the Metropolitan Mosquito Control District (MMCD), reported on the 2018 activities of the organization. Washington County is one of seven member counties of the agency, which is governed by a board of 18 elected county commissioners, and oversees a 2,900 square-mile service area. The focus of the agency is on larval control of mosquitos. The report included information on the agency s 2019 budget, set at $19,357,984. Of that, $18,299,381 will come from a tax levy. Washington County will contribute $1,559,107. Mr. Manweiler described the common mosquitos populating the area that can carry viruses like La Crosse virus (LAC), Jamestown Canyon (JCV), and West Nile virus (WNV). Distributing pellets in mosquito breeding grounds is used to combat mosquito larva, whereas spraying is used to combat adult mosquitos. The agency also focuses on deer ticks and black fly (gnat) control in the metropolitan area. Mr. Manweiler reported on MMCD s plans for 2019, which include: Managing budget and expenditures with a goal of maintaining service levels while minimizing impact on metro taxpayers in the near and long term; Emphasize disease risk reduction services including responding to new vector-borne diseases; Evaluate how MMCD s programs can respond more flexibly to increased weather variability; Creating a Sustainability Program at MMCD; Implement long-term succession planning and key employee retention. GENERAL ADMINISTRATION Legislative Update 3 M arch 19, 2019

4 County Administrator Molly O Rourke presented the County Board with a letter drafted to the Washington County legislative delegation opposing the proposed changes in forfeiture laws that would have a negative impact on funding for the Sheriff s Office and Attorney s Office. Commissioner Miron moved to approve sending the letter to the legislative delegation. Commissioner Johnson seconded the motion and it was adopted unanimously. Other Updates County Attorney Pete Orput presented the County Board with copies of the Attorney s Office 2018 Annual Report. Sheriff Dan Starry introduced Emergency Management Director Doug Berglund, who reported on various preparations, collaborations, and communications being made for spring flooding in Washington County. COMMISSIONER REPORTS Commissioners reported on meetings and other events that they attended. EXECUTIVE (CLOSED) SESSION WITH PUBLIC WORKS The Board met in Executive Session with Public Works to review the appraisal for the property located at Grey Cloud Trail South, Cottage Grove, as it pertains to its potential purchase for inclusion into the Grey Cloud Island Regional Park, the time being 10:55 a.m. Present for the Executive Session were Commissioners Weik, Karwoski, Kriesel, Johnson and Miron. Also present were Molly O Rourke, County Administrator; Kevin Corbid, Deputy County Administrator; Wayne Sandberg, Public Works Deputy Director; Sharon Price, Property Manager; Sandy Breuer, Parks Director; George Kuprian, County Attorney Division Chief; June Mathiowetz, Senior Planner, Alex McKinney, Parks Manager; and Stephanie Kammerud, Board Clerk. ADJOURNMENT There being no further business to come before the Board, Commissioner Johnson moved to adjourn, seconded by Commissioner Miron, and it was adopted unanimously. 5 BOARD WORKSHOP PUBLIC HEALTH AND ENVIRONMENT The Board met in workshop session to review the proposals and grant recommendations for the 2019 local Aquatic Invasive Species (AIS) Prevention Aid grant funding. Present for the workshop were Commissioners Miron, Karwoski, Johnson, Kriesel, and Weik. Also present were Molly O Rourke, Kevin Corbid, outside agencies, residents, and county staff.
