No ARE YOU SEEKING APPROVAL OF A CONTRACT? No EXPLANATION OF MANDATE: BACKGROUND/JUSTIFICATION: Washington County is a member of the Minnesota Counties Intergovernmental Trust (MCIT). MCIT is a joint risk sharing entity formed under Minnesota law to provide member county and related organizations with property, casualty, and workers' compensation coverage as well as relevant risk management and loss control services. There are currently over 450 members of MCIT, with 81 member counties, many soil and water conservation districts, agricultural societies, housing and redevelopment authorities, historical societies and numerous other governmental organizations. MCIT is governed by a nine member board of directors. County commissioners, county auditors, county auditor-treasurers and county administrators are eligible to serve as board members. Six members are elected by the trust membership, two are appointed by the Association of Minnesota Counties (AMC) and one member is recommended by the Minnesota Association of County Administrators (MACA) subject to approval by the MCIT Board. Commissioner Dennis Hegberg served on the MCIT Board for over 20 years prior to his term expiring at the beginning of MCIT is currently seeking applications to fill the vacancy created by Commissioner Hegberg's term expiring. The member appointed by the Board to fill the vacancy would stand for election at the 2013 MCIT Annual Meeting to complete the term that expires December Applications to be considered must be received by January 23, As the largest county member of the trust, Washington County is interested in continuing to have a representative on the MCIT Board of Directors. Kevin Corbid, Deputy Administrator/County Auditor-Treasurer has drafted a letter of application. Staff recommends approving a letter to be sent on behalf of the board, signed by the Chair, to MCIT supporting the appointment of Kevin Corbid to the MCIT Board. Kevin s experience in county government, familiarity with the trust and its functions, and his experience working with county elected and appointed officials throughout the state make him a well-qualified candidate for the board. I currently serve as the County Auditor-Treasurer/Deputy Administrator for Washington County. I was appointed to this position on February 9, Prior to this position, I served for over ten years as the Director of Property Records and Taxpayer Services for Washington County. I have included a resume that lists previous positions that I have held. My previous work experience has allowed me to gain considerable knowledge of county government, including working with local and state elected officials. While at the Association of Minnesota Counties I was able to establish a broad understanding of county functions, the differences between rural and urban counties, and the role and importance of MCIT. I have also had experiences working at the Legislature, and currently work closely with our Human Resource Department staff on issues related to safety and risk management. I commit to being an active participant on the board and a strong voice for the trust amongst its members, much as Commissioner Hegberg did during his long affiliation with the board. The grant will run through March 31, It will be used to fund 2 special project home visiting Public Health Nurses, allowing the enrollment of an additional 50 families into service. Goals of the program include school readiness, reduced child abuse & neglect, improved parent/child attachment, healthy pregnancies and normal child growth & development. The Department of Public Health & Environment currently implements the Healthy Families America home visiting model. The department is eligible to receive funding through the Minnesota Department of Health to expand this program. The expansion will support two additional Public Health Nurses to do the work. We will collect federal benchmark data to evaluate program effectiveness and outcomes. PREVIOUS ACTION ON REQUEST / OTHER PARTIES INVOLVED? Because the grant is coming from the Department of Health, it was added to the Local Public Health Grant dollars also received from MDH and utilized in the same program. No EXPLANATION OF MANDATE: BACKGROUND/JUSTIFICATION: The Minnesota Department of Transportation (Mn/DOT) collaboratively manages the national Mississippi River Trail (MRT) in Minnesota with the local communities along the bicycle route. In Washington County, Mn/DOT is working with the communities of Newport, St. Paul Park, Grey Cloud Island, and Cottage Grove on issues related to the MRT. In October 2011, the Board of Commissioners resolved to support the collective efforts of Mn/DOT and other road and trail authorities that comprise the MRT in Minnesota. Mn/DOT has initiated preparing an application to designate the Metro section of the MRT between Elk River and Hastings as a United States Bicycle Route and requests the county's support of the designation. 14 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, MINNESOTA RESOLUTION NO. DATE January 15, 2013 DEPARTMENT Public Works/Parks MOTION BY COMMISSIONER SECONDED BY COMMISSIONER A RESOLUTION OF WASHINGTON COUNTY STATING ITS SUPPORT FOR THE DEVELOPMENT OF THE MISSISSIPPI RIVER TRAIL (U.S.BICYCLE ROUTE 45). WHEREAS, bicycle tourism is a growing industry in North America, presently contributing approximately $47 billion dollars a year nationally to the economies of communities that provide facilities for said tourism; and WHEREAS, the American Association of State Highway and Transportation Officials (AASHTO) has designated a corridor along the Mississippi River to be developed as United States Bike Route 45; and WHEREAS, the Minnesota Department of Transportation has convened several public meetings during the previous eighteen months locally and throughout the river's corridor to gather information, review route alternatives and to provide assistance; and WHEREAS, the Minnesota Department of Transportation in cooperation with road and trail authorities have proposed a specific route to be designated as the Mississippi River Trail (USBR 45), a map of which is herein incorporated into this resolution by reference; and WHEREAS, the proposed Mississippi River Trail (USBR 45) traverses through Washington County and is expected to provide a benefit to local residents and businesses; and WHEREAS, the Minnesota Department of Transportation will continue to maintain statewide mapping and information regarding Mississippi River Trail (USBR 45), convene meetings and facilitate the resolution of issues and future alignment revisions within the State, WHEREAS, Washington County has duly considered said proposed route and determined it to be a suitable route through Washington County and desire that the route be formally designated so that it can be appropriately mapped and signed, thereby promoting bicycle tourism locally and throughout Minnesota along the Mississippi River. NOW THEREFORE IT IS HEREBY RESOLVED by Washington County Board of Commissioners hereby expresses its approval and support for the development of the Mississippi River Trail (USBR 45) and requests that the appropriate government officials take action to officially designate the route accordingly. ALL RESOLUTIONS AND PARTS OF RESOLUTIONS INSOFAR AS THEY CONFLICT WITH THE PROVISIONS OF THIS RESOLUTION BE AND THE SAME ARE HEREBY RESCINDED. We have partnered with Canvas Health for many years to provide many state-mandated mental health services and other services to county residents, with the majority of services falling into three main divisions. The first division is Adult and Children's Mental Health Services, which includes: information, referral, and client outreach; crisis response; diagnosis, psychiatric testing; outpatient treatment, day treatment, medication management, Independent Living Skills (ILS) training; case management for Seriously Emotionally Disturbed (SED) children; family based services, parenting assessments. The second division is Medical Assistance Home and Community Based 'Waiver' Services, which includes: Independent Living Skills (ILS), family counseling and case management. The final division is After Hours Services (this is a new service for Canvas Health in 2012), which includes: Emergency Social Services (to respond to after hours inquires) and Crisis Response (to aide law enforcement and prevent out of home placements). Outcome data is collected and analyzed on all services purchased from Canvas Health. An annual performance report is provided to Washington County Community Services and is available upon request. Data from these reports for 2011 included the following highlights: The results of the customer satisfaction survey show that over 90% of clients report that they liked the services they received. Out of the over 300 children served through Children s Mental Health Case Management, only 14% were in an out of home placement that was over 30 days in length. 86% of the clients that discharge from the Adult Day Treatment Programs show a decrease in their mental health symptoms. 2

On November 6, 2012 the County Board held a closed session to consider the appraisal and to discuss the possible acquisition of the property interests. At the closed session the County Board requested more information and inquired as to whether Stillwater Township would be interested in accepting fee ownership of the public access portion of the property. Staff has received a positive response from the Stillwater Township Board of Supervisors and has provided the County Board with the additional information they requested. Staff will be seeking additional direction on the possible acquisition of the interests in land. Attached is a map of the project scope. The meeting is being closed under the authority of Minnesota Statutes section 13D.05 Subd.3(c) (3) which allows in relevant part for the County Board to close a meeting for the purpose of developing or considering offers or counteroffers for the purchase of real property.
