November 18, Moved by Kevin M. Janak and seconded by Danny Garcia, the Commissioners Court approved the minutes of the meeting held November 12, CITIZENS COMMUNICATION: (2-1:04) 2. November 18, Donald R. Pozzi, County Judge, opened the meeting to anyone wishing to address general County business, which was not on the meeting agenda. Hearing none, the Court then proceeded to the next item. ACCOUNTS PAYABLE: (3-1:36) 3. November 18, Moved by Gary Burns and seconded by Clint C. Ives, the Commissioners Court approved the accounts payable as presented by the County Auditor: Regular Accounts 11/18/2013 $183, Summary Accounts 11/8-11/14/2013 $73,186.79

2 REPORTS: (4-2:16) 4. November 18, Moved by Kevin M. Janak and seconded by Clint C. Ives, the Commissioners Court approved the report from the County Clerk and County Auditor. BOND FORFEITURE RELEASES: (5-2:45) 5. November 18, Moved by Clint C. Ives and seconded by Danny Garcia, the Commissioners Court approved the following bond forfeiture judgments from County Court: a. Cause No. CIV : The State of Texas vs. Matthew Louis Cervantez, as Principal and Warren Alkek d/b/a A&A Bail Bonds, as Surety. b. Cause No. CIV : The State of Texas vs. Stacie Jo Salas, as Principal and Warren Alkek d/b/a A&A Bail Bonds, as Surety. c. INTERIM VENDOR PAYMENTS - CITIZENS MEDICAL CENTER: (6-3:13) 6. November 18, Moved by Danny Garcia and seconded by Kevin M. Janak, the Commissioners Court approved the interim vendor payment dated November 14, 2013, in the amount of $1,323, CANVAS CONSTITUTIONAL AMENDMENT ELECTION NOVEMBER 5, 2013 VICTORIA COUNTY: (7-3:48) 7. November 18, Judge Pozzi began by wishing Mr. George Matthews, Elections Administrator, a speedy recovery. Ms. Margetta Hill and Ms. Josie Salas, Elections, were available to answer any questions the Court may have had. Judge Pozzi stated that the population that voted had doubled since the previous year. He was

3 appreciative of those that exercised their right to vote and encourage all citizens to continue to exercise that right. Commissioners Garcia and Janak stated that the changes in voting locations this year seemed to help with the voter turnout. Commissioner Garcia appreciated the ease in swiping his Driver s License. Judge Pozzi thanked Ms. Hill and Ms. Salas and extended his best wishes to Mr. Matthews. Moved by Clint C. Ives and seconded by Gary Burns, the Commissioners Court approved the canvassed Constitutional Amendment Election of November 5, ORDER ADOPTING RE-ALIGNMENT OF POLITICAL BOUNDARIES ELECTION PRECINCTS 4 AND 5 CHANGES IN COMMISSIONERS COURT AND JUSTICE PRECINCTS 1 AND 3, INCLUDING AFFIDAVIT OF NO-POPULATION VICTORIA COUNTY: (8-9:34) 8. November 18, Judge Pozzi stated that this Order is related to the County s purchase of the Hartman Building and the necessary re-alignment of political boundaries to effectuate the inclusion of geographic territory within the Jurisdictional boundaries of Justice of the Peace, Precinct No. 1. This change is necessary to insure that the offices of Justice of the Peace, Precinct No.1 are physically located within the boundaries of Justice of the Peace, Precinct No. 1. Judge Pozzi informed the Court this re-alignment will not affect residences in that area. Judge Pozzi expressed his gratitude to Mr. Barry Hartman. Mr. Hartman sold the property, valued at $1 million, to Victoria County for $300,000 and donated the remaining amount to cover the total cost of the property. Moved by Kevin M. Janak and seconded by Danny Garcia, the Commissioners Court approved the Order Adopting Re-Alignment of Political Boundaries for Election Precincts 4 and 5, and resulting changes in Commissioners Court and Justice Precincts 1 and 3, including Affidavit of No-Population. All documents are available in the County Clerk s Office for viewing.

4 CONTRACT AMENDMENT NO.1 HOPWA PROGRAM PART B RYAN WHITE- SERVICE DELIVERY BEXAR COUNTY VICTORIA CITY-COUNTY HEALTH DEPARTMENT: (9a-15:25) 9a. November 18, Moved by Gary Burns and seconded by Clint C. Ives, the Commissioners Court approved Contract Amendment No.1 for the HOPWA Program Agreement reflecting a $4,500 decrease in funding for the current FY14 contract and an increase in funding in the amount of $11,971 for the Part B Ryan White Service Delivery Agreement between Bexar County and the Victoria City-County Health Department. RECEIVE EXECUTED CONTRACT NO INCLUDING ATTACHMENT NSS/WIC LOCAL AGENCY DEPARTMENT OF STATE HEALTH SERVICES VICTORIA CITY-COUNTY HEALTH DEPARTMENT: (9b-15:25) 9b. November 18, Moved by Gary Burns and seconded by Clint C. Ives, the Commissioners Court received executed Department of State Health Services Contract No including attachment NSS/WIC Local Agency for the Victoria City-County Health Department. All per Contract as filed in the minutes of this Court. RATIFY CUSTOMER AGREEMENT AT&T WIRELESS VICTORIA COUNTY SHERIFF S OFFICE: (10-17:04) 10. November 18, Moved by Kevin M. Janak and seconded by Clint C. Ives, the Commissioners Court ratified the AT&T Wireless Customer Agreement for the Victoria County Sheriff s Office.

5 REQUEST RENOVATIONS COUNTY CLERK S OFFICE VICTORIA COUNTY: (11-17:36) 11. November 18, The Court decided that they would like to see the premises prior to making a decision on the request for renovations to the County Clerk s Office to accommodate court personnel. Judge Pozzi stated that the Court will look into the request again next week. RESOLUTION SECTION 3 TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT NO VICTORIA COUNTY: (12-22:08) 12. November 18, Moved by Clint C. Ives and seconded by Kevin M. Janak, the Commissioners Court approved the Victoria County Texas Community Development Block Grant No Section 3 Resolution. All per Resolution as filed in the minutes of this Court. DONATION SURPLUS VICTORIA COUNTY PROPERTY VICTORIA COLLEGE LAW ENFORCEMENT ACADEMY LOCAL GOVERNMENT CODE VICTORIA COUNTY: (13-23:38) 13. November 18, Judge Pozzi stated that Juvenile Services is donating 8 bulletproof vests to the Victoria College Law Enforcement Academy for cadet training purposes only. Moved by Kevin M. Janak and seconded by Danny Garcia, pursuant to Local Government Code , the Commissioners Court approved the donation of surplus Victoria County property to the Victoria College Law Enforcement Academy. RECEIVE EXECUTED AGREEMENT DONATION - ROAD IMPROVEMENTS INVISTA S.a r.l. VICTORIA COUNTY: (14-24:44) 14. November 18, Moved by Kevin M. Janak and seconded by Clint C. Ives, the Commissioners Court received the executed Agreement between INVISTA S.a r.l. and Victoria County to accept donation for road improvements. All per Agreement as filed in the minutes of this Court.
