Moved by Brownell, Seconded by Connolly to dispense with the reading of the April 29, 2008 minutes and they stand approved as printed. The Bills as certified by the County Auditor were allowed or disallowed on each according to the certified list. Jim Cownie, th, Des Moines, appeared regarding support for the John/Mary Pappajohn Sculpture Garden (Resolution #23) and requested $100,000 from Polk County for installation of the sculptures, with the possibility of additional financial requests from Polk County in the future. Resolution acknowledging the request by Big Barn Harley Davidson to temporarily close a portion of NW 49 th Place.

3 Page 3. Resolution authorizing Story County to utilize Polk County roadways as a posted detour due to bridge project (850 th Avenue bridge deck overlay). Resolution authorizing the Auditor s Office to publish Notice of Public Hearing for May 20, 2008 regarding proposed amendments to Chapter 20 Construction Code. Resolution adopting Joint Public Service Agreement and Professional Services Agreement for City of Ankeny Rock Creek Lateral Sanitary Sewer Project. Resolution approving grant contract with the Des Moines Affiliate of the Susan G. Komen Foundation for the Breast Health Care Program. Resolution approving Memorandum of Understanding with local medical providers for services covered under the Susan G. Komen Breast Care grant. Resolution approving agreement with Harvest Research Center for Disaster Response Communication Research. Resolution approving change in effective date for new positions within the Sheriff s Office (Detention Supervisors).

MOTION: Moved by Hockensmith, Seconded by Giovannetti to amend the resolution and defer voting on the Lieutenant position. VOTE ON RESOLUTION AS AMENDED: Resolution adopting the smoking cessation program for Polk County employees. VOTE YEA: Giovannetti, Connolly, Hockensmith, Mauro. VOTE NAY: Brownell. Resolution canceling tax sale certificate and issuing refund to buyer ( ). Resolution approving 28E agreements for law enforcement services for the cities of Alleman, Bondurant, Elkhart and Grimes. Resolution approving agreement with U.S. Army Corps of Engineers for law enforcement services at Saylorville Lake for the 2008 season. Resolution approving Community Development Grant to the HOLA Center. VOTE YEA: Brownell, Connolly, Mauro. VOTE NAY: Giovannetti, Hockensmith. Resolution approving Community Development Grant to Iowa Legal Aid.

VOTE NAY: Giovannetti, Hockensmith. Resolution approving Community Betterment Grant awards. LET THE RECORD SHOW Supervisor Connolly commented on the Courthouse and asked County Administrator to look at possible future uses of The Plex. Supervisor Brownell requested homelessness activity information be presented at a board staff meeting. Supervisor Hockensmith asked about the status of the Premis Consulting I.T. study and Chairperson Mauro informed the Board about a meeting to discuss options on the building at 120 Second Avenue. LET THE RECORD SHOW the Board of Supervisors acknowledged the death of KCCI-TV8 reporter Michelle Parker. MOTION: Moved by Brownell, Seconded by Connolly to go into Closed Session for discussion with legal counsel concerning strategy in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation.
