1 Approved BRUNSWICK TOWN COUNCIL MINUTES Municipal Meeting Facility 7:00 p.m. Posting of Colors: Brunswick Police/Fire Department Honor Guard Officer Terry Goan, Lt. Marc Arnold, Call Captain Harold Emerson, and Lieutenant Robert Robitaille. Assistant Town Manager Patricia Harrington called the meeting to order and asked James Ashe, Superintendent of Schools, to lead the audience in the pledge to the flag. Invocation: Reverend Alice Davies, President of the Brunswick Area Interfaith Council, offered the invocation. Councilors-Elect Sworn to Office: Acting Town Clerk Elin M. Gould gave the oath to the following Town Councilors: Joanne T. King, W. David Watson, Robert A. Galloupe, Douglas A. Rice, Barbara A. Desmarais. School Board Members-Elect Sworn to Office: Acting Town Clerk Elin M. Gould gave the oath to the following School Board members: Allen L. Springer, Becky J. Martin, Dugan C. Slovenski, Gail Kezer Lowe. Entertainment: Brunswick High School Impressions saxophone quartet: Aaron Morneau, Brianna George, Kyle Thompson-Westra, John Morneau. Assistant Manager Harrington recognized students from the Vocational Region 10 Food Trades Class of Richard Mosely, who prepared the refreshments for the evening. The following students participated: Daniel Lewin, Cindy Williams, Taylor Lloyd, Chantal Jacobs, Kyle Young and Harold Delano. Councilors Present: W. David Watson, Jacqueline A. Sartoris, Robert A. Galloupe, Douglas A. Rice, Charles R. Priest, Barbara A. Desmarais, Forrest Lowe, Joanne T. King, Stephen H. McCausland. School Board Members Present: Becky J. Martin, Dugan C. Slovenski, Eileen B. Murphy, Corinne A. Perreault, William J. Dana, Gail Kezer Lowe, Rebecca A. Shepherd, Allen L. Springer. School Board Members Absent: Janet C. Connors. 2 Page 2 1. Elections and Appointments a. Election of Council Chair Elin M. Gould, Acting Town Clerk, opened the organizational meeting and asked for nominations for Town Council Chair. Councilor McCausland nominated Councilor Lowe for Town Council Chair for Councilor King moved, Councilor Galloupe seconded, to cease nominations for Council Chair. The motion carried with nine (9) yeas. Councilor Lowe spoke of the challenging year ahead for the Council and for the town. He said it was his hope to focus on the issues of appropriate facilities for police and fire, the old high school, and the comprehensive plan update, involving an open process and citizen input. The Council voted nine (9) yeas to elect Councilor Lowe as the 2004 Brunswick Town Council Chair. Ms. Gould turned the meeting over to the newly elected chair. b. Election of Council Vice Chair Councilor Watson nominated Councilor Galloupe for Town Council Vice Chair for Councilor McCausland moved, Councilor Sartoris seconded, to cease nominations for Council Vice Chair. The motion carried with nine (9) yeas. The Council voted with nine (9) yeas to elect Councilor Galloupe as the 2004 Brunswick Town Council Vice Chair. c. The Town Council will appoint the Town Attorney. Councilor Priest moved, Councilor Sartoris seconded, to appoint the firm of Bernstein, Shur, Sawyer and Nelson as the Town Attorney. The motion carried with nine (9) yeas. d. The Town Council will appoint Council Representatives to the following: i. Appointment Sub-Committee 3 councilors [previously Sartoris, Galloupe and Rice] Without objection, Chair Lowe appointed Councilors Desmarais, Rice, and Galloupe, to the Appointment Sub-Committee.

Brunswick Development Corporation [Council Chairperson] According to the Council By-Laws, the Council Chair serves on the Brunswick Development Corporation; therefore, Chair Lowe was appointed. iii. Brunswick Economic Development Corporation [previously Randolph] Without objection, Chair Lowe appointed Councilor King and himself to the Brunswick Economic Development Corporation. iv. Cable Television Committee [previously Priest] Without objection, Chair Lowe appointed Councilor Priest to the Cable Television Committee. iv. Growstown School Committee [Councilor from District 3, Galloupe] Typically, this committee is represented by the Councilor from District 3. Therefore, Chair Lowe appointed Councilor Galloupe to the Growstown School Committee. v. Recycling Committee [previously King] Without objection, Chair Lowe appointed Councilor King to the Recycling Committee. vii. Trust Investment Advisory Committee [previously Lowe] Without objection, Chair Lowe appointed Councilor McCausland to the Trust Investment Advisory Committee. viii. Mid-Coast Business Development and Planning 5 councilors [previously Watson, Galloupe, Priest, Lowe, and Randolph] Without objection, Chair Lowe appointed Councilors Watson, Galloupe, Priest, Sartoris, and King to Mid-Coast Business Development and Planning. Chair Lowe welcomed Barbara Desmarais to the Council, and thanked Charles Priest for his service as Council Chair. Chair Lowe then recognized some of the military and elected officials in the audience. Chair Lowe presented outgoing District 6 Councilor Nancy Randolph with a plaque recognizing her service on the Council. Ms. Randolph thanked the citizens of Brunswick, several District 6 constituents, the Brunswick Downtown Association, the Citizen Noise Committee members, Brunswick Resources Corp. members, and business owners and municipal staff for their help throughout her term.

Correspondence Assistant Manager Harrington announced that Barbara Desmarais submitted her resignation from the Town Commons Committee in order to concentrate on her role as Town Councilor. Ms. Harrington thanked Ms. Desmarais for her service and said the position will be advertised. (A copy of Ms. Desmarais letter of resignation will be attached to the official minutes.) Manager s Report 1) Grant Request, Recreation Dept: Tennis in the Parks program Steve Balboni, Deputy Director of Parks and Recreation, explained this proposal to hire professional certified teaching pros. This would be a matching grant and would not require any additional subsidies beyond what is already budgeted. Councilor Sartoris moved, Councilor Priest seconded, to approve the Recreation Department submitting a request for the Tennis in the Parks program. The motion carried with nine (9) yeas. (A copy of the grant application will be attached to the official minutes.) 2) New Meadows River Watershed Funding Application to U S Army Corps of Engineers This item was withdrawn. 3) COPS Grant: Homeland Security Overtime Program This item was withdrawn. Adjustments to the Agenda none. 2. The Town Council will set the meeting dates for the second Council meeting in January, February, and April, and for the first Council meeting in July and September, as follows: Since several Council meeting dates fall on holidays, the following is the recommended schedule: January 19 th is Martin Luther King Day (Council to meet on Tuesday, January 20, 2004) February 16 th is President s Day (Council to meet on Tuesday, February 17, 2004) April 19 th is Patriot s Day (Council to meet on Tuesday, April 20, 2004)

5 Page 5 July 5 th for Independence Day (Council to meet on Tuesday, July 6, 2004) September 6 th is Labor Day (Council to meet on Tuesday, September 7, 2004) Councilor Sartoris moved, Councilor McCausland seconded, to set the meeting dates for the second Council meeting in January, February, and April, and the first meeting in July and September as stated above. The motion carried with nine (9) yeas. (A copy of the memo from Manager Gerrish will be attached to the official minutes.) Chair Lowe reminded everyone of the dates, times and places of the upcoming community meetings regarding the Public Safety Building, and of the Council Workshop on Monday, January 12, 2004 regarding the old high school.
