MEMBERS ABSENT: Gene Phillips. Moved by Brownell, Seconded by Connolly to dispense with the reading of the September 11, 2001 minutes and they stand approved as printed. The August 22, 29 and September 5, 2001 discussion meeting minutes were also approved. The Bills as certified by the County Auditor were allowed or disallowed on each according to the certified list. Resolution directing the Treasurer to suspend property taxes for Terry Cade, 1426 Arthur Avenue.. Resolution approving MH/MR/DD service approvals and authorizing expenditures from the MH/MR/DD Services Fund. Resolution approving the allocation of incentive dollars and transfer of monies to the development fund for the Pilot Capitation Project.

4 Page 4. Resolution approving the Memorandum of Agreement with Strategic America to provide $50,000 for the continuance of a public awareness campaign. Resolution authorizing Polk County to be the legal applicant for grant funding to continue a juvenile drug court program. Resolution approving the Intensive Supervision Contract Renewal with the Iowa Fifth Judicial District Department of Correctional Services. Resolution approving the Domestic Abuse Intervention Services (DAIS) contract renewal for the period July 2001 through June Resolution accepting the proposal from Oberbroeckling and Associates, P.C. for architectural fees for the remodel of the west entrance of the Polk County Courthouse in an amount not to exceed $3,975. Resolution approving Change Order No. 15 with Taylor Ball, L.C. for construction of the Juvenile Detention Center in the amount of $9,654. Resolution accepting proposal from ICM Insulation, Ltd. for RFP , Asbestos Containment and Removal for Riviera Theater Building in the amount of $148,950. DEFERRED: Resolution approving a land lease agreement between Polk County and the City of Des Moines for the construction of a Community Center. Resolution approving the expenditure of $5,000 to the Greater Des Moines Partnership for Phase II of the Port Des Moines Project.

LET THE RECORD SHOW Bob Goldhammer, Emergency Management Director, reported that the Polk County Local Emergency Planning Committee received an award from the Environmental Protection Agency and FEMA, commending the committee for outstanding achievement in planning, prevention and risk reduction. REC D & FILED: Local Emergency Planning Committee Brochure. Bill Shelley, 4970 N.E. 7th Street, appeared to encourage the Board to take action regarding the use of jake-brakes in Polk County. The Chairperson referred the issue to the County Manager s Office and requested a report back to the Board at a staff meeting. Moved by Connolly, Seconded by Brooks to adjourn until September 25, 2001 at 9:30 a.m. MICHAEL A.
