1 July 11, 2016 The Kingsley City Council met in regular session on July 11, Mayor Bohle called the meeting to order at 7:00 p.m. Councilmen present were Rolling, Bohle, Peters, Dugan and Mathers. The agenda was approved on motion by Bohle, seconded by Peters, all voted aye, motion Minutes of the June 13th meeting were approved on motion by Rolling, seconded by Bohle, all voted aye, motion Public Forum: Steve Riemenschneider, representing the Kingsley Krowners, talked with the Council about donating funds. The Council suggested park improvement. David Owings was present with his pet goose to ask permission of the city to keep it at his residence. The Council agreed as long as he fills out a permit form and pays the $10.00 permit fee. Maintenance Report: Jantz reported that Rehab Services had the sewer main from the Fifth block of Rutland south to First Street televised and also the new alley. Well controls are up and running after recent storm. Elliott Bottjen asked the Council again about having a stop sign at the intersection of Bayard and South Main. The Council agreed. Ordinance #233 was introduced by Peters to place two stop signs at the intersection to control both north and south traffic. The three readings were waived on motion by Peters, seconded by Mathers. Roll call vote: Rolling, aye; Bohle, nay; Peters, aye; Dugan, nay; Mathers aye, motion Ordinance #233 was adopted on motion by Peters, seconded by Mathers. He had also inquired about being included in the bids for future riding lawn mower purchases. The Council agreed to include Bottjen Repair. Pool inspection is completed and corrections will be made. Some of the decking will have to be replaced next year. Paul Huth, Fire Chief, talked with the Council about putting a slide lock on the doors in the bar area at the community center to keep people out of the fire station during events. Mark Kuchel will be asked if he can do deadbolts. Dave Peters, representing Scootch s Bar, asked the Council about closing the first block of Main Street on Saturday, August 20 th for a street dance. Motion by Bohle, seconded by Rolling, to approve the closing, all voted aye, motion Members of the Kingsley Ambulance squad visited with the Council about the possibility of building a new ambulance shed on the west side of Grand Street. A sketch of the proposed building was provided. Motion to approve and proceed and give the city- owned land by Bohle, seconded by Peters, all voted aye, motion Jayne Vondrak was appointed to the Library Board for a six- year term on motion by Rolling, seconded by Dugan, all voted aye, motion Resolution #16-21 hearing was opened at 7:30 p.m. (Adopting plans, specifications, form of contract and estimate of cost for Clarendon St. storm sewer improvements). Curbing will be replaced on west side and there will be three inlets on Second St. There were no written or oral objections to the project. Motion by Dugan, seconded by Bohle to approve Resolution # Roll call vote: Rolling, aye; Bohle, aye; Peters, aye; Dugan, aye; Mathers, aye. Motion Bids will be opened on July 25, 2016 at 2:00 p.m. at City Hall. Action will be taken at the August 1, 2016 meeting. Pay request #3 for the Southeast View Addition, submitted by Steve Harris Construction in the amount of $4, was approved on motion by Bohle, seconded by Rolling, ayes all, motion
5 Engineer Scott Gernhart recommended final approval of the Southeast View Addition project and to pay the retainage in the amount of $16, to Steve Harris Construction. Motion by Rolling, seconded by Dugan, to approve project and pay retainage. All ayes, motion Council was shown a drawing from MidAmerican Energy for placement of street lights in Southeast View Addition. People using the Community Center parking for personal use will be contacted by Mayor Bohle. The City will be putting new rock on the west parking area. Motion by Peters, seconded by Rolling to put two- inch Class A limestone on the parking, all voted aye, motion Jantz will straighten up the lagoon fence. Dr. Powell is working on funding for the Heacock millstones. Freedom Rock will be painted in Council will send out pre- bid invitations to show contractors plans. Open bids at a later date. Council would like to have project completed by this fall. Police report was distributed. A portable radar sign will be purchased for a cost of $2, on motion by Bohle, seconded by Peters, all voted aye, motion Letters will be sent to residents that have properties to clean up. Building permits: Justin Collins, 30 x 40 garage; Bruce Burnham, 12 x 14 storage shed; Stan Nilles, privacy fence.
