1 The Dallas Center City Council met in regular session January 12, 2016, at 7:00 PM. Mayor Kidd called the meeting to order and led the pledge of allegiance. Council members present included David Bagby, Danny Beyer, Curtis Pion and Ryan Kluss. Ryan Pearson was not present. Motion by Beyer, 2 nd by Kluss to approve agenda. Motion passed 4-0. Motion by Kluss, 2 nd by Pion to approve consent agenda (Approve minutes of December 8 th regular meeting, December 22 nd special meeting and January 4 th and 5 th budget meetings, December Treasurer s Report, December Police, Fire/Rescue, Compliance and Water Reports, approve invoices for payment (review committee Kluss and Beyer), accept Carolyn MacConnell s resignation from the Library Board effective January 6, 2016, term expires June 30, 2018, approve hiring Isaac Meyers to the Fire Department effective January 13, 2015 pending background investigation, action to approve hiring Kristen Holcomb as a part-time library associate at $9.50/hr effective January 13, 2016 pending background investigation, action to approve Mayor s appointment of Mark Powell to the Park and Recreation Board to fill Curt Pion s vacancy, term expires December 31, Motion passed 4-0. Motion by Kluss, 2 nd by Bagby to approve the Seasonal Fun Committee s request of $1000 for purchase of quality/reusable holiday decorations. Motion passed Appointments Kluss was appointed as Mayor Pro-tempore. Motion by Kluss, 2 nd by Beyer accepting Mayor s appointment of Michelle Leonard as Police Chief, Ralph Brown of Brown, Fagen and Rouse as City Attorney and Brian Slaughter as Director of Public Works. Motion passed 4-0. Motion by Kluss, 2 nd by Pion to appoint Riesselman as City Clerk/Treasurer, Veenstra & Kimm as Engineering firm, Van Ausdall as Zoning Administrator and as Building Official. Motion by Beyer, 2 nd by Kluss to designate the Dallas County News as the City s official newspaper. Motion passed 4-0. Council will continue the regular meeting date and time as the second Tuesday of the month at 7:00 PM. Julie Becker expressed her concerns regarding the council, the library forum and the Library of Tomorrow information and format. Public Communications and Concerns-Dusty Rauschenberg expressed his concerns regarding the personal attacks on committee members and the misinformation on the potential location of the future library. Gary Licht made the council aware that due to the fact that he is unable to attend the Library Forum, he has someone set up to record it. Bill Ellerman asked the council for consideration of extending 250 th Street from Fairview Drive to R16 as part of the storm water drainage project. Julie Becker inquired about the use of the Burnett Funds-Attorney Brown responded that it was the intent of the Burnett family that the money be used for the betterment of the Dallas Center community and not put under a mattress. He also stated that the decision of how to spend the money lies with the Dallas Center City Council. Slaughter gave the Public Works Report.

2 Water Main Replacement 2015 Project Veenstra made the council aware that due to the fact that the sod is not down, the City won t accept the project until spring, but next month can pay down the retainage on the project. Southwest Stormwater Drainage Improvements Project Engineer s Report-working on the layout of the detention pond and reminded the council of the public hearing for 7 p.m. on February 9, 2016 per Chapter 6B of the Code of Iowa. Engineer Veenstra updated the council on the fact that we are waiting on the DNR to issue an NPDS permit for the water plant discharge. Council agreed to wait and see what the DNR decides. Motion by Kluss, 2 nd by Bagby to approve Resolution establishing the pay of Dallas Center reserve police officers for calendar years 2016 and Roll call all ayes, motion passed. Motion by Kluss, 2 nd by Pion to approve Resolution cost reimbursement agreement with Dustin Runge in connection with attendance at the Iowa Law Enforcement Academy. Roll call all ayes, motion passed. Council reports-beyer and Bagby are working with a Community Development Organization to assist Dallas Center with Economic Development. This process will take several months and will involve community input. Mayor s report-mayor Kidd has reached out to Pioneer and will be meeting with a representative in the near future. Mayor Kidd also reminded everyone of the Candidate Forum on January 19 th at 7:30 PM and Library Forum on January 26 th at 7:00 PM at Memorial Hall. Meeting adjourned at 8:07 PM.
