1 STATEMENT OF COUNCIL PROCEEDINGS December 3, :00 p.m. The City Council of Boone, Iowa, met in regular session in the City Hall Council Chambers on December 3, 2018, at 6:00 p.m. with Mayor Slight presiding. The following Council Members were present: Byrd, McGinn, Stines, Hicks, Piklapp, Stecker, and Ray. Absent: none. Stines moved; Stecker seconded to approve the agenda with the removal of 5-A-1 request from Boulders Inn and Suites to utilize an off-site parking lot for overflow parking. Ayes: McGinn, Stines, Hicks, Piklapp, Stecker, Ray, and Byrd. Nays: none. Ray moved; Piklapp seconded to set a public hearing for December 17, 2018 at 6:00 p.m. to vacate the South 180 Feet of the North/South Alley, Lying Between th Street and th Street, Boone, Iowa. Ayes: Stines, Hicks, Piklapp, Stecker, Ray, Byrd, and McGinn. Nays: none. Skare advised that previously the Boone City Council entered into a Development Agreement with Tri-West Development, L.L.C. concerning the South Boone Housing Urban Renewal Area. Tri-West has now certified that project and thus the agreement will be completed on June 30, The Developer, Frederick R. Greiner, has made additional requests to the City of Boone concerning this project because of the cost relating to the road located therein that Tri-West incurred. No additional incentive or financial assistance has been provided to Tri-West. Ray moved, Stecker seconded to approve that after June 30, 2029 Tri-West Development, L.L.C. shall be given the opportunity to present to the Boone City Council such financial information, including revenue and expenses, as Tri-West deems appropriate as it relates to the road construction in this project and by doing so request additional financial assistance from the City of Boone. The opportunity provided to Tri-West to provide this additional information is non-binding on the Boone City Council and said Council shall have full discretion to decide if any additional financial assistance is warranted. The decision of the Boone City Council shall be final. Ayes: Hicks, Piklapp, Stecker, Ray, Byrd, McGinn, and Stines. Nays: none. Piklapp advised that the Economic Development Committee will do a final walk-through for Inteplei, at 509 Story Street, December 4 th at 10:00 a.m. for the Boone Downtown Incentive Funds (BDIF). Piklapp stated that the Cyclone Car Credit s remodel is also nearing completion. Rouse updated the Council on the Public Works remodel; everything is done but the track panel in the roof. Once this is finished he will present the Certificate of Completion to the Council for approval. Rouse explained that the Iowa Department of Transportation (IDOT) will be doing a traffic study in Boone at no cost to the city and they will provide us with recommendations to improve safety. This study could help us obtain grant funds for future projects. Chief Adams presented the Alcohol Inspection Forms for Flashmart Stores #104 and #105. He advised that both stores have passed inspection and he recommends approval of the alcohol licenses. Chief Adams advised that their main fire engine has been repaired by the firefighters. He explained that the initial cost estimate was $8, and that they were able to complete the work themselves for $2, Chief Wiebold presented a 28E Agreement and Amendment No. 1 with the Story County Sheriff s Office, the City of Ames Police Department and Iowa State University Department of Public Safety to rejoin the Central Iowa Drug Task Force (CIDTF). He
2 stated there is a good relationship between the agencies regarding drug investigations and he recommends approval of Resolution 2658 to rejoin the CIDTF. Chief Wiebold updated the Council regarding the downtown massage parlor. Chief Wiebold stated that the Police Department s last two (2) new hired officers are on their last week of field training. Once they complete their field training the Police Department will be fully staffed at eighteen (18) officers. Skare reminded the Council that the goal setting meeting is December 4 th at 6:00 p.m. at the Police Department. Skare updated the Council on the Retail Task Force Survey; it will be mailed out this week with a return date of December 21 st. Councilman Piklapp will share the results of the survey after they have been returned. Skare praised the firefighters on the work they did with the fire truck and their cost savings. Mayor Slight asked if there were any questions or items to be removed from the Consent Agenda; no requests were made. Ray moved; Piklapp seconded to approve the following items on the Consent Agenda: 1) Minutes of previous meetings. 2) Bills payable. 3) New Alcohol License for Flashmart #104 and #105. 4) New Cigarette/Tobacco Permit for Flashmart #104 and #105. 5) Resolution 2658 approving the execution of a 28E Agreement and Amendment No. 1 for the Boone Police Department to join the Central Iowa Drug Task Force. 6) Reappointment of Daniel Scott as primary and John Rouse as the alternate to CIRTPA Technical Committee for a one (1) year term expiring December 31, ) Reappointment of John Rouse as primary and Daniel Scott as the alternate to CIRTPA Policy Committee for a one (1) year term expiring December 31, ) Reappointment of Dave Morlan as Emergency Management Director for a one (1) year term expiring December 31, ) Reappointment of William Skare to Landfill Advisory Committee for a one (1) year term expiring December 31, ) Reappointment of Steven Ray to E911 Board for a three (3) year term expiring December 31, ) Reappointment of Shana Rainey to Human Service Committee for a three (3) year term, expiring December 31, ) Reappointment of Taylor Tidgren to Zoning Board of Adjustment for a five (5) year term expiring December 31, Ayes: Piklapp, Stecker, Ray, Byrd, McGinn, Stines, and Hicks. 5 Mayor Slight reminded the Council that Shop with a Cop is December 13 th. Byrd requested approval of using candles in the luminaries for downtown on Christmas Eve. The Council had no objections.
