B, FINANCE COMMITTEE Cavried Councillor Patterson by Cnuncillor Shepherd minutes of the Special The Provisional Budget for 1965 had been considered bv the Finance Committee in the morning, and they Gad recommended that 50% of the s&edules be adopted, except for the Fire Budget, for which they recommended that the mill rate be the same as last year,namely, four and a half mills. then, but there was no seconder, that 50% of all the schedules be adopted, RES.NO.452M then Moved by Councillor Kuhn That the Council adopt 50% of the schedules of the Provisional Budget, except Schedule 7 on Fire protection, and that the Fire mill rate for 1965 be set at four and a half mills, Councillor Pearce against. CONCIL-IN-COMMI~ OF THE WOLF, 'wr (a) llth be received, RES,NO,453M That the minutes of the meeting of January Caricied (b) In connection with the recommendations of the Board of Works section of these minutes, it was stated that in regard to Item 2/65 on Page 2 it was understood that the distance of this road to be cnnstructed was about three hundred feet in order to give them access. (c) In regard to the recommendations of the tilities section, Councillor Pearce stated that it was not clear in item 18/65 that the water main to industry in South Westminster would be given first priority, even though the main on 184th Street cauld perhaps be installed at the same time. That the words "but it is understood that the South Westminster line is to have priority over the water main on 184 Street, but the two mains may be laid at the same the if this is possible" be inserted at the end of ltem 18/65. RES.NO.456M That the recommendations of the tilities section of the minutes of January llth be adopted as amended. 3 s RREY ADVISORY PJANNING COMMISSIQ? (a) That the minutes of the meeting of January 6th be received. RES.NO. 46 lm In regard to these minutes, Item No dealing with the application of F. Hobart for Light Industrial zoning of bts 1 and 2, Section 19, Range 2, Plan 5870, the location of this property was not clear to the Council., therefore, That this application be tabled until the next meeting, and a plan be obtained showing the location of the property. RES.NO.462M In regard to Item No. 1081, dealing with the rezoning of Lot 56, Block 15, Section 17, RlW, Plan 19553, for the purpose of a service station, Councillor Pearce stated that bt 57 is presently zoned comrtercial, and if bt 56 was zoned as well the larger area was available on which a better type of service station could be erected. A sketch of the proposed station, supplied by the Planner, was submitted, showing that it was proposed to erect a residential type service station on the property if the additional lot was zoned. not recormended by the Advisory Planning Conmission, as it was creating an additional comrcial use in a residential block. then Seconded by Councillor Shepherd That the recommendation of the Advisory Planning Conmission be not approved, and the application be referred to the next Public Hearing. KES.NO.463M Y *rl In regard to Applications No and 1088, dealing with rezoning of bts 5 E 8, Block 4, SW 1/4, Section 14, Tawnship 1, Plan 13439, the Council had already put these to a Public Hearing under By-law No. 225'1. They had asked the views of the Cormnission on the rezoning, which stated that it was not in favour of the rezoning as it would create ribbon development. Seconded by Councillor Dainard That this iroperty be dealt with after the Public Hearing. RES.NOe464M(a) then the minutes be adopted. RES.NO.464M That the balance of the recammendations of E. RES.NO.465M Seconded by Councillor Kuhn That the report of the meeting of January That the matter of installing hydrants in place of standpipes be referred to the Policy Comnittee for consideration. RES.NO.46bMta) (b) A letter from the Sunnyside Ratepayers Association was read enquiring as to why their rates were higher than other areas in Surrey and in White Rock. That the letter be received. RES.NO.466M Seconded by Councillor Kuhn That a copy of the report of the special conmittee meeting be sent to them and they be advised that Mr. Mckod of the nderwriters Association is prepared to speak to them at their meeting if he is invited. RES N0.467M F. REEVE'S REPORT (a) The Reeve stated that he and the Manager were not in a position to report yet on the matter of vehicle rotation, and the matter was laid over. (b) Moved by Councillor Shepherd That the Reeve's report on the establishment of an Industrial Conmission be received. RES.NO.468M is held. RES.NO.469M Councillor Kuhn stated that he would like to see a meeting with a group of people who are willing to undemite the cost of an Industrial Cormfission in Surrey, and that no action should be taken on the Reeve's report pending this meeting. Moved by Councillor Kuhn Seconded by Councillor Stagg That this report be tabled until after this meeting
5 also suggested tha it would be desirable to have another meeting with heads of industries in Surrey, similar to that which was held about two years ago. Moved by Cuuncillor Shepherd That the Council have a meting with heads of industries in Surmy to discuss various matters. RES.NO.470M (c) In regard to the Pacific National Exhibition, the Reeve stated that space had been booked for a display, and this space must be confirmed in April. (d) The Keeve stated that it was planned to have a joint meeting of the Advisory Planning Conmission, the Zoning Board of Appeal, and Council, in February. That the Reeve make the necessary arrangements for this meeting. FCS.NO. 4 /lm (e) The Reeve stated that the School Board wished to discuss with representatives of Council the matter of vocational schools and other matters on January 25th. The Reeve stated that the invitation had been extended to himself, the Manager, and two members of Council. but there was no seconder, that the Liaison Conunittee members and the Reeve attend this meting. then That Councillors Pearce and Shepherd represent the Council along with the Reeve and Manager. KES.NO.472M Councillor Stagg against, (f) The Reeve stated that he was appointing as a Special Cdttee on the Terms of Reference for the new Traffic Cannittee Councillors Shepherd, Pearce, and Kuhn. The Council, at this point, had agreed to sit as a Inca1 Board of Health on the Pekin Duck Farm problem. A letter from the Solicitor was read, in which he enclosed a letter frcnn the Consulting Engineer stating that they had been unable to makeany investigations of the problem due to the snow condition and the amount of water in the area. Further investigation would be made as soon as weather permits. Seconded by Councillor Shepherd That the ha1 Board of Health adjourn on this matter for eight weeks. RES.NO.4731.I Y
6 G. MANAGER'S REPORT m 1. In regard to the widening and paving of 142nd Street fmm 103rd to 104th Avenue, he stated that the mad is only 652 feet in length, and 142nd Street only provides access to three houses. Due to the number of flanking parcels the co$ts could be quite heavy to the Municipality. That this mtter be referred to the Board of Works Cornnittee for consideration, RES.NO.474M. 2. In regard to the tenders received last week, the Manager stated that they would recomnend, in regard to servicing the typewriters, that this be awarded to Preston Business Machines at $18.75 per year for electric machines, and $12.'/5 per year for manual machines. This price includes parts and ribbons, With bi-monthly service. In regard to the 10,000 R.C.M.P. receipts, it was recommended that the low tender of White Rock Printers in the amount of $98.50 plus taxes be awarded. In regard to the 10,000 Master cards, and 2,000 general ledger cards, it was reconmended that the tender of Fraser Printers in the amounts of $ and $22.50 plus taxes, respectively, be awarded, That the Minutes of the Tender Opening Cormittee be received and the reconanendations be approved as outlined. FES.NO.475M RES. NO. 4'/6M 3. In regard to purchase of culvert tile, the Manager stated that an increase in this price was imminent, and as a result he had been able to purchase 3,000 feet of 18 inch and 3,000 feet of 24 inch at the old price, and he reconmended that tenders be called for the balance of our requirements for That the Council endorse the action of the Manager in purchasing this tile. the balance of our requirements. 7 4. The Manager stated that he had received a letter from the Department of Transport regardyng the operation of a rain 'guge in the Municipality. Most of these are serviced by employees of the Corporation, but in thi- particulm location it had been necessary to get a private citizen to do so at a cost of $50.00 per year, payable by the Municipality. He recommended approval of this paymnt. of the rain guage be approved. RES.NO.478M Moved by Councillor Shepherd That the arrangement for this reading rl 5. The Clerk stated that the Order in Council had been received approving of membership of Surrey in the Greater Vancouver Sewage and District Board. The Clerk stated that an agreement had been reached with the Canadian National Railway for a water main crossing at Mile 116.*/5, wlhich is at 130th Street and the tracks. 8 The Clerk stated that it was necessary to pass a formal resolution for the temporary borrowing under Section 607 of the "Municipal Act", which lpl has now been approved by the Inspector of Municipalities. Seconded by Councillor Kuhn That the Council borrow temporarily the sum of One Million Dollars ($1,000,000.00) to finance the cost of local improvement construction work on water, sewers, sidewalks and paving and for which work the necessary construction by-laws have been approved and this borrowing is of a temporary nature pending adoption of a by-law under Section 603 and this borrowing of One Million Dollars ($1,000,000.00) has received the approval of the Inspector of Municipalities pursuant to his letter of January 11, RES.NO.483M 4. That the report of the meeting of January 12th with the Cloverdale Board of Trade be received. RES.NO.484M -- I. I?lY-IJA\?S 1. "Local Improvement Construction By-law, 1964, No. 2238". Seconded by Councillor Stagg That the letter be received and 2. A report from the Solicitor was received on the request of the Billiard Halls for a lower age limit and permission to stay open on Sundays. The Solicitor stated that the Council can regulate the age limit, but cannot regulate or permit them to stay open on Sundays, or order them closed on Sundays. The Halls also now request that closing the be midnight instead of 11:30 p.m., and the Council can control this as well. Seconded by Cnuncillor Kuhn That the request of the operators be referred to Staff S@. Morrison of the R.C.M.P. for report. RES. NO. 507M 3. RES.NO.519M NOTICES AND NOTICES OF MOTION " WHEREAS regional technical colleges have been erected in various points throughout the Province by the Provincial Government with the aid of the Dominion Government: AND WHEREAS the Province has encouraged and aided the erection of Junior Colleges throughout the Pmvince; AND WHEREAS the Municipality of Surrey is in a strategic location on the south side of the Fraser River and within thirty minutes of a total ppulation of several hundred thousand as indicated by the Planning Survey made for a niversity in 1963; AND WHEREAS there is an urgent need for a Regional Technical College and a Junior College for the growing population of Surrey and surrounding areas; BE IT RESOLVED THAT Council appoint a Cdteee to meet with the School Boards and Councils of the surrounding Municipalities with the view to establishing a "College City" either at the Forestry Reserve or the Sunnyside Acres Irs Motion -led pending discussion on report of Special Committee,
