REPORTS OF SPECIAL COMMITTEES Minutes of a regular meeting of the Council held in the Committee Ram on Monday, 1111 December 28, at 3:45 p.m. All the members were present, except Councillors Ardiel and Fomich. c3 Eo 1. SPECIAL COMMITTEE ON ZONING B-LAW RES.NO.322M KES.NO.323M RES.NO.324M KES.NO.32SM The work of this Comrmttee had now been completed, and the new by-law was going to Public Hearing. Moved by Councillor Stag That this Special Comnittee be now dismissed. 2. SPECJAI, COMMl'ITIX ON 1NVEKGAKK IlAM This Cormittee had reported on the negotiations with the Candian National Railway and had resolved the mtter of work to be done on the dam. ' 5. That this Committee be naw dismissed. 3. SPECIAL COMMITTEE ON B-LAWS This Comnittee had completed its report on the rmnk regulation by-law. That this Comnittee be now dismissed. B. HEEVE'S wpum The Reeve stated that during this recent heavy snowfall equipment had been working to capacity, and most ot the mam arteries have been made passable. It has been impossible to clear all mads due to the heavy and continuous snowfall and the grade of some mads. Everything is being done to keep flooding to a mimum when thaw takes place, and he urged all taxpayers to get their culverts cleared and ditches c1e-d to allow for runotf. He gave credit to the adrmnistration and the crews in the clearing ot the L' 3 mads, particularly as to the long hours put in and the work done on the holidays. Seconded by Councillor Shepherd 'X'hak the Reeve be empowered to publisha notice urging taxpayers to assist in &learing culverts for runott. w

2 329 C. MANAGER S EPORT mm KES.NO.32bM 1. The Manager submitted two special reports, one on the possible extension of the Whalley Hecreation Area, the second dealing with the proposals of the lnsurance Broker tor increased insurance coverage. In connection with the proposed extension of the Whalley Kecreation Area, the Manager stated that to extend the area would no doubt require a vote, both in the extended area and in the existing area. He suggested, however, that it appeared that additional funds would be reqmred tor the Centre and by levying the same mill rate on the proposed new area as is proposed for the present area, an additional sum of $2UU,UUU.UU could be rased. If the residents of the new area approved of this by-law they would then be merged mth the existing area, and the necessary additional funds would be available. If they did not approve of the money by-law the present conditions would remain. That the report be received and the Manager take the matter up with the Department to see if it can be done. In regard to the report on Insurance, this was dealt with as follows: (a) Malicious Damage not recomended. (b) Earthquake. due to cost. Although it might be desimle, it is not recomnended U KES.NO.327M (c) Removal of Debris not re-commended. (d) BridKes and elevated water tanks. The Manager felt that this might be desirable on elevated water tanks, but not on bridges, and suggested that we obtain further information as to the cost or such insurance. That this recommendation be adopted to obtain ad~tional intormation on this insurance. (e) Extra Expenses Insurance. tor any further action. (t) Valuable Papers Insurance. required. The Council decided it was not necessary. then Moved by Councillor Pattterson Seconded by Councillor Pearce 'l'hat the recomndations as outlined be adopted, with no action being taken on any ot these except ltem (d) on which additional information is to be obtamed 'l'he Manager subnutted a letter tm the B. C. 'l'elephoee Company concerning the mmval of telephone poles on Pacific Highway tmm No. 1U to Bond Street. 'l'hey have revised their cost in this regard and they are now requesting Sll,UUU.UU instead ot the original request ot $1,UUU.UU tor this work to be undertaken. They stated that they would like to have considerable advance notice ot the work it it is to be proceeded with, as their budget is established for the next two years. 'That the letter be received and referred tor consideration on December Nth, with the Cloverdale Board of 'l'rade A letter tmm the Department ot hghways was received concerning lighting on the Kmg George Highway. They had offered to pay SU'6 ot the cost of the lignting between Bolivar Koad and Sandell Koad. We had asked them to extend the lighting to Bentley Koad. 'l'he Uepartment stated that they had made an exception to their policy in agreeing to pay tor SU'b ot the lighting between Bolivar and Sandell, but they were not prepared to approve of any sharing of the cost to Bentley Road. 'l'he Manager reported that in order to have this lighting expedited between Bolivar and Sandell Koads, he had advised the Department that the Municipality would contribute!ai% of the cost as previously requested and discussed by Council. Moved by Seconded 'l'hat the C arried Councillor Stagg by Councillor Smith letter be received. Moved by Councillor Feme Seconded by Councillor Snuth 'l'hat that the Council endorse $he action of the Manager, and that the installation be proceeded with as outlined. CLERK'S REPORT n The Clerk reported that in regard to the tollowing Local lrnprovement projects undertaken on Council Initiative, (a) and (b) had been petitioned against, but there were no objections to (c): (a) 126th Street from 92nd Avenue to 93rd Avenue ES.NO.333M U RES.NO.334M (b) 135th Street from 105th Avenue to 105A Avenue (c) 182nd Street from 60th Avenue South. Seconded by Councillor Pearce 'ihat the report be received and the work on 182nd Street South of 60th Avenue be proceeded with. E, B-LAWS 1. mal lmpmvement Construction By-law, 1964, No. 2238". Final adoption tabled. 2. "Surrey Sewer Rates and Extension Regulation By-law, 1964, No. 2240", was read and reconsidered. it was Moved by Cauncillor Patterson That "Surrey Sewer Hates and Extension Regulation By-law, 164, No. 2240" be finally adopted, signed by the Reeve and Clerk, and sealed with the Corporate Seal. In connection with this By-law, Councillor Shepherd was concerned that those persons who are on a sewer, and who had not been notified until very recently that they could connect, were not given enough time in which to make application and pay the required connection tee oi $90.00 by the end of the year. pointed out, however, that the new By-law is effective on the 1st of January and the iee at that time beccanes $ Seconded by Councillor Shepherd 'mat on any application made for sewer connection prior to January 1, 1965, and on payment of $10.00, the applicant be given sixty days to pay the balance of the $90.00 connection tee, provided that they have not received notification to connect tor a period greater than sixty days. 8 RES.NU.352M m RES.NO.353M 2. A notice of a Symposium on January 8th and th in Vancouver on Planning, Urban Kenewal and Housing, as related to the new National Housing Act was received. 'l'he Clerk was requested to advise them that the Reeve, Councillors Pearce, Kuhn, and Smith, the Planner, and the Manager plan to attend. 3. AN application of the Crescent Beach Guest House for a welfare license was laid over pending further report. 4. Councillor Shepherd submitted reports that he had obtained in regard to an odour coming from the property adjacent to CUlumbia Concrete Pmducts, Avenue. The matter had been taken up with the Boundary Health Unit and with the yublic Safety Administrator. The public Safety Administrator reported that the odour is caning f m the fill material used on the property and the seepage from the fill into the drainage ditch on the roadside. He did not know ot any solution to the problem. Seconded by Councillor Shepherd That the Manager contact Dr. Kennedy to see if there is any way of neutralizing the odour being created. 5. Councillor Shepherd also submitted a report on a complaint he had submitted in regard to the premises at Old ale Road. The Public Safety Administrator reported that there was not sufficient material on the property nor sufficient evidence to warrant any charge under the By-law. Moved by Councillor Shepherd That the Clerk write the owner and request their codperation in cleaning up the property in view of the camplaints received. NOTICES AND NOTICES OF MOTION " WHERFAS regional technical colleges have been erected in various points throughout the Province by the Provincial Government with the aid of the Dominion Government: AND WHEEAS the Province has enc ouraged and aided the erection of Junior Colleges throughout the Province; RND WHEREAS the Municipality of- Surrey is in a strategic location on the south side of the baser Kiver and within thirty minutes of a total population of several hundred thousand as indicated by the Planning Survey made tor a University in 1963; AND WHEREAS there is an urgent need tor a Regional Technical College and a Junior College tor the growing population of Surrey and surrounding areas; BElT KESOLVED THA'l' Council appoint a Conunittee to meet with the School Boards and Councils of the surrounding municipalities with theview to establishing a"col1ege City" at either the Forestry Reserve or the Sunnyside Acres. m Motion tabled pending &scussion on report of Special Cmttee.

9 336 AN OTlER CO- BUSINESS Councillor Jones stated that as he was now leaving the Council, he would like to make one or two points in regard to what he had learned and felt should be a concern of Council in the incoming year. 1. In regard to the matter of additional library facilities he had suggested a reference library in the Whalley area. However, he stated that the Executive of the Library Board feels that Kennedy Heights was in need of a Library, and that the Municipality of Delta might be interested in a joint building in this area. Moved by Councillor Jones That the Council consider a joint meeting with Delta on this mtter in RES.NO.354M RES.NO.355M 2. Councillor Jones felt that the Council khould have a feasibility study made on cost sharing of Parks and school grounds between the Council and the School Board under one Department. He feels that economies could result, particularly in the maintenance on these properties... Moved by Councillor Jones That the Council consider this mtter in In regard to Personnel and Welfare CoIrunittees, of which Councillor Jones was a member, he stated that he was quite unhappy. No meetings of the mul Welfare Committee were held in the two years he was on the Codttee, and the Chairman was the only one aware of the actiiiities of this Department. In regard to Personnel meetings, these were called at the convenience of the Chairman, and all members of the Committee were unable to attend. In regard to the Grievance Committee he feels that they should not meet during the daytime, This increases the number of grievances and costs considerably with the employees concerned attending the meeting during regular working hours. 4. In closing he stated that he enjoyed his work on the Council very much, and extended his best wishes to the incoming Council.
