1 CITY HALL, CITY OF ARLINGTON, SOUTH DAKOTA September 2, 2014 The City Council met as the Zoning Commission. There was no business. Meeting adjourned. The City Council met in regular session in the Municipal Building. Present on Roll Call were Mayor Amiel Redfish and Council Members: Curt Lundquist, Terry Rowbotham, Garth Johnson, Todd Bunker. Absent: Keith Wendland and Jared Steffensen. Motion was made by Johnson, seconded by Bunker to approve the minutes of the August 11 th meeting. All in favor Carried. Additions to Agenda: 1) Dean Royer driveway, street project; 2) American Legion curb & gutter, 3) Computer upgrades Scott Mohror and Beth Niemeyer, Banner Associates, met with the council to explain Pay Request #4 which includes Change Order #3 which is being submitted for payment to Prunty Construction. Motion was made by Rowbotham, seconded by Lundquist to approve Pay Request #4 which includes the deductions to the project in Change Order #3. Scott also presented a Certificate of Substantial Completion which he advised that the city should sign at this time. All in favor Carried. Bills on file were submitted for consideration and on Motion by Rowbotham, seconded by Lundquist, the Finance Officer was instructed to issue payment for same. All in favor on Roll Call Vote Carried. All in favor Carried. BE IT FURTHER RESOLVED, that $45, be transferred from the Electric Fund to the General Fund for Operating Expenses per the budget and $20,000 from the Electric Fund to the Water Fund for the water portion of Pay Request #4 on the street project and purchase of equipment to enable the city to read water meters wireless. All in favor Carried. Dean Royer voiced his concern with the water that is now backing up on his property after the curb and gutter was installed. The engineer advised him that when the project was designed it was intended that curb and gutter be installed across his second driveway, but Dean had requested that the back of the curb not be installed so that he could have access to that driveway. Scott advised that is the reason for the drainage issue. Before any decision is made as to the fix for this problem and who is responsible; the street committee (Rowbotham and Bunker) will meet with Dean to take a look at the problem. Gary Madsen and Don Cain had requested to be added to the agenda to find out the status of having the curb and gutter installed at the Veteran s Memorial site. Beth Niemeyer advised that she had contacted the contractor and they advised her that the installation could take place yet this week but she was not given a specific date. They were hoping to get a date so that they could inform another contractor they have lined up to do some work after the curb and gutter is in place. Beth advised that she would call them again to see if she could pin them down for a date. The drainage issue in Brenda Krahn s area was discussed again and an alternative route was suggested. Todd Wilkinson was going to check to see for sure who the owners of the properties are on this route and Scott Mohror will check the elevation to make sure that there are no problems on this route. Motion was made by Johnson, seconded by Bunker to approve a burning permit for the Arlington School District to burn the A during the homecoming coronation at the school parking lot on Monday, September 22 nd. All in favor Carried. Since the city was able to sign the Certificate of Substantial Completion for the street project; the council was now able to set a date for the curb and gutter hearing. Motion was made by Bunker, seconded by Lundquist to schedule the curb and gutter hearing to be held at the October 6 th council meeting. Todd Wilkinson advised that the assessment roll must be delivered to the county by November 1 st and therefore Resolution #2482 is revised to state that the whole of said assessment, or any installment thereof, may be paid without interest to the City Finance Office on or before the 30 th day of October, All in favor Carried. Rich Kopfmann and Jen Dilley met with the council to request consideration for new equipment for the ambulance department. They are looking at a new cot, power lift and a stair chair. They were quoted a total price of $38, from Stryker although there are some options that could lower the cost. Also, this equipment could be done on a lease-purchase rather than an out-right purchase if there is a funding issue. The council instructed them to check on any grants that might be available for this equipment and if the grant application would need to be approved prior to the purchase. Since this equipment is over the bid limit, the finance officer will check to see if there is a city out there that has purchased this equipment and possibly piggy back of that bid. Stryker will be giving a demonstration at the next meeting.
4 Cost estimates have been compiled for the pool renovation project with the total project coming in at $78, and the city would be responsible for 50% of the cost or $39, should the grant be received. The cost includes a new pool deck, new fencing and steps to be installed. Motion was made by Lundquist, seconded by Bunker to adopt Resolution #3494 as follows: RESOLUTION #2494 WHEREAS, the United States of America and the State of South Dakota have authorized the making of grants from the Land and Water Conservation Fund (LWCF) to public bodies to aid in financing the acquisition and/or construction of specific public outdoor recreation projects: NOW, THEREFORE BE IT RESOLVED: 1. That Amiel Redfish is hereby authorized to execute and file an application on behalf of the City of Arlington, South Dakota with the National Park Service, U.S. Department of the Interior, through the State of South Dakota, Department of Game, Fish, and Parks, Division of Parks and Recreation, for an LWCF grant to aid in financing the Swimming Pool Renovation Project for the City of Arlington, South Dakota and its Environs. 2. That Amiel Redfish, Mayor is hereby authorized and directed to furnish such information as the above mentioned federal and/or state agencies may reasonably request in connection with the application which is hereby authorized to be filed. 3. That the City of Arlington shall provide a minimum of 50% of the total cost of the project; and will assume all responsibility in the operation and maintenance of the project upon completion of construction, for the reasonable life expectancy of the facility. This resolution is effective upon passage. Dated this 2 nd day of September, By: Mayor Attest: Finance Officer Motion was made by Rowbotham, seconded by Lundquist to appoint Les Rowen to a new 5-year term to the HRC Board. All in favor Carried. Motion was made by Johnson, seconded by Bunker to approve payment to Glacial Lakes Tourism for the 2015 ads when the mid-september bills are paid. If payment is made before October 1 st there is a 10% discount. All in favor Carried. Motion was made by Rowbotham, seconded by Lundquist to approve the Employee Overtime and Police Reports. All in favor Carried. Motion was made by Bunker, seconded by Lundquist to approve a vacation request from Steve Carlson for September 29 th & 30 th. All in favor Carried. The council reviewed the Revenue/Expense and Cash Reports however; the Utility Report was not yet available. Gene Lohan advised that Morris Elcock will be back in town mid-september to continue to run the leak detection equipment. The council discussed the budget for An increase of $8,975 was made to the budget to fund the additional $20,000 request from the ACDC. The decision to fund this increase was made by taking $7400 from the Law Enforcement budget which would decrease their coverage by 5 hours/week. The baseball budget was reduced by $3625 and an additional $8975 will be transferred from the electric fund (which makes up the $20,000). The Mayor advised the council that the City has absorbed the last 3 rate increases from the electric suppliers and an electrical rate increase may need to be looked at for 2015 depending on the status of the fund at that time. The annual Appropriation Ordinance #536 for 2015 received the second reading and on Motion by Bunker, seconded by Johnson same was adopted with all voting Aye Carried.
5 ANNUAL APPROPRIATION ORDINANCE NO. 536 An Ordinance appropriating funds for the necessary expenditures and liabilities of the City of Arlington, Kingsbury County, South Dakota, for the fiscal year of 2015; transferring funds from the earnings of the City owned utilities for the payment of a portion of such expenditures and liabilities, and levying a tax for the balance and declaring an emergency: BE IT ORDAINED BY THE CITY OF ARLINGTON, KINGSBURY COUNTY, SOUTH DAKOTA. Motion was made by Bunker, seconded by Rowbotham to authorize Mayor Amiel Redfish to sign a Memorandum of Understanding with the City of Volga for back up in our electric department. All in favor Carried.
