2 3. Report from City Planner on OCP amendments David welcomed the City Planner, Daphne Powell to the meeting. Highlights of her presentation included: An explanation of what an Official Community Plan is. Rationale for the proposed changes (the OCP vision remains unchanged). The schedule detailing the 93 proposed changes. Key changes are at a high level per the Local Government Act. Daphne clarified Affordable housing in the OCP is based on the CMHC s definition; Housing that costs less than 30% of household income is affordable. An excerpt of the OCP chapter showing key changes to the Heritage, Arts and Culture sectors was circulated. The City website has links to the OCP and updated information. Public consultation on the OCP will wrap up in June and the final OCP will be submitted to Council in early fall Joanna requested that tourism be included in the section title of Arts, Culture, Heritage, and that some statement of the economic impact of that sector could be brought into the OCP (based on the economic impact study done). Morty enquired about inclusion of literary arts. Daphne explained that the Cultural Policy had been captured in the OCP update and encouraged feedback and comments to be submitted online. Councillor Macdonald arrived. The proposed changes to the Council Commissions were discussed and the need for citizen participation was noted. Daphne left the meeting at 12:08 p.m. 4. Review of Action Items/Business Arising a. CDO contract renewal David advised that Joy s contract had been finalized and Joy would remain working for the CDC. The contract is currently with City staff for formalization. b. Review of mural project The mural project was discussed. It was agreed that the mural was a good learning experience; however there is need to monitor projects to ensure the outcomes remain consistent with what is initially proposed and agreed to. Amber Santos will be invited to the August 1 st CDC meeting. CDC Minutes June 6, 2012 Page 2

3 Discussion continued about how youth were engaged through the mural process. It was suggested that a youth representative be considered during the 2013 annual recruitment process since the 2012 membership is full. ACTION: Joy to invite Amber Santos to September meeting c. Letter to Mayor and Council regarding CIP funding The letter circulated among members will indicate the CDCs commitment to remaining engaged in the funding process. It will be signed by David on behalf of the CDC. Discussion continued about the amount of funding available in the City s budget; the need to review the annual allocation process and that policy be created so that funding is not considered with a piece-meal approach. ACTION: Send letter to City and bring forward to July meeting d. Public Art Reserve (PAR) David reported on behalf of the PAR Sub Committee meeting as follows: Approximately $16,000 has accumulated over the past 2 3 years. Need to keep a balance of $5,000 as a contingency for repairs to public art. Need to create a policy for spending PAR funds Possible ideas to use reserve funds were noted. A project could be created for either the CDO or a contractor to complete one / more of the following (and may be paid out of reserve funds): - Establish an inventory and map locations of public art including photos where possible - Identify any gaps that exist / identify art work that is still needed in Nelson and plan for ways to address the gaps - Possible addition of heritage plaques (if heritage artifacts are defined and included under public art) - Use the reserve funds as seed money and partner with other entities on public art projects - A donation policy for public art also needs to be developed. It was noted that Council authorizes the spending of the City s reserve funds and it was suggested that the July meeting be spent discussing this further as well as reviewing the CDO / CDC s Action Plan and priorities. 4 g. Civic Theatre Morty requested clarification on the RFP submissions process for the Civic Theatre and when the Nelson Civic Theatre Society s proposal will be considered by Council. 5. CDO report a. Railtown Project Moving ahead well. Sign designs and a further update will come to the next meeting. b. Banners Joy will meet with Stephanie on her return and will be discussing with the City Manager soon. c. Bridge railing update Railing should be installed by the end of June. d. Bench Patrick McIvor s bench has been completed. The dimensions for pouring and placement of the bench will be determined with the City. David will contact Thomas Loh and ensure he is involved at this important stage. e. Hydro boxes subcommittee report A meeting will be held on Stephanie s return. The deadline for the installation of wraps on the North side of Baker St. is July 4 th but recent bad weather has delayed completion of the wraps. f. DMO Joy is attending the DMO Strategic Planning Session and formal launch of the DMO website. Discussion took place about the possibility of having another Arts, Culture and Heritage representative attend the organization s meetings given the large area that is involved. 5 a. Appointments to Downtown Waterfront Master Plan (DTWF) working groups Donna reviewed the nominations and votes were cast. MOTION Referral to City Council That Stephanie Fischer and Joy Barrett be appointed CDC representatives to Working Group 1 (Railtown / Cottonwood); and That Larry Brown and Joy Barrett be appointed the CDC representatives to Working Group 2 (Baker and Hall Streets). Moved by David Dobie Larry left the meeting at 1:04 p.m. 7. Review Action Plan (time permitting) Bring forward to next meeting. 8. Next Meeting The next meeting will be held on July 4, 2012 at 11:30 am in City Hall.
