Welcome MINUTES John Morgante welcomed everyone and proceeded to chair the meeting in Tony Sergi s absence. 2. Online Mapping Application The first phase of an online mapping application program was released by the City on October 1 to assist residents in locating key services such as land use planning and zoning. Richard Paola from the City s Planning Division provided a brief Development Industry Liaison Group October 17, 2016 Minutes Page 1 of 4
3 overview of the full listing of focused sites launched with this phase which can be accessed via the map.hamilton.ca site. Feedback from the community was requested to enhance the site. New information is posted onto the site weekly and the mapping application would be integrated with the AMANDA system in the near future. 3. Committee of Adjustment Applications and Notices Subsequent to concerns expressed at the meeting of September 12, the City has requested specific examples whereas details of the preamble to the variance listing were modified without prior knowledge or consent of the applicant. In some instances, circumstances didn t permit City staff to re-circulate applications prior to the Committee of Adjustment meeting due to tight timelines. Action: City staff to receive a listing of examples from the development industry and see where adjustments can be made to the existing notification process for modified notices. 4. New Business Form 1 - See Other Business below. 5. Minutes from September 12, 2016 Meeting Minutes adopted as presented. 6. Open for Business Initiatives Update Bill Janssen provided an update with respect to the Open for Business accomplishments. A summary was circulated identifying process improvements, clearer guidelines and expectations, enhancements to existing technology, developing staff and providing better customer service. 7. Urban Hamilton Official Plan (UHOP) Review Shall vs May - Timing and Next Steps City staff to revisit the Official Plan policy language in six months due to other work priorities. Suggested changes would be brought back for discussion before proceeding with any amendments. 8. Parkland Dedication By-law Process, Call for Working Group and Members As directed by City Council, the Parkland Dedication By-law review is underway and it encompasses two phases. City staff requested the development industry to select a small group of members to review and provide input into the draft recommendations. Phase 1 would address the rates for cash-in-lieu parkland dedication and any required changes to the Official Plan policies, while Phase 2 would review rates based on development density, valuation methods and procedures related to the by-law. Phase 1 entails meeting with the working group beginning the second week of November, and in two week intervals if required. The recommendations would then be brought forward to the January DILG meeting. The temporary rate freeze Development Industry Liaison Group October 17, 2016 Minutes Page 2 of 4
4 for Phase 1 is in effect until March A Planning Committee report is anticipated to proceed in February Phase 2 is underway and a similar working group could review the data towards the end of Q Once the information is compiled, work would be completed quickly to ensure the May 2017 deadline is met before expiration of the temporary freeze. Action: Development industry to provide City staff with two to three members who express an interest to participate in the working group. 9. Other Business Form 1 Process for Extension of Watermains City staff were present to provide an update to the initiatives related to Form 1 including the completion of the Engineering Development Guidelines, role of the screener, and use of the hotline. Concern was identified regarding the present number of submissions required for approval. Future enhancements being looked at include engaging consultant for peer view and hiring new staff. It was suggested that prior to the first engineering submission, a kick-off meeting be held for larger, more complex development applications to address any concerns from the onset rather than delaying the process with multiple submissions. It was also suggested that a small group be set up to update the guidelines, review process and lessons learned. Action: The development industry will provide the City with a list of examples for discussion and two to three members wishing to partake in a working group to review previously delayed applications, and provide clarification to reduce the number of re-submissions. 10.
