Welcome MINUTES Tony Sergi welcomed everyone and proceeded to chair the meeting. 2. Draft Plan of Subdivision Approval Process Lead Time Reduction Lean Project Process Improvement Roll Out As part of the Neville Report presented to City Council in 2014, Bill Janssen introduced Anil Gupta to make a presentation and roll-out the process improvement respecting the Draft Plan of Subdivision Approval Process Lead Time Reduction (Lean Project). 3 The goals, approach and methodologies used to improve the current process were explained to ensure common understanding of how the new process would work. The go live implementation plan target date is February 1, New Business None 4. Minutes from November 21, 2016 Meeting Minutes adopted as presented. 5. Changes Requested to Draft Plan of Subdivision Conditions, Zoning By-law Amendments, or Official Plan Amendments Received within Five Days of Planning Committee Meetings A Planning Committee Motion will be brought forward by Councillor Judi Partridge at tomorrow s Planning Committee meeting to finalize draft plan of subdivision conditions, Zoning By-law Amendments or Official Plan Amendments, excluding administrative errors made by City staff, within five days of Planning Committee meeting be moved to the next Planning Committee where The Planning Act requirements of giving public notice has been met, to give Planning staff and other applicable City Departments and stakeholders time to review the request. (Motion was subsequently approved by Planning Committee on January 17, 2017 and ratified by City Council January 25, 2017.) 6. Verbal Updates: (b) (c) Staging of Development Update Guy Paparella will prepare a draft Committee report updating members of Council on the staging of development process. Action: City staff to provide a draft version of the Committee report including maps for additional discussion at the February 13, 2017 DILG meeting. Comprehensive Development Guidelines and Financial Policies Manual Update Several meetings have been scheduled to provide updates to the guidelines and manual. Once the meetings with the HHHBA representatives and other stakeholders have concluded, an updated document will be made available for uploading onto the City s website. Parkland Dedication By-law Proposed Phases 1 and 2, Review Recommendations An update has been postponed until the February 13, 2017 DILG meeting. 7. Other Business Downtown Hamilton Secondary Plan Review Consultation The City s Community Planning staff have prepared a draft of policies and land use plan for Downtown Hamilton. City staff will be holding a Stakeholder Workshop on February 9, 2017 from 9 a.m. to 12 p.m. at the Homewood Suites (40 Bay Street South, Hamilton) to review and discuss the proposed amendments with representatives from various stakeholder groups. Action: City staff is requesting up to three members of the DILG to participate in the Stakeholder Development Industry Liaison Group January 16, 2017 Minutes Page 2 of 4

4 (b) Workshop. Please contact Shannon McKie at by January 27, 2017 if you wish to participate. Greenbelt Plan Update Steve Robichaud provided an update indicating the Province didn t make any changes to the boundaries for Hamilton. A Planning Committee report will be proceeding to the January 31, 2017 meeting for Council s information. 9. Future Agenda Items (February 2017 Meeting) Form 1 Working Group Arden Semper requested a progress update from the Form 1 Working Group meeting held November 22, Staging of Development Update Parkland Dedication By-law Proposed Phases 1 and 2 Review Recommendations 10. Downtown Infrastructure Study October 19, 2015 City staff to make a presentation once the report was prepared. Shall vs May Language in the Official Plans Parkland Dedication By-law Proposed Phases 1 and 2 Review Recommendations October 17, 2016 October 17, 2016 City staff to re-visit Official Plan policy in six months. Recommendations to be reviewed during the February 13, 2017 DILG meeting. Staging of Development Update October 17, 2016 Update to be provided by City at the February 13, 2017 DILG meeting.
