4 Minutes Area A OCP Planning Advisory Committee September 8, ITEMS OF BUSINESS 4.1 Community Engagement Report - Area A OCP Planning Issues L. Roddan gave an overview of the report, noting that the data was compiled from 138 completed personal surveys and 29 stakeholder surveys, a few still outstanding. According to population data from Statistics Canada, there has been an approximately 20% response rate from the area s residents and property owners J. McCaul noted that the issues are clearly identified and realistic. R. Curtis asked how much influence the Committee had on getting things done. Director Brabazon explained that the Committee can put language in the OCP that strongly recommends that things be done. J. McCaul indicated that regarding drinking water issues, there are provisions under the Drinking Water Act. Conversation ensued regarding the amount of water available in the Lund area and how to make suggestions on subdivisions. L. Roddan noted that Vancouver Coastal Health has subdivision guidelines that recommend a minimum of 1 hectare minimum parcel size and density for unserviced lots. It may be wise to embrace those guidelines until more information on water comes in. L. Roddan explained to the Committee that the step now was to blend the Community Engagement Report with the Technical Background Report, and make policies and recommendations based on the issues raised. It was noted that there are many contradictory statements within the report and there was concern that the report is overly inclusive and that policies will contradict each other. L. Roddan indicated that land use designations and policies in the current Lund OCP say double density is possible in Lund. This is no longer the case. Concerns with water supply, climate change and decreased rainfall in summer are prevalent. There can be growth. Populations projections are not showing growth, so that is not something that needs to be managed at this time. Director Brabazon conveyed that water concern is pervasive and he has heard it for the last 12 years. He would hope that the OCP will make reference to water concerns. The issue of the need to supply smaller lots was discussed. It was decided that they would not ultimately be more affordable because putting in services, which is what would be required for a smaller lot, is very expensive. Under the Health Regulations, lots under 5 acres are permitted if you can prove perk or provide potable water. L. Roddan noted that the affordability theme was coming out of the community meetings - the lack of affordable housing and rental housing. This is difficult because of the transportation issues. It is possible that having smaller/affordable housing in the Lund area where walkability and transit plays in would be more feasible. Strata developments are another option. She also noted that in the Transit Review, BC Transit was exploring with the School District the Minutes of September 8, 2014 Page 4 of 31
5 Minutes Area A OCP Planning Advisory Committee September 8, 2014 possibility of bussing high school students on rural paratransit which could improve Lund service. Discussion then ensued about "feel good statements". People value peace and quiet, space, and the beautiful scenery. L. Roddan noted that as language is drafted, there will be a lot of policy and regulatory options in the OCP to speak to these issues, if the community wanted to move in that direction. Options will be drafted by staff and ready for next month's meeting. Then there will be more community input to help refine the options to what residents support. Discussion then moved on to economic issues. It was noted that it seems that people want quiet and no growth, but how can someone start a new business if they are not welcome? It was noted that restrictions already exist by land use, water issues, and infrastructure, that would be prohibitive to big businesses. L. Roddan indicated that she was not hearing a fear of business, but that people want and need jobs. From the community and business feedback she found that there was a need to be encouraging and attracting tourism and shellfish business as they seem to have good support. Internet and cell phone coverage was discussed as being a hindrance to small business, as well as to tourism. It was noted that satellite coverage was scheduled to be available in approximately 14 months. Director Brabazon indicated that he would like to see a strong statement in the OCP stating the need for improved high speed internet and cell phone coverage. L. Roddan explained that she had a few more stakeholder interviews to do, and some mapping was being worked on as well. J. Gow showed the first draft of one map which charted the frequencies (over 10) of terms used in the responses from community feedback. More information will be added for the next meeting, including areas for protection. L. Roddan then moved on to speak about parks and trails. Atrevida and Hernando trails are fully within the Tla'amin treaty settlement lands, and the Regional District doesn t yet have Land Use Designation information from them. Out of respect these trails should probably not be shown on the Area A maps except for the Sunshine Coast Trail as there is already an Agreement in place in regards to trail usage. F. Ladret said that it may be an idea to show them as being valued and that the Regional District is open to negotiations in regards to their usage. 4.2 Vision Statement - Group Discussion L. Roddan reviewed what a vision statement is. She proposed four options for discussion, based on input from the Committee. After some discussion, the second option, with a small change, was agreed upon and will be included in the draft OCP. L. Roddan reminded the Committee that the vision statement should reflect what's important to the community and balance viewpoints environmental, economic and community. The current vision statement is not written in stone, and it is possible to have public input as we move through the process. 4.3 Planning Process - Next Steps L. Roddan indicated that timelines have extended into February The Committee is now moving into Phase 3. The draft OCP and Land Use Designations map will be available at the next meeting for discussion. Before going back for the next community meeting, a bit more preparation will be done. A brochure will be generated that highlights some of the key policy Minutes of September 8, 2014 Page 5 of 31

The community meeting will consist of an open house followed by a short presentation, then the floor will be opened for a question and answer session. It was noted that J. Scheifele will be unable to attend the committee meetings in November through February, P. Schachter will be unavailable October and November, and R. Curtis in October. 5. NEXT MEETING The next meeting will be October 6th at 7pm in the Lund Community Centre. 6. QUESTION PERIOD Questions were entertained from the floor regarding bus service and parking. 7.
