1 BOS Minutes The Special Board of Selectmen Meeting minutes for December 8, Present: Curtis Rand, First Selectman; Jim Dresser, Selectman; Katherine Kiefer, Selectman; Emily Egan, Secretary; members of the press and public. The meeting was called to order at 4:00pm. K. Kiefer made a motion to approve the agenda. J. Dresser seconded the motion and the agenda was approved unanimously. J. Dresser made a motion to approve the minutes of the November 3, 2014 Board of Selectmen s regular meeting. K. Kiefer seconded the motion and the minutes were approved unanimously. Citizen Comments - there were none First Selectman Report: C. Rand mentioned that both Salisbury and Sharon have completed the STEAP application for $500,000 for the Salisbury-Sharon Transfer Station. C. Rand also thanked all involved with the trees and tree lighting in Town. Old Business a. The Selectmen mentioned that the Town would plan an informational meeting in the winter about the Housatonic River Wild & Scenic designation proposal. No date was set at this time. New Business a. The Selectmen received a proposal from the Women s Institute for Housing and Economic Development that the Town grant a right of way along the Rail Trail (sometimes call the Railroad Ramble ) for access to Lot 56 identified on Property Map 56 of the Town of Salisbury (located north of East Railroad Street and east of the Rail Trail), owned by Jim Dresser. J. Dresser recused himself from the discussion because he is proposing a donation of the property to the Women s Institute, pending approvals from various town committees and a town meeting. The Selectmen were asked to consider whether to hold a future information session for the public about the proposal. Ellen Flanagan, Senior Development Director, of the Women s Institute and Brock Williams, Project Manager, spoke about Women s Institute. Tom Arcari, architect for Women s Institute, presented the basics of the project and the need for

2 access across the Town-owned Rail Trail. Charlie Vail, Attorney, finished the presentation by asking the Selectmen to set a date for an informational session to discuss the proposal. K. Kiefer made a motion that the Selectmen host an informational session to hear and discuss the Women s Institute for Housing and Economic Development proposal for workforce rental housing on Thursday, December 18, 2014 at 7:30pm at the Salisbury Town Hall. C. Rand seconded the motion and it was approved. J. Dresser abstained. b. C. Rand read a letter dated Nov. 2, 2014 from Chris Pope of Pope Family Properties. (See Attachment - 1) The letter proposes the sale of two properties along Salmon Kill Road (56 acres) and adjacent to the ski jump (6 acres) owned Pope Family Properties to the Town, for $1,600,000. c. C. Rand read a letter from Brian Ciardi proposing the purchase of the Lakeville Train Station building. (See Attachment - 2) d. The Selectmen gave a brief review of the December 4, 2014 CT Siting Council meeting for a recent proposal of a cell tower at 250 Canaan Road, Salisbury. The Council will finish their review in the next few months. e. K. Kiefer made a motion to approve the 2015 appointments list. J. Dresser seconded the motion and it was approved unanimously. (See Attachment - 3) f. K. Kiefer made a motion to approve the meeting dates of the 2015 Board of Selectmen meetings. These meetings will continue to be the first Monday of the month at 4pm, excluding Labor Day, which will be September 14th. J. Dresser seconded the motion and it was approved unanimously. g. The Tax Collector, Jean Bell, recommended the following accounts for a tax refund due to overpayment: JP Morgan Chase Bank - $ and Toyota Motor Credit - $ The Selectmen moved, seconded and approved the tax refunds. Selectmen Reports a. K. Kiefer asked C. Rand to sign on behalf of the Town to submit an application for the Nutmeg Network upgrade of high-speed internet in the amount of $6,000, to upgrade the connectivity in the Town Hall. She will analyze how CEN will either change or improve the Town Hall in Salisbury's connectivity, with an eventual goal of providing better and faster service to the library as well. b. K. Kiefer reminded citizens that the Salisbury Pathways Committee holds its meetings on the 3rd Monday of the month at 5:30pm at Salisbury Town Hall. She encouraged citizens to come to the meetings. Citizen Comments One resident asked if the new Internet connection would connect the Town Hall to library, and another mentioned that the date for the informational meeting on the Women s Institute proposal might be too soon. The meeting was adjourned at 4:54pm
