1 SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:30 a.m. on March 24, 2015, by Chairperson, Janet J. Henning. Present were Marvin A. Kohout, Willis D. Luedke, Henning, Stephanie A. Krivohlavek and Tim McDermott, Commissioners, and Linda Kastanek, County Clerk. County Attorney Tad Eickman was present between court commitments. Notice of said meeting was posted in the County Clerk s Office, on the Saline County Website, and published in all three county newspapers prior to the meeting, in compliance with State Statutes. Let the record show that all proceedings are electronically recorded. Henning advised those present of the open meetings law posted at the back of the room. Kohout moved to approve the agenda as presented, seconded by McDermott. Voting aye were McDermott, Henning, Kohout, Krivohlavek, and Luedke, nays none, motion carried. McDermott moved to approve the minutes of the March 10, 2015 meeting, seconded by Krivohlavek. Voting aye were Luedke, Krivohlavek, Henning, McDermott and Kohout, nays none, motion carried. Zach Pilfold with CASA updated the Board on recent activities. He noted that the numbers have not changed since last month. There will be a new training class starting March 31. He stated that April is Child Abuse Awareness month and that they will have several activities relating to child abuse during the month. Luedke moved to approve the Sheriff s Report of Fees for February, showing Writ Fees, $ ; Mileage, $1,518.00; Inspections, $410.00; Gun Permits, $35.00 and Misc. Fees, $1.00, totaling $3, Motion was seconded by Krivohlavek. Voting aye were Krivohlavek, McDermott, Kohout, Luedke and Henning, nays none, motion carried. Henning reported that she missed several meetings due to illness. Luedke reported attending the Legislative hearing on LB 463, pertaining to eminent domain, which would prevent Trans Canada from building the pipeline. He also attended a Blue Valley Community Action meeting in York, where they have decided to demolish the fire-damaged building and construct a new building on the same site. He attended an RC&D meeting and noted that there will again be a household hazardous waste pick-up in late summer or early fall. He also attended the Crete FFA Banquet. Kohout attended the Noxious Weed Seminar in Hallam, noting that there will be more weeds designated as noxious. He received a phone call from Lumir Tachovsky informing Kohout that he has gotten his commercial pesticide applicator s license and would be available to help the Weed Superintendent. The Planning and Zoning meeting was cancelled due to no business on the agenda; they are planning some type of retirement party for Ron Lorenz, who retired from the Planning and Zoning Board after serving on the Board since it started; April 8 th is the NIRMA active shooter training, and April 10 th is the Employee Recognition Supper. Krivohlavek attended the first class of the Institute of Excellence; and Aging Services meeting where they have decided that the Executive Board would meet monthly and the whole board would meet quarterly. She spoke to Scott Bartels with SCAT, and April 6-10 is customer appreciation week, and he will be offering free rides with the donation of food for the area food pantries. He will have the bus parked in the parking lot of several grocery stores and you can donate items for the pantries then. McDermott attended a Regional Drug and Alcohol Coalition meeting; the bid opening for contractors for the court house addition; an executive committee SENDD meeting and then a full SENDD board meeting; and coming up, the tornado drill on Wednesday, the Operation Take Cover tabletop exercise on Thursday evening; a Wellness Committee meeting on Friday; the Severe Weather Seminar at Saline Center on Saturday; and a NEMA meeting. Erin Dobesh with Berggren Architects was present to recommend Cheever Construction, with the low bid, as contractor for the court house addition. They are trying to work with Cheever Construction to get the bids down. Luedke moved to authorize the Board Chair s signature on the Letter of Intent with Cheever Construction Company. Motion was seconded by McDermott. Voting aye were McDermott, Henning, Kohout, Luedke and Krivohlavek, nays none, motion carried.

2 Luedke moved to accept the proposal from Electronic Contracting Co. for security equipment in the Court House. After discussion, and advice from County Attorney Eickman, Luedke withdrew his motion. Ms. Dobesh suggested to the building committee that they discuss what could be eliminated in the addition and what is absolutely essential to lower the cost. At 10:36 a.m., Henning announced that the Board would take a short recess. At 10:50 a.m., Henning announced that the Board would reconvene. Krivohlavek moved to approve Resolution # , transferring $6, from the Capital Outlay Project Fund to the General Fund to reimburse expenses already paid. Motion was seconded by Kohout. Voting aye were Henning, Luedke, Kohout, Krivohlavek and McDermott, nays none, motion carried. Luedke moved to approve Resolution # , transferring $300, from the Inheritance Tax Fund to the Capital Outlay Project Fund. Motion was seconded by Krivohlavek. Voting aye were McDermott, Henning, Krivohlavek, Kohout and Luedke, nays none, motion carried. Kohout moved to approve Resolution # , transferring $250, from Inheritance Tax Fund to the General Fund as proposed in the budget. Motion was seconded by Luedke. Voting aye were Luedke, Krivohlavek, Henning, McDermott and Kohout, nays none, motion carried. Kohout moved to approve the purchase of the corner house across the street north of the Court House for $130, plus closing costs. Motion was seconded by Krivohlavek. Voting aye were McDermott, Kohout, Luedke, Krivohlavek and Henning, nays none, motion carried. Luedke moved to approve the County Clerk s signature on the closing statements for the property purchase north of the Court House. Motion was seconded by Kohout. Voting aye were Krivohlavek, Kohout, Luedke, McDermott and Henning, nays none, motion carried. Assistant Highway Superintendent Bill Slezak presented a Request to Occupy ROW for Joel Weber to bore under a county road for an electric line for a pivot, located in the W ½ of the NW ¼ of Section Motion was seconded by Kohout. Voting aye were McDermott, Luedke, Henning, Kohout and Krivohlavek, nays none, motion carried. At 11:30 a.m., Luedke moved to enter into Executive Session, seconded by McDermott. Voting aye were Kohout, Krivohlavek, McDermott, Luedke and Henning, nays none, motion carried. Henning announced that purpose of closed session is to discuss negotiations and BA# At 11:48 a.m., Kohout moved to exit closed session, seconded by Krivohlavek. Voting aye were Henning, Kohout, Krivohlavek, Luedke and McDermott, nays none, motion carried. Henning announced that during closed session, the Board discussed negotiations and BA # Krivohlavek moved to approve the claims as presented, including the payment for the property in the amount of $132, and BA# for $ Motion was seconded by Kohout.
