1 SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:30 a.m. on January 29, 2013, by Vice Chairperson, Janet J. Henning. Present were Henning, Marvin A. Kohout, Richard D. Jiskra, and Tim McDermott, Commissioners, and Linda Kastanek, County Clerk. Commissioner Willis D. Luedke was absent. County Attorney Tad Eickman was present between court commitments. Notice of said meeting was posted in the County Clerk s Office, on the Saline County Website, and published in all three county newspapers prior to the meeting, in compliance with State Statutes. Let the record show that all proceedings are electronically recorded. Henning advised those present of the open meetings law posted at the back of the room. Jiskra moved to approve the agenda as presented, seconded by Kohout. Voting aye were McDermott, Henning, Kohout and Jiskra, nays none, motion carried. Kohout moved to approve the minutes of the January 15, 2013 meeting as presented, seconded by Jiskra. Voting aye were Jiskra, Henning, McDermott and Kohout, nays none, motion carried. Kastanek reported receiving the Eldercare October meeting minutes and the agenda for the January meeting; a letter from the Nemaha County Sheriff on 9-11 operations costs and service; and a check for $10.00 from Level 3 Communications and $19.00 from Vonage for 9-11 surcharges; and a check for $54.04 from First Choice Vending for the last quarter. McDermott reported attending a Public Health Solutions meeting, a SCAT meeting, the SENDD meeting where he was appointed to the Executive Committee; the NIMS class; a wind tower meeting; the wellness meeting, a Region V meeting and the Eldercare meeting. Jiskra reported attending the SCAT meeting; the Veterans Service meeting; the County Legion meeting in Swanton, where they voted on the brick for the murals on the Veterans Memorial, and noted that the kiosk should be up and running by Memorial Day; and the Eldercare meeting. Kohout attended a mutual aid meeting, noting that the Crete Fire Chief has offered all of their facilities for training; a court house security meeting; the NRD Public Hearing for Site 9; the wellness committee meeting, an Employee Recognition meeting and the wind tower meeting. Henning attended the Public Health Solutions meeting, a Behavioral Health meeting, and a Region V Systems and Services meeting. Jiskra moved to approve the list of Planning and Zoning Board members and the Board of Adjustment members, as presented, seconded by McDermott. Voting aye were Kohout, Henning, McDermott and Jiskra, nays none, motion carried. Members are Wayne Miller of Western, Terry O Neel of Friend, Ron Sack of Crete, Michael Stehlik of Crete, Harold Stokebrand of DeWitt, Ron Lorenz of Crete, Doug Wenz of Crete, Doug Horak of Western and John Barta of Western. Tom Weber has resigned and Doug Horak has been appointed to fill the position. The Board of Adjustment includes Jim Heeren of Dorchester, John Barta of Western, Gary Tuttle of Friend, Beth Mares of DeWitt, Rod Skleba or Wilber and Mark Strouf of Wilber. Emergency Management Coordinator BJ Fictum introduced Jack Hart of Tusa Consulting, the communications consultant hired by the county to evaluate the current county communications system and develop a plan to enhance it. Hart, whose first day in-county was Monday, told the Board he had already visited Crete and evaluated its system and would be working along the southern half of the county on Tuesday afternoon. He is interviewing emergency responders in each town and will verify current infrastructure before making several recommendations for the county at the end of the project. Fictum reported on a successful NIMS class on January 23, the start of the five-year re-write of the Local Emergency Operations Plan (LEOP), the Severe Weather Seminar March 10 and the installation of the link to the State Radio System into the County Communications Center January 23. Saline is the first county in the Southeast Region to have the link installed and operational. At 10:30 a.m., Henning announced that the Board would take a short break. At 10:40 a.m., Henning announced that the Board would reconvene.

2 Alex Shada and John Mabry with the Food Bank of Lincoln were present to discuss the food bank. They serve sixteen counties in southeast Nebraska. In Saline County alone, there are 1500 people who are food insecure, and 720 of these people are children. They distribute food every other month in Crete and Wilber, and they also help with the backpack program, which serves 175 kids in Saline County. Highway Superintendent Bruce Filipi reported on the road situations in the county, noting that not a lot can be done when the conditions are like this. At 11:08 a.m., Kohout moved to enter into Executive Session, seconded by McDermott. Voting aye were Jiskra, McDermott, Kohout and Henning, nays none, motion carried. Henning stated that purpose of closed session is to discuss GA #13-01 and BA # At 11:19 a.m., Jiskra moved to exit Executive Session, seconded by Kohout. Voting aye were McDermott, Henning, Kohout and Jiskra, nays none, motion carried. Jiskra moved to approve GA #13-01, for deposit and utilities in the amount of $418.23, seconded by McDermott. Voting aye were Kohout, Henning, Jiskra and McDermott, nays none, motion carried. Kohout moved to approve BA #12-07 in the amount of $600, seconded by Jiskra. Voting aye were McDermott, Henning, Kohout and Jiskra, nays none, motion carried. Kohout moved to approve the claims as presented, with the inclusion of GA #13-01 for $ and BA #12-07 in the amount of $600. Motion was seconded by Jiskra. Voting aye were Jiskra, Henning, McDermott and Kohout, nays none, motion carried.
