1 SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:30 a.m. on July 31, 2012, by Chairperson, Willis D. Luedke. Present were Janet J. Henning, Marvin A. Kohout, Luedke, Richard D. Jiskra, and William F. Wenz, Commissioners, Commissioner-elect Tim McDermott and Linda Kastanek, County Clerk. County Attorney Tad Eickman was present between court commitments. Notice of said meeting was posted in the County Clerk s Office, on the Saline County Website, and published in all three county newspapers prior to the meeting, in compliance with State Statutes. Let the record show that all proceedings are electronically recorded. Luedke advised those present of the open meetings law posted at the back of the room. Henning moved to approve the agenda as presented, seconded by Kohout. Voting aye were Wenz, Henning, Kohout, Jiskra and Luedke, nays none, motion carried. Wenz moved to approve the minutes of the July 17, 2012 meeting, seconded by Jiskra. Voting aye were Luedke, Jiskra, Henning, Wenz and Kohout, nays none, motion carried. Henning reported attending a Public Health Solutions meeting and the Livestock Friendly Designation ceremony at the County Fair. Luedke reported attending the Livestock Friendly Designation ceremony, and a Jail Standards meeting. Kohout attended the Livestock Friendly Designation ceremony, the Historical Society meeting and a Mutual Aid meeting. Jiskra attended the Livestock Friendly Designation ceremony and a SCAT meeting where they discussed the budget. Wenz reported receiving a call from a local citizen about setting up an alternative learning activity for juveniles, similar to what is being done in Scotts Bluff County. Kastanek reported receiving 9-11 surcharge checks from Vonage for $19.00, Level 3 Communications in the amount of $7.00 and ACN Communication Services for $3.00; and a check from First Choice Vending for $53.75 for the past quarter. Jiskra reported that the SCAT bus service in Crete is now running from 8 a.m. to 5 p.m. He presented their budget request for the The Southeast NE Drug Court corrected the date on the contract. Weed Superintendent Lyle Weber updated the Board on recent activity. Weber then updated the Board on Planning and Zoning issues. He noted that Verizon is planning on putting up a tower in the area. He also reported that two livestock expansion requests have been approved by the DEQ. Custodian Dan Johnson was present to discuss the sidewalks around the Court House. At 10:14 a.m., Luedke announced that the Board would take a short break. At 10:30 a.m., Luedke announced that the Board would reconvene. Henning moved to approve Resolution #12-37, approving four pledged securities with First State Bank Nebraska, Cusip #514025JS5 for $150,000.00; Cusip #504025JR7 for $150,000.00; Cusip #514025JQ9 for $150, and Cusip #514025JV8 for $55, Motion was seconded by Jiskra. Voting aye were Kohout, Henning, Wenz, Luedke and Jiskra, nays none, motion carried. Wenz moved to approve Resolution #12-38, approving the Release of Pledged Security with First State Bank Nebraska, Cusip #3133XWLU1 in the amount of $500, Motion was seconded by Kohout. Voting aye were Luedke, Jiskra, Henning, Wenz and Kohout, nays none, motion carried. Brian Blobaum, CPA, was present to discuss the preliminary budget. Highway Superintendent Bruce Filipi presented Resolution #12-39, for a Construction Engineering Services Agreement for Project BRO-7076(16), authorizing Chairman Luedke to sign the agreement between Saline County and Speece Lewis Engineers. Henning moved to approve the Resolution, seconded by Jiskra. Voting aye were Kohout, Jiskra, Wenz, Luedke and Henning, nays none, motion carried.

2 Filipi presented two Requests from Windstream to Occupy ROW located between Sections 11 & and between Sections 32 & Henning moved to approve both requests, seconded by Kohout. Voting aye were Jiskra, Luedke, Kohout, Henning and Wenz, nays none, motion carried. Filipi discussed the Friend/Saline County joint project and stated that Constructors had the low bid. Jiskra moved to approve declaring the addition of an emergency item to the agenda. Motion was seconded by Kohout. Voting aye were Wenz, Luedke, Henning, Kohout and Jiskra, nays none, motion carried. The emergency item was approval of Resolution #12-40, accepting the Friend joint project STPE- 2982(1), and authorizing the Chairman of the Board to sign the contract for the project on behalf of the county. Wenz moved to approve the Resolution, seconded by Jiskra. Voting aye were Henning, Kohout, Luedke, Jiskra and Wenz, nays none, motion carried. Filipi updated the Board on recent projects, stating that they installed culverts on the project north of DeWitt and have moved to North Fork precinct to replace a small damaged bridge with culverts. Emergency Management Coordinator BJ Fictum informed the board about two recent acquisitions by his agency at no cost to the County. Saline County received an Allmand portable light trailer and generator through Southeast Nebraska Emergency Management Region FY2009 Homeland Security grant funding, and also received a Haulmark 5x8 cargo trailer from the Southeast Medical Reserve System (Lincoln/Lancaster County Health Department). After discussion, the board approved the chairman s signature to accept the FY2012 EMPG Grant Adjustment Notice (GAN) in the amount of $32,865. Henning moved to approve the GAN, seconded by Kohout. Voting aye were Wenz, Henning, Kohout, Jiskra and Luedke, nays, none; motion carried. Henning moved to approve Resolution #12-41, creating the Register of Deeds Preservation and Modernization Fund. This will be used for modernizing and preserving the Register of Deeds records, and has been passed by the Legislature, to be effective January 1, Henning moved to approve the Resolution, seconded by Kohout. Voting aye were Luedke, Jiskra, Henning, Wenz and Kohout, nays none, motion carried. Burial assistance costs discussion was tabled until December. At 12:22 p.m., Wenz moved to enter into Executive Session to discuss GA # Motion was seconded by Jiskra. Voting aye were Kohout, Jiskra, Wenz, Luedke and Henning, nays none, motion carried. At 12:44 p.m., Wenz moved to exit Executive Session, seconded by Jiskra. Voting aye were Jiskra, Luedke, Kohout, Henning and Wenz, motion carried. Henning moved to approve the payment of $16.21 for a prescription bill and $ for rent for GA# Motion was seconded by Kohout. Voting aye were Wenz, Henning, Kohout, Jiskra and Luedke, nays none, motion carried. Henning moved to approve the claims as presented, with the addition of $16.21 and $ for GA# Motion was seconded by Kohout.
