3 1. Welcome. Josh Lazarus, Committee Chair welcomed the group 2. Introductions-New Members. Glenn Dean, new committee member introduced himself. 3. Results of Informational Ballot and Discussion about Next Steps. Josh reviewed the ballot results with the group. Since the results were split with about half the returned ballots for merging the two documents and half against merging the two documents, Josh recommended that we maintain the two documents and not merge them into a single document at this time. Ultimately a 2/3 majority vote would be needed to approve the final document, therefore unless the committee was clearly in favor of merging the two, it did not appear to make sense to proceed with the merge. Josh asked for discussion/debate on the issue and hearing none, concluded that the Committee would maintain the two documents during this next revision cycle. 4. Review of Airshow Special Effects Document and Formation of Task Group. The committee discussed the document that was sent previously on airshow special effects. There was some discussion about whether or not the effects used in airshows were proximate audience effects or whether these effects would be more appropriately handled by the pyrotechnics committee in the NFPA 1123 standard. There was a general consensus that these special effects were proximate audience effects therefore it made sense to review the issue further and a task group was formed. The task group will look at whether or not airshow special effects should be incorporated into NFPA 1126 or whether a separate document should be developed specific to airshow special effects. Nancy indicated that while the committee could change the scope of 1126 without Standards Council approval, that the committee would have to ask the Standards Council for permission to proceed further if a new document were to be developed. The Task Group on Airshow Special Effects will be chaired by Brian Panther. Task Group members include Reuben Goldberg, Monona Rossol, Craig Meyers, Glenn Dean, and at least one member of the airshow group (TBD). Additional task group members will be added on request. 5. Discussion about Flame Effects not covered by NFPA 1123 or NFPA There was a discussion about the need to incorporate hybrid special effects (cremora, gasoline, methanol, etc.) into NFPA It was decided that a task group would be formed to review requirements and make recommendations for the next revision cycle. The Task Group on Hybrid Effects will include Tylor Wymer, Bob Bauer, Monona Rossol, Gregg Meeh, Daryl Marmon, June Fields, Ed Kaminski, Craig Meyers. Josh will assign or ask for a volunteer to chair the task group. The TG will coordinate with the Pyrotechnics committee via Rachel Robbins, Pyro committee chair. It was noted that there are a number of task group members who sit on both the PYR committee and on Special Effects committee already so additional pyrotechnics committee members may not be required.
4 6. Other Committee Business-Approval of Minutes. A motion to approve the minutes of the last pre-cycle meeting from November was made and seconded. Minutes were approved by the group. 7. Dates/Location of Next Meeting. A conference call will be held on March 15, 2013 at 1 PM EDT. In addition, a doodle poll about dates and meeting locations will be sent out to the committee regarding a possible in person meeting to be held next Fall.
