Today I would like to present to the House of Representatives the champions of the Philadelphia high school public basketball league, and they are here today as my guests from the Strawberry Mansion High School, and these are the city champions. As we all had the PJAA champions here, I want you to meet the champions of Philadelphia from Strawberry Mansion High School, and also with them are their cheerleaders. Traditionally, the gentleman, Mr. DeWeese, has had the pleasure of introducing the Coal Queen. It appears that Mr. Roberts candidate beat him out this year. WILLIAM DeWEESE PRESIDING The SPEAKER pro tempore. Thank you, Mr. Speaker, for your prevailing magnanimity and your adherence to tradition. Without further ado, I am going to introduce my colleague from Fayette County, Representative Larry Roberts, for the distinct honor of introducing the year 1999 Pennsylvania Bituminous Coal Queen. Mr. Roberts. Mr. ROBERTS. Thank you, Mr. Speaker. In the southwestern part of the State, coal has been king for many, many years, and today, even though we have many fewer numbers of men and women working in the coal fields, we still continue to produce record numbers of tons of coal. Because coal is so important to our area, we in fact have a tradition of selecting a queen to represent the King Coal Association, and young women from all over the area compete for this distinguished honor. In the past, for many years, the queen has come from actually Representative DeWeese s district. Sorry about that, Mr. DeWeese. For the past several years, if you can recall, the Coal Queen has come from the 51st Legislative District, and I am very, very proud again this year to be able to introduce the Coal Queen to you. Our Coal Queen this year is Vanessa Riedmann. She is currently a senior at the Albert Gallatin High School in Uniontown - actually, that is not Uniontown; it is Albert Gallatin - and she is an honor-roll student in the academic program. She is the daughter of Chuck and

3 2000 LEGISLATIVE JOURNAL-HOUSE 983 Pam Riedmann of Smithfield, and her father in fact is a Casorto Herman Pesci Tigue Cawley Hershey Petrarca Travaglio coal miner working at Enlow Fork. Chadwick Hess Petrone Trello Some of Vanessa s school activities include being an active Civera Horsey Phillips Inch member in the Art Club, the Interact Club, the Drama Club, and Clark Hutchinson Pippy True Clymer Jadlowiec Pistella Tulli the nationally ranked varsity and competition cheerleading Cohen, L. I. James Platts Vance squads. She had also previously participated in the junior and Cohen, M. Josephs Preston Van Home senior high marching bands. Colafella Kaiser Ramos Veon Vanessa has been involved Cornell Keller Raymond Vitali in dance since the age of 3 under Conigan Kenney Readshaw walko the direction of the Houck s Dance Studio in Uniontown, and Costa Kirkland Reinard Washington she has studied many forms of dance, including jazz, ballet, Coy K.rebs Rieger Waters acrobatics, lyrical, tap, and she has been in gymnastics. HR 484 would designate May 12 as "Chronic Fatigue and Bastian Freeman McI Ihattan Snyder Immune DysfUnction Day" here in Pennsylvania. sornjones on hingn17on Chronic fatigue and immune, dysfunction syndrome, or Belardi George Melio Stairs CFIDS as it is known, is a very debilitating illness which affects Belfanti Gladeck Metcalfe Sieelman some 800,000 Americans. Unfortunately, the disease is very BenninghofT Godshall Michlovic Steil difficult to diagnose, and as such, those who suffer from the

It is hoped that through this resolution and other efforts to create greater public awareness of CFIDS that we can hopefully make sure that there is proper NAYS-U diagnosis of those who do suffer from CFIDS. I would be remiss if I did not recognize the hard work put NOT VOTING-U forth by Priscilla deleon, who is a guest in our gallery here today, who was recognized earlier by the Speaker. Many years ago this individual, through no quest of her own, has been traveling across the United States in defense of the honor of her husband, who was a police officer who was killed in the line of duty. There are innumerable Hollywood has-beens and others that stand and make a hero out of an individual who is nothing more than a common criminal, and, ladies and gentlemen, it is my distinguished honor to ask you to join me in welcoming Maureen Faulkner, the wife of the honorable Daniel Faulkner. Mr. Speaker, once again I think we should express our gratitude to Maureen Faulkner for all that she does to remind us of the ultimate sacrifice that our men and women in blue risk every day of their lives. Charitable Giving Study Commission. a Establishment-There is hereby established a Charitable Giving Study Commission which shall consist of 15 members as follows: I Two members to be appointed by the Majority Leader of the Senate. 2 Two members to be appointed by the Minority Leader of the Senate. 3 Two members to be appointed by the Majority Leader of the House of Representatives. 4 Two members to be appointed by the Minority Leader of the House of Representatives. 5 Seven members to be appointed by the Governor. b Study-The commission shall conduct a study of charitable giving in this Commonwealth and report its findings and recommendations to the Governor and the General Assembly within six months of the effective date of this act. The report shall include the commission s determination of methods to increase charitable giving within this Commonwealth. c Expiration.-This section shall expire June 30, Section 12. Appropriation. The sum of $100,000, or as much thereof as may be necessary, is hereby appropriated to the Charitable Giving Study Commission for the fiscal year July I, 2000, to June 30, 2001, to cany out its duties under section I Amend Sec. On the question of the adoption of the George amendment, the Chair recognizes the gentleman from Clearfield County, Mr. George. Mr. GEORGE. Thank you, Mr. Speaker. Mr. Speaker, when I learned about two young children in my district that needed insulin pumps and that DPW Department of Public Welfare was not saying yes, my office found that there were two charitable organizations in this country that came through and helped. Mr. Speaker, we need to encourage more people to help, more people to contribute, more people to stay involved. You know, Mr. Speaker, some may say that we do not know what others feel, those of our constituents, but we do know. We hurt when they hurt. We agonize when they agonize. What this amendment does is it creates a conmiission for 6 months to propose ways that Pennsylvania State government can encourage charitable giving. This 15-member commission would have 6 months to make recommendations to the Governor and the General Assembly on how to increase charitable efforts in Pennsylvania. On this body, the General Assembly will appoint eight members and the Governor will appoint seven. Mr. Speaker, I think we should support this effort. I ask for an affirmative vote. The SPEAKER. The gentleman, Mr. Reinard. Mr. REINARD. Thank you, Mr. Speaker. Mr. Speaker, I am going to rise in opposition to this amendment, and I am sure the previous speaker might have some concerns about my objections, but I am going to explain to the House what the two are. First and foremost, the legislation that is before you right now establishes community trusts. It uses the Commonwealth as a conduit to do and promote good for those people with disabilities that are chronic, and it does not cost the taxpayers of this Commonwealth one red cent. This amendment, if it were to be successfully inserted into this bill, would raise and add a new appropriation of $100,000 or, as the amendment says, as much as therein is necessary to complete this 6-month study. First off, I think it is important that we deal with the taxpayers money, and specifically in this bill, a bill that does not have any fiscal impact to the taxpayers, I would like to see it remain that way. Second off, I guess I would like to say opposition on the point that we are creating another special committee, a committee that I believe we have the Health and Human Services Committee in this House that could also address that issue of charitable giving. I think it is a better and more appropriate place for it to be than a special commission. On those two reasons, I would ask the House to oppose this amendment. The SPEAKER. On the question of the adoption of the George amendment, the gentleman, Mr. George, is recognized for the second time. Mr. GEORGE. Mr. Speaker, I have been standing here for 26 years, and from the kind of money that we spend in this Commonwealth, I would have never thought that S 100,000 would bankrupt a Commonwealth that has $640 million in the piggy bank. Now, the gentleman talked about debilitations and those that are suffering, and, Mr. Speaker, I am not going to take him on and challenge his reasoning. What I am going to say is that the other day I saw an ambulance coming next door, and they took out a 1-year-old infant who went into sugar shock. You know, Mr. Speaker, if it is not the right time and the right bill, it will never be the right time and the right bill. If we are going to stand up and say this is not the bill, then we will never find the cures or the reasoning. I am going to let it up to those, I am simply going to let it up to those, without trying with any malice or forethought to blame the speaker for any underhanded activity, simply to say, it will not bankrupt the Commonwealth; it will not impede the bill; it might be the start of something very good. He also served with the 12th Pennsylvania Militia and was activated to serve during the Pancho Villa uprising in Mexico. In his life, he was a beloved member of the community, and in his death, he remains in the minds and hearts of the people of Harborcreek.
