Mr. Speaker, Mr. Gallen asked that that bill be reconsidered so that he may have an opportunity to prepare additional amendments. Accordingly, I would ask that the bill be held over for the day. For the information of the members, those of you who have not heard, the wife of the majority leader passed this weekend. We shall be in session today, of course, and tomorrow. The Chair will adjourn the session tomorrow and the Chair will call the session in order again on Thursday morning at I1 o'clock. That purpose will be solely to move forward a budget bill which we anticipate will be reported out tomorrow. Therefore, there will be no need for any member to be here except the Speaker pro tem or the Speaker and staff on Thursday morning, but the members will not be required. The bill calls, Mr. Speaker, for an opportunity to have practical politics taught in the public schools. The bill calls, Mr. Speaker, this particular bill, HB 852, for practical politics to be taught in the public schools within the Commonwealth of Pennsylvania. Mr. RYAN. Thank you, Mr. Speaker. Mr. Speaker, on the bill? The SPEAKER. On final passage, the gentleman is recognized. Mr. RYAN. Mr. Speaker, to tell our school boards or our school directors or our school principals, supervisors, teachers, to teach a course in practical politics I think is somewhat vague. Now, practical politics, as some of us have found, is the art of compromise. Practical politics, as some others have found, is the ability to get along with your committeeman or your ward leader or your county chairman. Practical politics, as some have interpreted, would mean making donations, large and/or small, to the candidate of your choice. Practical politics, I would guess, could be so wide, so broad, that it is absolutely beyond definition, and if called upon here in this House, I daresay there would be as many definitions of "practical politics" as there are practical politicians here as members of the House of Representatives.

8 LEGISLATIVE JOURNAL-HOUSE JUNE 2, I think it is a mistake, Mr. Speaker, for us here in Harrisburg to tell our schoolteachers that they are to teach a course in practical politics when they probably have never been subjected to such a course, when I am unaware of any course presently being offered in the System of Higher Education in practical politics - political science, perhaps, but practical politics I do not think is available. I, for one, am reluctant to vote to have someone teach my kids courses in practical politics unless I know what their definition - that is, the teacher's definition - of "practical politics" is. I think this is an ill-advised bill that, practically speaking from a purely political sense, should probably be defeated. It does not even deserve to be recommitted. Thank you, Mr. Speaker. The SPEAKER. The Chair recognizes the gentleman from Philadelphia, Mr. Richardson. Mr. RICHARDSON. Thank you very much, Mr. Speaker. Mr. Speaker, I rise in support of HB 852, and I would like to try to help clarify for those who have a misunderstanding about practical politics. For some 8 years now, some four terms, we have introduced this legislation, and through great consideration of the Education Committee, which I have a tremendous amount of respect for, it has now, through its wisdom, deliberated for a long time and has now come up with the language that will probably be best in being able to go after a very serious problem. One of the problems 1 have within this Commonwealth is that we do not maintain nor do we give our young people an opportunity to learn about practical politics. Every Friday for about 6 years, I taught a practical politics class in Gratz High School in Philadelphia. It was started at that time by a gentleman who happened to be a principal who not only was respected in this country but also respected highly within the Philadelphia School District, and that being Oliver Lancaster. Also, another gentleman who was very instrumentally involved at that time was Mr. Blackhurn, who went out to California and unfortunately later on was killed out there working in the California school system. But one of the things that they stressed as educators was the fact that if young people had an opportunity to learn about their committeeperson, learn about their State Representative, their city councilperson, their State Senator, their U.S. Senators, their Presidents, and an opportunity to learn how each one of those functions of government operates from the Federal level to the State level to the city level, it would give young people an opportunity to be involved in the political process earlier than it would be in waiting until after they graduated out of high school to learn about politics and what politics actually means. This bill has been thoroughly thought out and is being included now in the social studies apparatus or curriculum of the school district. It is not an attempt to change or divert any attention away from anything else. It is an approach to trying to deal with politics as it really is within the community, giving a better relationship to young people to understand more about the practical politics of a community. Since all life is political and since our lives are predicated around politics from the time you are born until the time you die - it is a politician who signs your birth certificate, a politician who signs your marriage license, and a politician who signs your death certificate-you are not legally declared dead unless a politician signs it-it seems to me that we are trying to give a different creed and understanding to how we can better help young people in this State be better prepared to accept the political process than to wait until they are 40, 50, or 60 years of age to understand that political process, and I would ask for an affirmative vote.
