ROACH, Chaplain of the House of Representatives, from Harrisburg, Pennsylvania, offered the following prayer: Let us pray: Almighty God our Father, as we begin our labors for the legislative years, we do so deeply aware of our dependence upon You for both direction and understanding, for we know that unless the Lord build the house, they labor in vain who build it. We are painfully aware of the many problems that confront us as legislators. Our budget itself is an example of the kind of difficulty that we must resolve, and we need Your grace and favor in their resolution. We also ask that You bless in a very special way our President as he grapples with the problems of war and peace. Remember our sons and daughters, relatives and friends, who are militarily engaged in the Persian Gulf. Give unto them Your peace which passes understanding. n Your dear name we pray. Amen. He sewed in the army of occupation in Japan in the early fifties, and with his wife have had seven children, and a long and active involvement in community affairs in Lancaster, Pennsylvania. John is eminently qualified by education and experience and temperament for the assignment, and it is my privilege, and a personal one at that, to nominate an old friend, a longtime worker, a person who has worked his way up through the ranks, to be the Executive Director of our Reference Bureau. We are going to have and Mr. Hartman's assignment will be reflective of a lot of debate during the next biennium. There are a lot of good people in the legislature. We are going to have a lot of good ideas, and there are going to be a lot of good debates, and John Hartman and his team are going to be quintessentially involved in thisprocess along with us, so it is important we have an individual of his caliber and background and expertise.
