Lead us to cleanse our lives of that which displeases You, for wide is the gate that leads to destruction. We ask You to make us worthy of the tasks You have set before us this year. Help us to rely not on our understanding but Yours. Encourage us to boldly place our trust in You and live up to our nation's motto of "In God We Trust." Bless our Armed Forces and their families and friends, bless those troops that are in harm's way, and bless those that have suffered as casualties in defense of our freedom. DONATUCCI The SPEAKER. The Speaker recognizes the lady from Philadelphia, Ms. Donatucci, under unanimous consent relative to our guest. Ms. DONATUCCI. Thank you, Mr. Speaker. Mr. Speaker, major pageant contestants are extraordinary people they have to be. The high level of dedication and hard work needed to compete and to be successful in pageantry is still only second to the resilience that many of the contestants show in life just to make it to the point of competition.

4 36 LEGISLATIVE JOURNAL HOUSE JANUARY 14 For my guest today, resilience is just one of the many positive characteristics that she has displayed in the short time that she has been on this earth. Francesca Ruscio, whom many know as Miss Philadelphia 2013, hails from Jamison, Pennsylvania, and is a student at Temple University where she studies communications. Francesca wants to become a meteorologist one day. While many contestants have meaningful platforms, Francesca's platform was near and dear to her heart, because as a teen, Francesca suffered through insulin-resistant diabetes. Due to the diabetes, she gained 35 pounds and struggled with acne and hair loss. After a number of tests, she was finally diagnosed with polycystic ovarian syndrome, a disorder that can lead to type 2 diabetes. Francesca made polycystic ovarian syndrome awareness her platform, and she has made it her personal mission to help other young women cope with and overcome the effects of this disorder. She has committed to a very active life, placing a lot of attention on her regularly. Young women like Francesca give us all a reason to be excited about the future of Philadelphia and Pennsylvania as a whole. Even at her young age, she understands the importance of helping others, and she has a heart for her community. There is no doubt that she has a bright future ahead of her. And I also want to mention that prior to becoming Miss Philadelphia, Francesca spent a lot of time on the golf course, and she hosted a tournament that raised $22,000 for the Wounded Warrior Project. So I would like you all to join me in welcoming Francesca this morning and congratulating her on her crown and success. Thank you, Mr. Speaker. GUESTS INTRODUCED The SPEAKER. CALENDAR RESOLUTION PURSUANT TO RULE 35 Ms. BROWNLEE called up HR 599, PN 2861, entitled: A Resolution recognizing the month of January 2014 as "Big Brothers Big Sisters Month" in Pennsylvania. Will the House adopt the resolution? The SPEAKER. On that question, the Speaker recognizes the lady from Philadelphia County, Ms. Brownlee. Ms. BROWNLEE. Thank you, Mr. Speaker. Many of us in this room are familiar with the Big Brothers Big Sisters nonprofit organization. You know they offer a tremendous service in our communities, and if you have ever been fortunate enough to work closely with them, then you know the tremendous difference they make in the lives of children, the "littles" who look up to their "bigs." We are joined today by Marcus Allen, chief executive officer, and Lauren Craig, external affairs coordinator, from the Southeastern Pennsylvania chapter, the two ultimate "bigs." And by the way, Mr. Allen is a resident in the 195th Legislative District that I represent. I am proud and honored to offer HR 599 as a small token of gratitude for what they do and to celebrate this great organization, but the reputation of Big Brothers Big Sisters really speaks for itself. Big Brothers Big Sisters establishes mentoring relationships to bring caring adults into the lives of underserved and vulnerable children. Studies show that children who live in areas that have high poverty, high instances of juvenile arrests, or live in single-parent households are heavily impacted by homelessness, family incarceration, and attend struggling schools that pose a greater risk of academic and social failure. That is where Marcus Allen, Lauren, and their dedicated team members come in, along with the thousands of volunteers who answer the call across Pennsylvania. Working through a network of donors, partners, family members, volunteers, and advocates, Big Brothers Big Sisters supports and enriches the lives of its participants while promoting and reinforcing positive activities, behaviors, and attitudes for children and their families who the organization serves. In short, the relationships forged between the "bigs" and the "littles" become a two-way street. It is easy to recognize after speaking to Marcus. Mentoring is a fulfilling practice, and I encourage all to mentor a child in need. Thank you very much to my House colleagues for your support of HR 599 and a heartfelt thank-you goes out to all the big brothers and big sisters. Thank you, Mr. Speaker. The SPEAKER. Mr. Speaker, this organization has been in existence for over 100 years. They have been changing perspectives and changing lives. In my district alone, Mr. Speaker, thousands of children have received supports and services from Big Brothers and Big Sisters of Southeastern Pennsylvania. Big Brothers and Big Sisters is a great example of the community synergy that many of us strive to see and perfect in our very own communities. The SPEAKER. The lady is in order on the bill. Ms. DeLISSIO. Thank you. Mr. Speaker, the patient-centered medical home legislation is a great piece of legislation, and I think we were remiss yesterday. There had been an amendment that was withdrawn that would have included nurses as part of this advisory council, and nurses are an integral part of our health-care system, and even though there is a slot for a nurse practitioner, that still does not represent nurses in general. And the council is also very heavily loaded with physician slots and a variety of physicians, obviously very important members of the team, but the emphasis, Mr. Speaker, is absolutely on team, and we seem to pretty consistently overlook the role of our nurses, particularly as health care moves forward, and we need to correct that, Mr. Speaker. There is not an opportunity to do that here on the floor. I sincerely hope that the Senate will correct this oversight, and I sincerely hope that our House and our members in the future will be more sensitive and aware of this issue and pass legislation in the future that includes a very broad team that includes nurses. I will be a "yes" vote on this and, again, hope that the Senate corrects this oversight. On the question recurring, Shall the bill pass finally? The SPEAKER.
