Let us pray: Dear God, our Heavenly Father, the God of heaven, earth, and all that is in between, we call upon Your precious name today and ask that You will guide us today and grant unto us the wisdom that You gave our founding forefathers in the past. We give thanks unto You, for You are merciful, and we thank You for Your goodness and ask that You will continue to guide us during these unsettling and trying times, a time when our economy appears to be at its lowest, a time when jobs appear to be few, and people in every corner of the Commonwealth are concerned. I know that we can always rely upon You, for You have assured us that in these times, even in a national crisis, that You will provide. We take comfort knowing that we can depend upon You and Your wisdom and that unilateral collaboration among our negotiators will reach the decision that will be beneficial to the entire Commonwealth of Pennsylvania. As always, we give thanks unto You and ask that You guide us as we do justly love mercy and walk humbly before You. Amen. Colleagues, friends, honored guests, I am so proud and honored to stand here today in front of this distinguished body to give an amazing young lady the due recognition she deserves. Colleagues, I stand here before you today to honor Kayla Miller with an academic citation for her perseverance and dedication to scholastic excellence. Kayla took home the first place national title at a science fair competition in Rochester, New York, in March of this year. She and her school's team competed against 36 other teams from across the country. In her division, grades 9 through 12, Kayla walked away with first prize for her research topic on car engine emissions and their effect on the atmosphere and plant growth and composition. Kayla's accomplishment is especially distinctive for two reasons: She is only a freshman and took the title in a composition that included all of the other echelons of high school upperclassmen, and she is a student at the Scranton State School for the Deaf. That a student from this school can compete and win first place nationally speaks volumes for the level of education given at the Scranton State School for the Deaf. This school is a worthwhile academic institution. Its staff, from teachers to administration, is phenomenal. Kayla is a shining example of how this school is a thriving, fulfilling academic and social environment that breeds success. Her accomplishment proves that the Scranton State School for the Deaf and its staff and faculty provide a stellar education and environment and indeed is a worthy institution that is vital to the community in which it was founded to serve. Mr. SAINATO. Thank you, Mr. Speaker. It is a great honor for me to be here to honor the Pennsylvania Junior Miss State pageant winner, Elissa Houk. Elissa is from my district. She goes to Mohawk High School. Elissa is the valedictorian of her senior class at Mohawk High School. She is involved in many activities such as the Chemistry Club; president of the Mohawk Chapter of the Future Business Leaders of America; treasurer of her sophomore, junior, and senior classes; and treasurer of the National Honor Society and Spanish Club. Elissa's talents do not stop there. She has been a company member of the New Castle Ballet for 10 years and has danced in 13 productions of the "Nutcracker" in addition to other productions she has performed in. At the Pennsylvania Junior Miss Program, Elissa won the talent award for a point variation, self-expression award, and physical fitness award. I am very proud of Elissa's accomplishments for capturing the 2009 Lawrence County and Pennsylvania Junior Miss. Elissa is proud to be part of the America's Junior Miss class of 2009 where she will participate in the America's Junior Miss national scholarship program in Mobile, Alabama, during 2 weeks in June. She will attend Grove City College in the fall majoring in premed. It truly is an honor here to honor Elissa, but before I honor Elissa, I would like to introduce her parents, Lorree Houk. Lorree, would you stand. I would also like to introduce her father, Dr. Alan Houk, and just a little story on Dr. Houk. I had Dr. Houk as a student at Shenango High School when I graduated college and did my student teaching there, so it is great that he is here today and his family we are just very proud. I would like to present this citation to Elissa Houk on behalf of the Pennsylvania House of Representatives. So, Elissa, this is for you. JONATHAN FAUSEY PRESENTED Northumberland County, Representative Phillips, for the purpose of a presentation. Mr. PHILLIPS. Thank you, Mr. Speaker. Representative Belfanti and I are very pleased today to be joined on the House floor by a young man who has demonstrated his athletic excellence at one of the highest levels. Jonathan Fausey was recently crowned State champion in the 2008 and 2009 PIAA State Class AA Individual Wrestling Tournament. He won the title in the 189-pound weight division. Jon, who is wrapping up his wrestling career at Line Mountain High School, has an impressive record of 44 and 0 in his senior year. To his great credit, he most recently competed in the prestigious Dapper Dan Wrestling Classic on March 15. This tournament consists of the best wrestlers of Pennsylvania competing against the best in the nation. At the Dapper Dan Classic, Jon wrestled nationally number one ranked Chris Perry, a four-time State champion from Oklahoma with a 134-and-1 record. But in the end, Jon won in a 4-to-3 decision. Congratulations on that impressive victory. This win helped Pennsylvania defeat Team USA 30 to 21 for Pennsylvania's first win since Jon was also selected to represent Team USA against Team Oklahoma in the Wrestling USA Dream Team Classic in Stillwater, Oklahoma. Jon is a two-time Junior Freestyle/Greco-Roman All-American. Jon is also a two-time northeast regional champion, three-time District 4 champion, and three-time southern sectional champion. In his two previous trips to the State tournament, Jon finished second and third in the State. With a career record of 148 and 15, Jon has been cited by the Harrisburg Patriot-News for his "incredible talent," and he joins several other Line Mountain wrestling champs. In fact, 9 PIAA champions and 21 Big 14 wrestlers have attended Line Mountain. But Jon has also faced adversity off the mat. Earlier this year, Jon, who was a two-time All-State linebacker for Line Mountain, had surgery for a torn meniscus. Even with that injury, he returned to training with a stronger determination. In addition to all of Jon's accomplishments, he maintains a 4.0 GPA (grade point average) and is ranked fourth in his senior class. He is also a member of the National Honor Society. Jon's dedication is to be commended, and I am pleased to give that recognition on the floor of the State House of Representatives. I would also like to recognize his father, Ray Fausey, and his wife, Shelley, of Dalmatia for all their efforts. I understand there is a strong wrestling tradition in the family. Jon's older brother, Shawn, is also a former State runner-up at Line Mountain and is a sophomore at Drexel University. I would like to recognize Jon's coaches his head coach, Mike Martz; assistant coaches Jesse Reed and Josh Phillips for all their work in preparing Jon and their guidance over the years.

Thank you, Mr. Speaker. BISHOP GUILFOYLE HIGH SCHOOL GIRLS BASKETBALL TEAM PRESENTED Blair County, Representative Geist, for the purpose of a presentation. Mr. GEIST. Thank you very much, Mr. Speaker. Today I am here to honor a storied basketball program in the city of Altoona Bishop Guilfoyle High School girls basketball, an unbelievable program. Rather than read citations and talk about the overall win, I thought I would really make it personal, which it is. Every year Mark Moschella brings together a group of young ladies, and they start training from the first day of practice for one game, the State championship game. I was privileged this year to see an awful lot of those games, all the playoff games but one, and so I thought I would introduce some of these people and say a few words about them. First of all, Coach Moschella, 17 years; average win, 23 victories a year, a phenomenal program. Three State championships, and he has done it all, and he is just absolutely one of the nicest guys God ever put on earth. He gets so much out of his kids, so much respect. And he is a benevolent coach. In the State championship game, he runs the floor; he controls everything. In the State championship game, there they are winning big, and he thought, you know, I ought to take it easy on the other team. So he called an inbounds play Purple and they executed it perfectly. Kaleigh Floyd takes the ball out of bounds and passes to Tiffany Seasoltz, and she made an uncontested lay-up. That is the good news. The bad news is it was the wrong basket. All of her life she will never, ever hear the end of that. But it was really the coach's call that made it all happen. Mark is standing behind me. The other coaches that are with us are Bill Adams. Stand up, Bill. He was a great point guard in his day at BG (Bishop Guilfoyle); Pat Callahan. Rich Consiglio is not with us; he is our D.A. Laura Frederick is not with us today. I would like to tell you that they have an absolutely unbelievable coaching staff. Also with us is the athletic director, Richard Hatch, who is standing up here. He does a great job in a very small Class A school. Now let me introduce some of the players. Behind me, Alli Williams, the number one girls basketball player in the State of Pennsylvania Class A, a phenomenon. She is only a junior, and I hope to see her at Penn State someday leading that team. Mary Kantoski, Sarah Anthony you girls can stand up when we call your names, because you are on television Erin Brennan, Kelsey Livoti, Alyssa Lower, Alyssa Nelson, Colleen Milliron, Shannon Hite, and I would like to say a couple words about Shannon. Shannon did not contribute a lot scoring, but, boy, she played some great, great defense, and she wore teams out. Probably the best A team I saw all year, other than Bishop Guilfoyle, I thought was Northern Cambria up in Representative Haluska's district, and she did a job that was just unbelievable, and I think that she should be recognized for that; Chelsea Kerr, Tiffany Seasoltz, who is back here. I am not allowed to talk about any other of Tiffany's extracurricular activities; Brooke Stayer; Kaleigh Floyd, and Kaleigh was the point guard who had an absolutely magnificent run in the playoffs, totally controlled the floor, and someday you will see her play in bigtime college basketball; Katlynn Wigman, who will be doing her practicum in high school in our office; Samantha Lonero; Melissa Wolfe; Amber Williams; Rachel Rea, who is behind me, and she is going to be a commentator someday and a reporter; and Miranda Merilli, who is also a great softball player. I felt greatly honored to be given the opportunity to deliver a speech at the legislature of Pennsylvania. I would like to express my appreciation on behalf of the 12 educators and the 22 students of the delegation and the Jilin City No. 1 High School in China. And we are really thankful to Mr. John Pallone for everything he has done to bring us here. We are extremely proud of the partnership agreement that our school has with New Kensington-Arnold School District, and with additions between the two sides involved in this agreement, how it will be very productive. Another important part of our agreement with New Kensington-Arnold School District has to do with the exchange of educational ideas and the cultural awareness opportunities through computer technology. All of these opportunities, through the use of technology in exchange of information, will prepare mutual students to be competitive within the global economy and broaden their horizons. We believe that the future of education, and even world peace, depends upon development of a world learning community. Finally, I would like to invite members of the State legislature and the New Kensington-Arnold School District to pay another visit to our school in China. We are also expecting the communication and the cooperation in education, culture, and economy between Pennsylvania and the Jilin City of China. Mr. Speaker, I would like to read to the members of the House of Representatives the following citation of merit honoring Kevin Soboloski and Marty Leicht. Whereas, Kevin Soboloski and Marty Leicht have earned the Eagle Award in Scouting.
