Today there are 300,000 Cambodian-Americans across the country who have made names for themselves in many fields, including arts and culture, medicine and business. Philadelphia is recognized as a major Cambodian-American community in the United States. A few days ago, I was privileged to attend a Cambodian New Year's celebration in Philadelphia. I have been attending these for 25 years, and I think perhaps the surest sign that the Cambodian-American community has come of age is that there were political candidates there working the crowd. Mr. Speaker, sometimes in the movies our high school football coaches are depicted as self-gratifying, narcissistic men who are in search of their next district title and State championship. Sometimes in the movies, these same men care more about their career record than they do their players and community. I am here today, Mr. Speaker and thank you for honoring the complete opposite of what we sometimes see in the movies. Mr. Jack Henzes is honored today as the PIAA Class A Coach of the Year, but he is here really today to represent the players of Dunmore School District, the coaches of Dunmore School District, and its community. I would like to read a brief statement that Coach Henzes made in the Scranton Times 1 week before the State championship game this year: "I love teaching and being involved with young people. I enjoy it. It's a challenge. My father was a coach for 33 years. Since I was 12 years of age, I saw how much he enjoyed doing it and the gratification and thought, 'That's what I want to do.' It's not a chore. I can't wait to get to school" every day to " teach my classes and get to the program." Well, Coach Henzes, over the last 50 years that is exactly what you have done, and I am so honored to be here today not only to talk about the State championships that you have won, the honor today of being the Class A Coach of the Year, your legacy was born by your father, who was inducted into the National High School Football Hall of Fame. You have worn his sleeves well. You have worn our community well. And I would like to personally thank you for your achievements, for sending players into the NFL (National Football League) and coaches into the NFL, but above everything, Coach, and you know this more than anyone, for the fairness you treated our community, our students, and our players with. I want to go back 36 years, Coach Henzes was probably the same age as I was. Coach, we just verified this story yesterday. You had a young man in 1977, he was a burly lineman and his name was Danny Fabricatore. Danny was one of 10 children growing up in Dunmore, Pennsylvania. That year, their youngest son, who was 5 years old, their mother passed away, and Mr. Fabricatore was alone to raise 10 children in Dunmore. And Danny came home from school one day, he was a senior and he had the big game coming up, and when he got home, there was a note from his father, "Please cut the grass." He was the oldest of 10 siblings, and like any 18-year-old, he was excited and he walked away, and he went down to the game and he knew his father would be in the stands, he knew he was going to be able to play in that game. But when Mr. Fabricatore got home, he went down to the football stadium and he said to Coach Henzes, "Coach, my son, Danny, is not helping out at home. He was supposed to do some chores today and he did not, and I do not want him to play in the game today." And Coach Henzes went up to Danny Fabricatore and said, "Son, you need to help out your brothers and sisters and your family," and he did not play in that game that day. And that is the record of Jack Henzes. We could talk about the accolades, we could talk about the State championships, but the man behind the Dunmore football team, the Dunmore community, and all of the players that are here today is something I will never forget. So, Coach, thank you from the bottom of my heart for treating students fair, for caring about families of our community, for caring about those individuals up there, not just the team. The Dunmore High School Football Team is here today. They were the State runners-up in Pennsylvania, and I would like to give a round of applause to those young men. I would ask also that the eight seniors, I would ask also that the eight seniors remain standing, please. Coach, the eight seniors here are going to walk away from this program better men, better citizens of this Commonwealth. And whether the eight of you know it or you do not know right now, you will soon. You will come back one day maybe you already have; maybe it will be 25 years from now but you will thank Coach Henzes for being in your life. And, Coach, as a 40-year-old man, maybe I never told you, thank you; thank you for the discipline; thank you for the care; thank you for the fairness that you provided to the young men and women of our school district. STATEMENT BY MRS. WATSON The SPEAKER. The Speaker recognizes the lady from Bucks County, Mrs. Watson, under unanimous consent. Mrs. WATSON. Thank you, Mr. Speaker, and thank you for this opportunity. Mr. Speaker and colleagues, I rise today to speak on the issue of pay equity. Today, as you know, is April 9 and across this country it is National Equal Pay Day. Seems kind of strange what are we talking about? This is the day in which women's wages or their salaries catch up to their male counterparts. Simply put, women must work an extra 99 days in order to earn the same pay as their male colleagues, working in the same field with the same education and experience at the same job with the same expectations and responsibilities. According to the latest Census Bureau data, women statewide average 72 cents for every dollar paid to their male counterparts. The disparity crosses all types of employment, from entry level to seasoned professionals. For example, and I found this to be very striking, because oftentimes we think, oh, it is entry level, but certainly for professional people, there is no distinction. Those of us working here know there is no distinction in salary between male and female. If you came out of, perhaps, education, as I did, you knew that there was no distinction. But please pay attention to this statistic, and that would be that female veterinarians make 68 cents for every dollar that is paid to the male veterinarian; lots of education, lots of experience, and still a disparity.

10 504 LEGISLATIVE JOURNAL HOUSE APRIL 9 National studies have consistently found that women are paid less than men in comparable jobs. One of the most recent by the American Association of University Women found that among people hired for their first year after college, women and this goes back to 2009 were paid 82 cents for every dollar paid to men. Mr. Speaker, I have a long list of statistics, none of which I am really happy to read, but I will submit those for the record. What my resolution, that many of you, in fact, 35 of you cosponsored, would be, we need to take a look at this in Pennsylvania, Mr. Speaker. We need to see if, indeed, the laws that we have are fine and they are simply not being enforced or whatever. I think we need a public information campaign too, Mr. Speaker, just to remind people and employers that based on experience and based on education and background, that is it as to when you hire somebody. But you do not pay them on the basis of their gender, and that is really all that pay equity talks about. So for those of you with a daughter or a sister or a mother who works or an aunt or a granddaughter who is working, I am sure you would want her to be paid indeed what her job is worth, not related to her gender. REMARKS SUBMITTED FOR THE RECORD Mrs. WATSON submitted the following remarks for the Legislative Journal: According to the National Committee on Pay Equity that was based on the median earnings of all full-time, year-round workers, men's earnings in 2011 were $48,202 and women's were $37,118, a difference of $11,084. In Pennsylvania, the median pay for a woman working full-time, year-round is $37,089 per year, while the median yearly pay for a man is $47,956. This means that women are paid 77 cents for every dollar paid to men, amounting to a yearly gap of $10,867 between full-time working men and women in the State. The women of Pennsylvania are increasingly responsible for the economic security of their families and cannot afford to face discrimination and lower wages. That $11,000 can mean the difference between food stamps, medical assistance, or needing a second job to pay the household bills. It is important to note, Mr. Speaker, that the wage gap persists at all levels of education. In 2011 the typical woman in the United States with a high school diploma working full-time, year-round was paid only 74 cents for every dollar paid to her male counterpart. Among people with a bachelor's degree, the figure was also 74 cents. In fact, the typical woman who has received an associate's degree still is not paid as much as the typical man who only graduated from high school. Even if the difference in the wage and salary gap is just a few thousand dollars, just think about how that adds up over a career. A typical woman who worked full-time, year-round would lose $443,360 in a 40-year period due to the wage gap. A woman would have to work almost 12 years longer to make up this gap. Women of color experience even greater disparities. African- American women are paid 64 cents and Latinas are paid just 55 cents for every dollar paid to white, non-hispanic men. Last month the American Association of University Women, AAUW, released its annual wage gap analysis, "The Simple Truth about the Gender Pay Gap," and it showed that one of the widest disparities exists among workers ages 45 to 54, the time when most workers build up the bulk of their retirement nest egg. This also translates into less retirement savings, and in Pennsylvania, with its high population of senior citizens, that translates into even smaller fixed incomes, resulting in a greater demand for social services. We all know the price tag for those services. The fact that pay inequity exists is especially frustrating, considering that the number of women in the workforce exceed the number of men and more men than women lost jobs in our recent economic downturn. More families are relying on women's paychecks for their livelihood, and as a result, we must address the wage gap for the sake of American families and their financial stability. It continues to frustrate me that women are paid so much less than men, especially in professional jobs. That is why we need to bring greater awareness to this issue and in our jobs as lawmakers, to ensure that the laws we have in place today are appropriate to deal with pay equity issues. This year marks the 50th anniversary of Federal legislation signed by President John F. Kennedy requiring equal pay for equal work. Sadly, five decades later, we have not yet reached that goal. I am hopeful that Equal Pay Days, along with the assistance of women around Pennsylvania and across the nation, that we do not have to wait another 50 years for action. Thank you, Mr. Speaker.
