BISHOP JAMES DARRELL ROBINSON, Guest Chaplain of the House of Representatives, offered the following prayer: Let us pray: Dear God and Father, we thank You for this great opportunity to gather in this great House. We pray, God, that Your spirit would guide us and lead us. We pray, God, that You would give us wisdom in this session and in our government. Lord, we pray that You would come in and fix the unfixable; move, God, the unmovable. God, we need You to fix things that we are not capable of fixing. We pray, God, that You would touch every Representative and touch every public official. We pray, God, that You would give us strength, Lord God, to handle all those difficult issues. Lord, we are facing issues not just on the State level but on the government level and, Lord, we need to implore Your wisdom once again. Lord, help us to come together. Help our hearts and our minds to meet. Father, we need wisdom. Lord, You said if any man lacks wisdom, let them ask You. We are asking You, Lord God, to give us the wisdom so that we might deal with our transportation issues, God, wisdom that we might deal with our educational issues, wisdom, God, that we might deal with the violence and that we might deal with those things, Lord God, that are destroying our communities. We pray, God, that You might touch our leaders, God, and give them the ability to work together. We need peace, Lord. We need peace in our hearts. We need peace in our minds. We need peace in the White House. We need peace in this House. We need peace in the houses of America, God. Give us this peace that we need. In Jesus' name we pray. Amen. Representative Kinsey, you are in order to proceed. Thank you. Mr. KINSEY. Thank you, Mr. Speaker. Mr. Speaker, I want to thank my colleagues for their unanimous support of HR 492 recognizing October 22, 2013, as "Kappa Alpha Psi Day" in the State of Pennsylvania. Headquartered in Philadelphia, with more than 600 graduate and undergraduate chapters across the nation and the world, Kappa Alpha Psi operates programs ranging from youth mentoring, college preparation, and senior support services through their Guide Right program. Kappa Alpha Psi was founded on January 5, 1911, by 10 Black students at Indiana University in Bloomington, Indiana. Originally known as Kappa Alpha Nu, the name was changed in Kappa Alpha Psi is a major supporter of the United Negro College Fund, Habitat for Humanity, St. Jude Children's Research Hospital, and Big Brothers Big Sisters of America. In addition, Kappa Alpha Psi Fraternity is a member of the National Pan-Hellenic Council and the North-American Interfraternity Conference. Mr. Speaker, I have been a member of Kappa Alpha Psi for over 30 years, and I am proud to speak today of the virtues of this great organization. I want to thank the brothers who came

6 1812 LEGISLATIVE JOURNAL HOUSE OCTOBER 22 out today, the brothers who took time out of their busy schedule to be here today as we honor Kappa Alpha Psi Fraternity. The motto of Kappa Alpha Psi is "Phi Nu Pi." Achievement in every field of human endeavor is our goal. Keeping with this theme, Mr. Speaker, Kappa Alpha Psi has consistently advanced the ideas of its founding members with achievers in the fields of science, arts, education, sports, entertainment, and yes, politics; members such as the late Ralph Abernathy, Wilt Chamberlain, Arthur Ashe, Rev. Leon Sullivan, Tavis Smiley, Cedric the Entertainer, just to name a few. As role models and mentors in our community, Kappa Alpha Psi members are keenly aware of the importance in their mission. Whenever you come across a Kappa man, you will find a deep-rooted commitment to community, family, and intellectual advancement. Their work is truly evident in all reaches of human achievement. For that and more it is my humble privilege to offer Kappa Alpha Psi Day. So I want to thank my colleagues. Thank you, Mr. Speaker, and I want to thank my brothers from Kappa Alpha Psi. Under unanimous consent, the Chair recognizes the gentleman from Bucks County, Representative Petri, for remarks concerning HR 515 that was just adopted. Mr. PETRI. Thank you, Mr. Speaker. I would like to thank the members for recognizing October 2013 as "Dysautonomia Awareness Month." This disease is an umbrella term which includes a number of malfunctions of the autoimmune system and the automatic nervous system. It can show up as either a primary or a secondary issue and affects respiration, heart rate, blood pressure, digestion, and temperature control. Mr. Speaker, one of my constituents is one of the 12 million people who have been identified as having an even more unique disease, and that is postural orthostatic tachycardia syndrome. There is currently no cure, and today we are recognizing awareness of this debilitating disease. Mr. Speaker, it has been said that in the next 10 years we will have more discoveries related to medical cures than we have had in the last 100 years. So our medical research in Pennsylvania is top-notch, but it starts with awareness, and I want to thank the members for making me aware and making each other aware of this rare disease. Thank you. The SPEAKER pro tempore. The Chair thanks the gentleman. CALENDAR RESOLUTIONS PURSUANT TO RULE 35 Mr. HAGGERTY called up HR 509, PN 2518, entitled: A Resolution recognizing Patrol Officer Eugene J. Ruddy of Dunmore Borough, Lackawanna County, for his record of service to this Commonwealth. Will the House adopt the resolution? The SPEAKER pro tempore. The Chair recognizes the gentleman, Representative Haggerty, on the question of HR 509. Mr. HAGGERTY. Thank you, Mr. Speaker. Thank you for having these two fine gentlemen here today, Officer Gene Ruddy and Patrolman Bill Bonavoglia, and their families. Mr. Speaker, on September 21 at 2 a.m., Gene Ruddy was patrolling the town of Dunmore, as he does most nights, and he smelled smoke and turned around to an apartment complex. When he got out of his vehicle and returned to the apartment complex, he saw a fire that was out of control. He was all alone. Officer Ruddy immediately entered the building. When the firefighters arrived on the scene, 10 minutes after they arrived they said that the heat inside was at a temperature of over 1,000 degrees. Mr. Ruddy was in there all alone in complete darkness, crawling through hallways, hearing voices. He saved eight people that evening. Mr. Speaker, he saved an infant and he saved an 8-year-old child. At home that night Mr. Ruddy and Mr. Bonavoglia's families were sleeping an 8-year-old child, a 9-year-old, and a 2-year-old child. These officers went above and beyond the call of duty, and I would like all of the State Representatives here today who served in law enforcement to say thank you to you for everything you have done, and for the more than 100 cosponsors that you gave to Officer Gene Ruddy and Officer Bill Bonavoglia for their call above and beyond. Mr. GREINER called up HR 521, PN 2537, entitled: A Resolution honoring the historic achievement of preserving 100,000 acres of farmland in Lancaster County and expressing gratitude for the hard work of members of the Lancaster County Agricultural Preserve Board, Lancaster Farmland Trust and the community for supporting ongoing preservation efforts. Mr. Speaker, I rise today to ask my colleagues here in the House for passage of HR 521, and more importantly, to thank those countless individuals who have donated their time, talents, and efforts to preserve farmland in Lancaster County. Today marks a historic milestone: 100,000 acres of farmland preserved in Lancaster County, the first county in the entire country to accomplish such a task. Agriculture is at the heart of my district and it is at the heart of so many of our districts across the Commonwealth, and it is truly the soul of Lancaster County. Each year our farmers in Lancaster add over $1 billion to our local economy and are responsible for feeding millions of people. Seven million tourists from across the nation and world come to appreciate our agricultural heritage in Lancaster County. Farmland preservation is a noble cause, one deserving of our attention here in Harrisburg and in our home districts. I am proud to be a supporter at the personal level. We are truly blessed in Lancaster County to have such a dedicated staff at the Agricultural Preserve Board, the Farmland Trust, as well as countless other people who support and continue to preserve our agricultural heritage. We thank and honor them for reaching a truly remarkable milestone of 100,000 acres of farmland preservation in Lancaster County. Thank you, Mr. Speaker. The SPEAKER pro tempore. Mr. Speaker, I am going to keep my remarks brief. Most of what I would like to say has already been said previously when we had the Hon. William H. Gray here in the House of Representatives. Bill Gray was a legend in his time. We were fortunate to have had an opportunity to walk in the light that he cast for all humanity. I am grateful that this House had the privilege to honor Rev. Congressman William H. Gray last year while he was still with us to express to him personally our gratitude and appreciation. Andrea, Justin, and Andrew, thank you for making this trip to be here today. You know all too well that your husband and father was an inspiration to so many of us, and we know that his legacy did not end but continues through you and your family. I also want to thank Reverend Johnson from Bright Hope Baptist Church for being here today. It is a tough job to follow in the footsteps of a truly inspirational man, but you have accepted the challenge and have continued the good work that Rev. William H. Gray started for the people in Philadelphia. There is no doubt that Reverend Gray will be sorely missed, but we all have the opportunity to continue his work and to walk in the light that he has cast for all humanity. The SPEAKER pro tempore. I rise today obviously in support of this resolution to express our condolences as the House of Representatives to the family of Brian Brown, chief of the Bell Acres Police Department, who passed away all too soon on September 7, Chief Brown dedicated his life to serving and protecting the community of Bell Acres and enhancing the quality of life for everyone in the community. He served Bell Acres in their police department for nearly 20 years; first, as a part-time officer before joining the force full-time and eventually working his way to chief. He will be remembered as a devoted family man, a computer whiz, a helpful neighbor, and a fiercely loyal friend. I will always have a reminder of Brian every time I see a red Mustang, because of him driving up and down the hill in his red Mustang. Besides his service to the community through the police department, Chief Brown also was a parishioner of Good Samaritan Catholic Church, a member of the F.O.P. (Fraternal Order of Police), the Masonic Lodge Oakdale No. 669, and the Western Pennsylvania Chiefs' of Police Association. Although he was extremely dedicated to the residents of Bell Acres and its community organizations, there is one group of people he put above all others, and that is his family. Earlier the Speaker recognized his family who is in attendance here today in the rear of the House. Chief Brown leaves his wife, Dawn; his two sons, Brian and Alexander. His parents are here with us today as well, Mr. and Mrs. Brown, and his aunt. He also left behind his maternal grandmother and his many aunts, uncles, and cousins. He was a public servant his entire life. Chief Brown served his community and this Commonwealth faithfully, and of course, we are proud to recognize him today all too soon at the young age of 42. Please know, to the family, that personally you are in my thoughts and prayers still and will remain there, and are in the thoughts and prayers of all. While this is a difficult day for you, it is also a day for us to honor his memory, his service, his love of family, and his love of country. I ask for an affirmative vote. Thank you, Mr. Speaker.
