Let us pray: Eternal and everlasting God, we pause this morning to give Thee thanks, thanking Thee for the blessings we enjoy in this bountiful land and for the privileges and opportunities which we have. We ask for the guidance of Thy Holy Spirit that what we say and do this day might be to Thy honor and glory. Help us to realize, Lord, that we have a responsibility to our fellowman and a greater responsibility to Thee. We ask this prayer, Lord, not because we are so worthy, but rather because we are so much in need of Thy guidance. As we receive this Divine guidance today, Lord, help us to continue praising Thee forever and ever, in the name of Jesus Christ, our Lord and Savior. Amen. We are going to be honoring two longtime employees of the House who are retiring. Members, if you could please take your seats. STATEMENT BY MRS. HARHART The SPEAKER. On unanimous consent, we recognize Representative Julie Harhart. You may proceed. Mrs. HARHART. Thank you, Mr. Speaker. I am here to announce the retirement of Michele Warren, who has worked for the House for 36 years. She has worked for me for 6 1/2 years. And the best way I can describe Michele is I think she is a superwoman. That is the only thing that could come to mind. Honestly, Michele, I have to say, has been a loyal employee to me. I never had to ask her for anything. Everything was always there. All my needs were met, and believe me, I could be a challenge. So this woman, really, really was a very loyal employee to me. And Michele came to the caucus when she was right out of high school, and the Representative that is sitting right here said she still looks like she is in high school. So, Michele, that is a compliment. But anyway, she has worked for the caucus for 36 years. I think HR (Human Resources) is really going to miss her, because she not only was my administrative assistant but she also was the floor supervisor, she was an administrative assistant trainer, she authored the AA training manual, which is constantly being updated and reflects the changes in policy and staff. So with that, I would like to say congratulations to you, Michele. I wish you the best in your new adventure. And I want to thank you for your service to the House, to me, and also I thank you for being my friend when I needed you to be there as well. So congratulations to you. The SPEAKER. Members, as Chair Julie Harhart said, Michele Warren is retiring after 36 years of service to the House Republican Caucus, and with her today are her husband, Brad Brad, if you will stand and also her son, Adam. Adam, if you will stand. Michele, it is so great to have you here with Adam and Brad. We love having you. We are going to miss you. Thank you. STATEMENT BY MS. PICKETT The SPEAKER. Representative Tina Pickett, on unanimous consent. Ms. PICKETT. Thank you, Mr. Speaker. Oh, my goodness, Mr. Speaker. It is here. I am finally going to have to come out of denial. I am going to have to admit that Jill Brightbill is retiring. This makes it really official, Jill. So I hate to see you go. It has been a wonderful time, but I know you have got some good things going, some good plans. So I wish you well. But Jill came to my office 6 years ago after working 12 years in the communications department and starting out with my predecessor, Scot Chadwick, whom some of you may know. In the past few years that we have been paired up together, I can tell you she has been a hard worker and someone with whom I have had a great pleasure working. It would be a rarity to find Jill without a bright smile and a ray of sunshine in our office. I do not think I have ever seen her with anything but a great positive and professional attitude. It goes a long way in the business that we are in, and I really appreciate it. As someone with a district that sits on the New York border line, the New York State border line, I have relied on Jill, along, of course, with Sara, who works in my office also, to be my eyes and ears here in the Capitol when I am not here and I am that far away. And the one thing that I will always remember about Jill and I have always appreciated is that she has very excitedly wanted to learn the district, our 110th District, and the northern tier. And as busy as we can be, Jill still took the challenge of learning so much more about Bradford, Sullivan, and Susquehanna Counties, and even has made very many visits to the north to be sure that she is involved in the district and that she understands the district. One of the highlights up there, if any of you happen to remember Aaron Kelly, who was on the "American Idol," one of the "American Idol" finalists, he is from Sonestown in Sullivan County, part of our district, and Jill went up and even had a sign made that would welcome him back to his hometown. So that is how involved she was, and it was very appreciated by everybody up there. So I think I can speak for the entire chamber when I say that our staff members become part of our families. We spend as much time with them, sometimes even more this time of year, as we do with our families. Marty, you can see it. You saw what just happened here. So I am going to miss Jill and all that she brought to our office. And I would like to thank her for her nearly 20 years of dedicated service to the House of Representatives. And I do wish her the very best in her retirement, even though I hate to let go of her. So best wishes, congratulations. Stay in touch.

The following resolution was read: COMMONWEALTH OF PENNSYLVANIA THE HOUSE OF REPRESENTATIVES CONDOLENCE RESOLUTION WHEREAS, The House of Representatives of Pennsylvania wishes to honor the memory of the Honorable Victor Robert Hewlett Yarnell, a former member of the House of Representatives of Pennsylvania who served the 1st Legislative District and passed away at the age of ninety-five on January 22, 2015; and WHEREAS, Mr. Yarnell was born in Canada, served in the British Army in World War II and shortly thereafter moved to Berks County, Pennsylvania. As a Left Lieutenant in the British Army, he was a part of the Normandy invasion on D-Day, which led to the deliberation of Europe and the defeat of the Axis powers. After visiting his father, who worked in Reading, Mr. Yarnell met his wife, Louise Nancy Ahrens Yarnell, to whom he was married for nearly seventy-seven years. After graduating from Albright College, he began his life of public service to the people of Berks County by accepting a position as a teacher. Mr. Yarnell was elected to the House of Representatives of Pennsylvania in 1962, and served during the legislative session. After opting not to stand for re-election, he was subsequently elected Mayor of Reading in 1968 and brought many progressive changes to the city. During his tenure as Mayor, Mr. Yarnell became a strong advocate for the need for a community college, led campaigns to gain its approval, played an integral role in urging the Reading School District to assume sponsorship of Reading Area Community College (RACC) in 1970 and remained an active member of the RACC Board of Trustees for the remainder of his life. After his service as Mayor, he was appointed by Governor Milton Shapp to the position of Deputy Secretary of Commerce and later to the position of Deputy Director of the Office of State Planning and Development. Mr. Yarnell served this Commonwealth with integrity and distinction in many roles throughout his career and never stopped working for the betterment of his home city of Reading; now therefore be it RESOLVED, That the House of Representatives of the Commonwealth of Pennsylvania express its sadness upon the passing of its former colleague, the Honorable Victor Robert Hewlett Yarnell; and extend heartfelt condolences to his family and friends; and be it further RESOLVED, That a copy of this resolution, sponsored by the Honorable Thomas R. Mr. FRANKEL submitted the following remarks for the Legislative Journal: On May 6 of this year, Allegheny County lost one of its finest public servants, Councilwoman Barbara Daly Danko. I had the pleasure to know Councilwoman Danko and call her a friend, as she was my county representative and a fixture in Pittsburgh politics for decades. She never wavered in her commitment to serve the public admirably, always doing what she thought was right in the end. Respected by colleagues and friends on both sides of the political spectrum, some of the causes near and dear to her heart included the environment, women's rights, and minority-owned businesses. Although Councilwoman Danko was born in Washington, DC, it is Pittsburgh she called home. As a proud resident of Regent Square since 1985, Barbara was a fixture of the city's East End politics and served the community for many years as the chair of the 14th Ward Democratic Committee. In 2011 she was elected to serve on Allegheny County Council, representing the 11th District with honor and distinction. Barbara also had a passion for education and served as an adjunct professor at both the University of Pittsburgh and the Community College of Allegheny County. Throughout her entire professional career, Barbara was a role model to many and saw both government and the political process as effective ways to engage people and improve their lives. Some of her professional achievements included serving on the Allegheny County Human Relations Commission as one of its original appointed members and Controller of the Pittsburgh Sewer and Water Authority. Even with all her professional success and career milestones, Barbara would always stress that her family was most important to her. Barbara and her husband, George, lovingly raised their four kids together in Pittsburgh Michael, Elizabeth, Stephen, and Joseph. Barbara was diagnosed with breast cancer in 2005 but never let her diagnosis stand in her way. Although she lost her battle with the disease on May 6, 2015, at the age of 61, Barbara's impact on Allegheny County and Pittsburgh lives on.
