1 COMMONWEALTH OF PENNSYLVANIA LEGISLATIVE JOURNAL MONDAY, MAY 22, 2017 SESSION OF ST OF THE GENERAL ASSEMBLY No. 24 HOUSE OF REPRESENTATIVES The House convened at 1 p.m., e.d.t. THE SPEAKER PRO TEMPORE (MATTHEW E. BAKER) PRESIDING PRAYER The SPEAKER pro tempore. The prayer today will be offered by Pastor Jonathan Keefer of Warren First Church of the Nazarene, Warren, Pennsylvania. He is a guest of Representative Kathy Rapp. PASTOR JONATHAN KEEFER, Guest Chaplain of the House of Representatives, offered the following prayer: Thank you, Representative Rapp, Speaker Turzai, for this opportunity to pray in the sacred House and respected room. On behalf of my twin brother and I, I want to thank this Assembly, the Senate, and Governor Wolf for passing the law that allows my brother and I access to my original birth certificate. I was adopted in Pittsburgh in 1985 by two loving parents, but this law has allowed my brother and I the chance to see our original birth certificate. So thank you. Psalm 17:6 says, "I call on you, my God, for you will answer me; turn your ear to me and hear my prayer." Let us pray: Dear Heavenly Father, thank You for allowing us to be here this afternoon. We ask You to bless each and every one of these State Representatives as they make decisions that can and will affect all the people of this great Commonwealth. I ask that each and every decision that they make will honor You, and that they seek You in each and every thing they do. We ask that You will bless the Commonwealth of Pennsylvania and the United States. In Your son's name, Jesus Christ. Amen. I rise today to recognize a remarkable group of young men from a school in the 87th District. These young men and their coach, Justin Sheaffer, showed endurance and perseverance in the pursuit of excellence. These student athletes from Camp Hill High School accomplished something no other group of student athletes from their school has ever accomplished: they won the PIAA Class A State Championship in boys soccer. The school came close to achieving this goal several times in recent history, only to fall heartbreakingly short of the ultimate achievement. These young men would not be denied. The team enjoyed a 4-to-1 victory in the State championship game at Hersheypark Stadium. Many of these young men had seen their predecessors come so extremely close to capturing the State championship. The Camp Hill High School Boys Soccer Team reached the State championship final game in

10 774 LEGISLATIVE JOURNAL HOUSE MAY 22 back-to-back years in 2007 and 2008, but those teams, as talented as they were, came up just a bit short. But these young men knew that to get over that hill, it was going to take just a little bit of extra effort. They trained harder, they practiced harder, they prepared harder, and when the time came for greatness, they seized it. Mr. Speaker, with me today at the front of the House are a few members of that team, including the team's four captains: Andrew Sponic, Noah Resuta, Colin Daly, and Noah Miccio. And they are also joined by a fellow player in the back and the rest of their team but in particular, I want to point out Michael Stringent. And why he is important to me is his father is a fellow Marine who was in Beirut, Lebanon, on October 23, 1983, where 241 of our brothers perished. Ladies and gentlemen, the rest of the team is also here, a championship team with us in the back of the House. Mr. Speaker, I am proud to present Pennsylvania's PIAA Class A State Championship Boys Soccer Team from Camp Hill High School. The SPEAKER. Congratulations to this championship team from Camp Hill. We will open the doors of the House. But at this time there are two important citations. Representative Jamie Santora is invited to come up to the podium. We are going to let the soccer team leave and we have The Eastern Star group is coming in, soccer team is heading out. Representative Vitali is also invited to join us up at the podium. Representative Vitali. I would ask all members to please take your seats. Please take your seats for these important citations. We will briefly, temporarily close the doors of the House. Very important. I would ask all staff members, please take your seats. HAVERFORD HIGH SCHOOL HI-Q TEAM PRESENTED The SPEAKER. Representative Santora, you may proceed, sir. Mr. SANTORA. Thank you, Mr. Speaker. Representative Vitali and I are honored to be here with some national champions. The Haverford High School Hi-Q Team is being honored for the 2017 Hi-Q National Championship. After winning the 2017 Delaware County Hi-Q Championship, the Haverford High School Hi-Q Team advanced to the national championship, where it competed against high school champions from Alabama, Wisconsin, and Washington. Students answered 16 questions on various topics, including sports, mathematics, and many other subjects. The high school received over 50 points in that competition to go on to win the championship. As I call your name, please rise and be introduced. Emma Davies, Pryce Davies, Quinn Gallagher, Jacob Kaufhold, Amy Kushlan, Peter Martin, Jack McGovern, Elliot Miciek, Stephan Mittleman, and Isabel Weir, along with their coach, Dave McCauley, are all here. I ask if we could give them a round of applause. They are joined by some of the administration at Haverford High School and Haverford School District: Peter Donaghy, and the superintendent of schools, Dr. Reusche. Congratulations to the team and to the entire school district. The SPEAKER. Representative Vitali, do you wish to say a few words? Members, Representative Vitali. Mr. VITALI. Thank you, Mr. Speaker. Thank you, Representative Santora, for making me part of this, and thank you to the team for making Haverford Township proud. You know, last year my district had a national championship in Villanova, and I was disappointed when I was not going to bring Villanova's national championship back again, but you guys won a national championship and you guys made us proud. So thank you very much, and congratulations. You know, I lived in Haverford Township School District for 60 years, and my district has Radner and Lower Merion, which are a little better funded, but I take special pride when a scrappy school district like Haverford Township uses the resources they have to beat the more elite schools and make my hometown proud. So thank you. Thank you for making me proud. Thank you for making my community proud. Thank you very much. The SPEAKER. Congratulations to the Haverford High School High-Q Team. Thank you, Representative Santora. At this time the Chair calls upon Representative Charlton to join Representative Santora for another important citation. We are just going to give the students an opportunity to move off before we begin. AUDREY T. NEILL PRESENTED The SPEAKER. Members, Representative Santora is about to present an important citation. Sir, you may proceed. Mr. SANTORA. Thank you again, Mr. Speaker. Up here behind me is Audrey Neill. She is one special lady. She is a kindergarten teacher at St. Dorothy's in Drexel Hill. I am proud to call that my alum. Mrs. Neill does an unbelievable job with the students not when they are just in kindergarten, but all through eight grades. If you ask any student leaving St. Dorothy School who their favorite teacher is, 9 times out of 10 they will tell you it is Mrs. Neill. She just won a National Catholic Education Association Award, 1 of 42 in the entire country to win this award. We are honored to have her here in Harrisburg. I am honored to call her a friend and a neighbor, and congratulations, Mrs. Neill. The SPEAKER. Representative Charlton. Mr. CHARLTON. Thank you, Mr. Speaker. Thank you, Representative Santora. It is an honor to be able to recognize the teachers in our areas who provide the core fundamentals for our students moving forward and creating careers in our lives and in our communities. So I want to thank you very much for providing that for us and congratulate her on her tremendous success. Thank you, Mr. Speaker. The SPEAKER. Thank you, sir. Mrs. Neill, thank you so much for joining us here today and being the distinguished teacher of the year. Please open the doors of the House.
