Smith Speaker Pennsylvania House of Representatives Room 139 Main Capitol Building Harrisburg, PA Dear Mr. Speaker: On June 11, 2013, while speaking on HB 1437, the General Appropriations bill, I misquoted a statistic regarding the number of veterans that would be covered if Pennsylvania opted to accept Medicaid expansion under the Affordable Care Act (ACA). The number I quoted was the number of veterans that would be covered nationally if all states opted to accept the Medicaid expansion under ACA. I am requesting to correct the record to show that almost 23,000 of Pennsylvania's veterans, or 49 percent, would be covered under Medicaid expansion and have enclosed a copy of my corrected remarks with this letter. Most sincerely, Madeleine Dean State Representative REMARKS SUBMITTED FOR THE RECORD Mrs. DEAN submitted the following remarks for the legislative Journal: Thank you, Mr. Speaker. I rise in opposition to HB 1437 for many important reasons: a failure to make good on our obligation to adequately and excellently educate our kids, repair our crumbling infrastructure, and a failure to restore the cruel cuts to human services. But let me focus on just one glaring error of HB 1437 its silence on Medicaid expansion. On March 25, 1966, speaking before the Second National Convention of the Medical Committee for Human Rights in Chicago, Dr. Martin Luther King said, "Of all the forms of inequality, injustice in health care is the most shocking and inhumane." Mr. Speaker, it is 46 years later and we have a huge chance to reduce that inequality, that injustice. As we know, the legal arguments have run their course and the Affordable Care Act is now law. What remains are both the human or humane arguments for expanding Medicaid as well as the economic ones, and whether we accept Medicaid expansion or not, make no mistake, we are paying for it. With 100 percent of the cost borne by the Federal government through 2016 and 90 percent beyond that and with the support of Pennsylvanians' Federal tax dollars, we should accept this expansion. Medicaid expansion will cover half a million of our uninsured brothers, sisters, neighbors, and friends. Did you know that 50 percent of Pennsylvania's uninsured veterans will be covered by Medicaid expansion? That means that by accepting Medicaid expansion, more than 19,000 veterans will be covered. And if we continue down the path the Governor appears to be headed, more than 19,000 Pennsylvania veterans will remain uninsured. That strikes me as shamefully and inexplicably inhumane. Expanding Medicaid is also an opportunity to restore health care to many of the 40,000 low-income working adults Governor Corbett kicked out of adultbasic. We must not wait. In addition to insuring half a million Pennsylvanians, economically, Medicaid expansion would infuse tens of billions of Federal dollars into our State's economy, save Pennsylvania tax dollars to the General Fund, reduce hospital uncompensated care, and create thousands of new jobs. Pennsylvania must not remain, as some have said, the island of the uninsured. I urge a "no" vote on HB 1437 and insist that we grab hold of this chance to bend the arc of history here in Pennsylvania toward equality and justice in health care. ACTUARIAL NOTE The SPEAKER. As a graduate from Nazareth High School, I am proud to welcome a fellow Blue Eagle to the hall of the House. Aaron Bradley is a 2013 PIAA Class AAA wrestling champion in the 285-pound weight class. His record this past season was 34 to 1, and he recorded his 113th career victory in late March when he won the gold medal at Giant Center in Hershey. Aaron has made a verbal commitment to attend the University of Iowa. However, his college career will not start until 2016, as he is about to leave on a 2-year mission trip to Brazil for his church. Joining Aaron today is his mother, Virginia, who is to the left of the rostrum. Please join me in welcoming Aaron and his mother to the hall of the House. Thank you, Mr. Speaker. The SPEAKER. Thank you, Mr. Speaker. I rise today to recognize Emalee Lunger for her State championship in indoor archery. And before I get to that, I would like to also welcome the rest of the Lunger family that is here. With Emalee today are her grandparents, Dale and Mary; her parents, Tracy and Mike; her sister, Bethany; and her brother, J.D., if they would all stand up in the back, please. Back in March Emalee not only won the State championship for her age division in indoor archery, she also set the State record with 527 out of 600, a new State record, which I believe that she will yet eclipse again, if she has not already. And along with Emalee, they have quite an archery family. Both her younger sister and brother are also involved in archery competition, as are her mom and dad, and they are all going to be down here in Harrisburg in a week or so to participate in the outdoor archery. They have all set records in their age groups and are a great family from rural Pennsylvania. And it is my pleasure to recognize Emalee and her family today. I have known the Lungers for quite some time. Tracy is a teacher at home, and Mike has been a township supervisor and a fire chief. They are superinvolved in the community and with their family, and it is wonderful to host them here today. Thank you, Mr. Speaker. The SPEAKER. I invite Representative Scavello to the rostrum for the purpose of presenting a citation to the Pocono Mountain East High School Chess Team. The gentleman from Monroe County may proceed. Mr. SCAVELLO. Thank you, Mr. Speaker. Wow, I finally got here. In 11 or so years I have not won a championship in anything, and we finally did it, the Pocono Mountain East High School Chess Team, and we did it by beating a school that is always the winner, and that is that Masterman School in Philadelphia. So my buddy back there, we beat Philadelphia to win this championship. So we had to go through Philly. Yes. Thank you. The coach for the team is just an outstanding coach, and he is behind me, Larry Bias, and some of the parents and some of the Parents Association. We have Dan Tartaglione. He is upstairs in the balcony. Anna Crowley is up in the balcony oh, she is back here; excuse me. And Tom Crowley, the vice president, could not be here today. Anne and Steve Quirindongo; Pat Cardini. Just to give you a little background on what they have accomplished. Through hard work and determination, the Pocono Mountain East High School Chess Team captured top high school honors during the kindergarten through 12th grade open in the 2013 Pennsylvania State Scholastic Chess Championship and first place at the Mountain Valley School Conference for the 13th consecutive year. Additionally, the team won top team at the 2012 Philadelphia Scholastic Tournament and placed fourth in the youth 1600 teen chess overall and 2012 National High School Championship under the expert guidance of Coach Larry Bias. The group is split into two teams: Cardinal Chessmen, which is comprised of Andy Weng, Danny Tartaglione, Alex Quirindongo, Nick Cardini; and Captain Crunch and the Serial Killers, which is comprised of Dawid Ryczek and Sean Crowley, David Jackson and Shahid Abdulaziz. Also providing assistance to the team were Dan Tartaglione, Tom Crowley, Steve Quirindongo, and Pat Cardini, and members of the Parents Association. Congratulations to all of you. The SPEAKER. May we give them a welcome, and thank you for your service to our country. STATEMENT BY MS. QUINN The SPEAKER. The Speaker recognizes the lady from Bucks County, Ms. Quinn, under unanimous consent. Ms. QUINN. Thank you, Mr. Speaker. Mr. Speaker, I appreciate the opportunity to introduce members of the Rothwell family, my maternal relatives, and to recognize their service to our country. I also acknowledge the chairman of the Veterans Affairs and Emergency Services Committee, Representative Steve Barrar, for his sincere interest in and hospitality towards my family, as well as Maj. Gen. Randy Marchi of the Pennsylvania National Guard, who is here with us today. Mr. Speaker, last August I felt sad and worried as I sent my 18-year-old off to college. My mother, Mary Lee, shared with me what her mother, Marguerite, told her when my siblings and I went away to school. Nana said, "You are sending her to college. I sent five sons off to war." Well, that comment certainly put things into perspective for me. Here I was upset when I would have the opportunity to stay connected and to be in touch with my child daily, if I wanted, through s, phone, or even Skype. I thought about the courage, the fear, and the pride that my grandparents and the parents of all soldiers must have felt to say goodbye as they sent their children off to parts of the world they knew little or nothing about, to hostile lands, and to accepting these in the name of patriotism. My mother and her brothers grew up in a row home in the West Oak Lane section of Philadelphia, eight people in a threebedroom, one-bath, 16-foot-wide house. Their house was certainly short on space by today's standards, but their home was never short on laughter, music, and love of country. During World War II there were three blue stars in my grandparents' windows. The first represented Bill Rothwell, an Army staff sergeant whose duties took him to New Guinea, Wake Island, and the Philippines. He witnessed the signing of the peace treaty while waiting to enter Japan. During his 3-year stay in the islands, there was no fresh milk or fresh produce. Imagine that. Uncle Bill turns 89 this week, and he is here with us along with all of his siblings. Bob Rothwell, number two, caused a raucous at home when he enlisted in the Army because he did not tell the recruiter about his fractured skull. His determination and dedication helped to get him through fierce combat in Germany. He recalls accompanying German POWs (prisoners of war) through the mountains in December and how the soldiers, Americans and Germans, celebrated Christmas Mass together. Uncle Bob was awarded the Purple Heart as a result of injuries sustained during an ambush attack. Dick Rothwell, the third of the boys to go off to war, had to say goodbye to the love of his life, Helen, when the Army drafted him. He was shipped out to Tokyo, where he was stationed at General MacArthur's headquarters camp and had almost daily contact with the general. No phone calls or computers, but many, many letters. And Helen did wait for Dick, and they married soon after his return. Three of his children are with us today. When the Korean war began, it was Jack Rothwell's turn. Corporal Rothwell spent 2 years in Korea with the Army's 14th Combat Engineers. He was an underwater demolition specialist. There was no blue star banner in the Rothwell family window for Jack. After all, it was not a war; it was just a police action. Right, Uncle Jack? Peace time came, but our military engine kept moving. The youngest brother, Dave, served in the Army and then in the Pennsylvania National Guard. He protected San Antonio, Texas, and recalls that the food was great and the women were beautiful. Families responding to the call of duty were standard in those days. A few blocks away from my grandparents' home was another Rothwell family of 10 children 6 brothers. Larry, the youngest surviving brother, joins us today. His parents, Marie and Frank, said goodbye to four sons in By the end of the war, their window banner had six stars five blue and one gold star for Frank, who never made it home. He was shot down over France and is buried in Normandy. Paul was wounded in the invasion of Saipan. Joe spent 3 years with the Air Force in Italy. Al, a Marine, fought on Iwo Jima and participated in the invasion. John spent 4 years in China, and Larry was a radioman, second class, in the Navy. He kept everyone at home safe serving on a minesweeper in the Atlantic Ocean, patrolling from Cape May to Miami. These men, members of the Greatest Generation, did not stop there. Their patriotism was instilled in the next generation, and it was their turn to say goodbye and to send their children off to war. Bob's son, my cousin, Stephen, was a corporal in the Marines and served in Vietnam from '68 to When his company was overrun by sappers, Vietnamese suicide special forces, he became critically wounded. My cousin tells me that when she and the family went to meet Stephen when he was finally released from a hospital in Japan, he was 90 pounds and bent over. In addition to receiving a Purple Heart, as his father did, Stephen was highly decorated but teases that his favorite medal was his Good Conduct Medal because the nuns would never have believed he would earn that. Grace Rothwell, one of Stephen's sisters, was the first female Rothwell in the family. She served in the Navy. United States Capt. Bill Rothwell's 30 years of service began with deployment to the Persian Gulf during the Iranian hostage crisis. He completed his final assignment in 2010 as vice commander of the Navy Net-Centric Warfare Group. John's son, John Rothwell's Navy service in electronics and sonar systems brought him to 12 countries, including time spent in Guantanamo Bay. Our soldiers continue to be deployed. Though technology and warfare has certainly changed, the concerns, fears, heroism, and patriotism remain a constant. For this, we are all grateful.

This nation will remain the land of the free only so long as it is home to the brave, and the brave are not only those wearing uniforms but also the families that infuse a sense of patriotism in their children. Today I rise with great sadness but with great pride to honor a brave sailor who died in a military training accident on March 28, United States Navy SEAL (Sea, Air, and Land), Brett David Shadle, who was 31 years old, was killed when he and another SEAL collided in midair during a parachute jump over the rugged desert of southern Arizona. Brett enlisted in the U.S. Navy in July 2000, attaining his goal of following his brother into Navy service. The following year he completed his SEAL training and was assigned to his first unit in early During his military service, Brett completed many deployments around the world, including Afghanistan and Iraq, in support of the Global War on Terrorism. He was a highly decorated Navy SEAL, having earned two Bronze Star Medals with Valor and several service ribbons. The Elizabethville native was a 2000 graduate of Upper Dauphin Area High School, where he starred on the basketball and soccer teams. Brett was laid to rest with full military honors at Arlington National Cemetery on May 3, Mr. Speaker, as we stand here today and honor the memory of U.S. Navy SEAL Brett Shadle, I am personally thankful that there are still young men and young women who share in the sense of national duty and patriotism by willingly serving their country. They put their lives on the line to defend our freedoms and those of people around the world. Brett was a man of honor, and I am sure he will forever be remembered for the ultimate sacrifice he gave to our nation. His family was extremely proud of Brett's career as a Navy SEAL and his dedication to serving his community, the Commonwealth, and our country. Mr. Speaker, we share in the grief of Brett's family members, who are with us today. Please accept our condolences for your loss. Brett was a fine sailor, and we were so proud to have him protecting us. In addition to the resolution we vote on here today, we will be presenting a flag that flew over the Capitol on the day of his burial to the Shadles.
