THE SPEAKER (MIKE TURZAI) PRESIDING PRAYER The SPEAKER. The prayer today will be offered by Father Michael Varvarelis. He is with the Holy Trinity Greek Orthodox Cathedral in Camp Hill and is a guest of Representative Sheryl Delozier. FATHER MICHAEL VARVARELIS, Guest Chaplain of the House of Representatives, offered the following prayer: I would like to thank the Speaker of the House for his great hospitality and hope that you all enjoy a fruitful and meaningful session. May your sessions always be protected and rewarding. Let us pray: Dear Lord, as I have the special honor and privilege to offer the opening prayer for the session of this blessed body of the House of Representatives of our great State of Pennsylvania, I would like to ask You to protect and guide each one of them and their families. I would also like to thank You, Lord, for providing us with these 203 bright, energetic, and motivated members of the House to lead our Commonwealth and keep us safe, ensuring our progress and also introducing initiatives that motivate and benefit all of us, the residents of this State of Pennsylvania. Moreover, we express our gratitude to You, Lord, on this special day, during which we celebrate the 196th anniversary of Greek independence. I wish to express to this honorable body on behalf of Holy Trinity Greek Orthodox Cathedral and the entire Greek community of the Greater Harrisburg area and our State our deep appreciation for honoring today the victorious struggle of the Greek nation for independence that happened in Back then the Greeks trusted and believed in the principles of freedom, justice, and faith to You, Lord. They regained their freedom after 400 years of slavery. Then they were able to freely worship, to freely speak, to use their language, and to be able to protect, care, and provide for their families without the fear of their young sons being taken away from their families to the army training camps of their oppressors. Especially today we also pray and ask You, Lord, to always protect our homeland of America from any danger of terror, envy, and disorder. Please continue to provide us with the guidance of these Representatives being proactive in keeping us safe, developing laws, voting on necessary bills, and making decisions to ensure our progress and future well-being. Finally, we ask that You bless each one of our Representatives and guide their work in benefiting our people in our great State of Pennsylvania. Amen. CANON-McMILLAN HIGH SCHOOL GIRLS SOCCER TEAM PRESENTED The SPEAKER. Representative Brandon Neuman and Representative Jason Ortitay are invited to the rostrum for the purpose of presenting a citation to a championship team that I think has traveled at least 3 1/2 hours to get here today and has a long trip back. So I would certainly appreciate it if everybody would please take their seats and give them your undivided attention. All members, please take your seats. If any staff members have any conversations, please take them off the floor and into the anterooms. Representative Neuman, you may proceed. Mr. NEUMAN. Thank you, Mr. Speaker. I stand here as a proud alum of Canon-McMillan. We are honoring today some really significant individuals, young women that are student athletes, great students and great athletes, and I will get to that in a little bit. But this soccer team did something that in western Pennsylvania and Canon-McMillan history we have not done before, and it is a great honor for me to have them here today. They are joined by their coaches. We have head coach Dave Derrico, assistant coach Larry Shaw, and assistant coach Kristen Povirk. They are also joined by the principal of the high school, Dave Helinski and the athletic director, Frank Vulcano. Most importantly, we have these young women here that took a day out of school to come to be honored today for the significant game that they won in the championship against I am sorry to one of my colleagues, at least Central Bucks South. Canon- McMillan beat them in overtime 1 to nothing in a great game in Hershey, so we are very proud of Canon-McMillan. On the rostrum today we have the four captains. They are seniors. Aideen O'Donoghue she is a captain who is going to continue to play soccer in college at the University of Pittsburgh, and the University of Pittsburgh is also here today, so get used to seeing this young woman. She is going to be a significant athlete and a significant student at the University of Pittsburgh. We have Sabrina Bryan. She is a captain, a 4-year letter winner. She had 94 goals and 64 assists in her high school career. She is going on to play soccer at Hofstra University in New York. We have Isabel Schiedenhelm, who is going to play lacrosse at the University of Mount Union in Alliance, Ohio. We have Cheyenne Trest, who is also a captain, and she is going to play basketball at Seton Hill University in Greensburg, Pennsylvania. So as you see, we have some young women here that are very impressive not only on the field, not only on the soccer field and on the basketball court and lacrosse team, but they are great student athletes. Canonsburg and Canon-McMillan are very proud, and I am joined here today with Jason Ortitay, with whom I share this school district, and we are here to say congratulations and that Canonsburg, North Strabane, and Cecil your community is very proud of you. So if you could rise for some recognition, we would greatly appreciate it. I was explaining to these young women to enjoy the moment, enjoy these memories, and I think the seniors appreciate this more, maybe, than the underclassmen. These moments do not happen every year. They just do not come. So any team that wins a State championship is very significant here in the Commonwealth, and I am proud to be here and I want to thank the Speaker for always taking the time to recognize these significant moments in Pennsylvania history and these significant moments for these young student athletes, and they will remember these moments here in the Capitol. So thank you, Mr. Speaker. The SPEAKER. Congratulations, young ladies. That is outstanding. We are going to open the doors real briefly. This team is now going to be headed over to the Senate. CUMBERLAND VALLEY HIGH SCHOOL VARSITY CHEERLEADERS PRESENTED The SPEAKER. We do have another championship team to honor. Representatives Greg Rothman and Stephen Bloom are going to come up to the rostrum, and Dawn Keefer and Keith Gillespie. Dawn Keefer. I thought I saw Keith right in that crowd, too, but not so. Sorry, Keith. Representative Rothman, just wait until we clear the chamber for a second and then we will start. The Sergeants at Arms, I would ask that you close the doors. Members, I would ask you to please take your seats. We have an outstanding group of young ladies who won a championship, so everybody please take your seats. Representative Greg Rothman, the floor is yours, sir. Mr. ROTHMAN. Thank you, Mr. Speaker. On behalf of myself, Representative Bloom, and Representative Keefer, we are honored, truly honored to be able to recognize this amazing team and its very talented coaches. These Cumberland Valley High School Varsity Cheerleaders have demonstrated a commitment to excellence The SPEAKER. Representative Rothman, just suspend for a minute. Members, if you could, if there are any other conversations, you are welcome to take them off the floor. I know there is important work to be done, but at the time being, I would like to give everybody the attention to these young ladies. If everybody could please take your seats. Representative Rothman, I apologize. Mr. ROTHMAN. Thank you, Mr. Speaker. The Cumberland Valley High School Varsity Cheerleaders have demonstrated a commitment to excellence and a dedication to achievement. These competitors have worked hard to reach great heights. The Cumberland Valley High School Varsity Cheerleading Team has established a tradition of accomplishment. This is the team's fourth straight championship since 2013, but as any competitor will tell you, past accomplishments do not guarantee future success. Victory is earned with each new session and every individual competition. In fact, after enjoying so much success, some teams might be complacent, but I do not think you have to worry about that

5 2017 LEGISLATIVE JOURNAL HOUSE 281 with the Cumberland Valley High School Varsity Cheerleaders. This team no doubt benefited from the tremendous experience and leadership of its nine senior class members, but it also has nine juniors, six sophomores, and eight freshmen. It sounds to me like this cheerleading team will have a strong core of competitors for years to come. While the future of Cumberland Valley High School and I might add, my alma mater and its cheerleading future looks bright, we are here to focus on the present. After thorough competition this team and its coaches have separated themselves from all others by earning the title of State champions. So I ask you to join myself, Representative Bloom, and Representative Keefer in applauding this great accomplishment, and I would ask that the cheerleaders be recognized behind me and standing in the back. The SPEAKER. The Sergeants at Arms will open the doors. The cheerleaders have to head over to the Senate. We always think they are so wise to come here first. GUESTS INTRODUCED The SPEAKER. They are organizers of the Women's March that took place in Philadelphia this past January, and they are the guests of Representative Brian Sims. Welcome to the hall of the House. In the rear of the House and also in the gallery, because we have some guests in both locations, Representative Jordan Harris has invited members of Alpha Kappa Alpha Sorority. This organization is the first Greek-letter sorority established by African-American college women, and leading the delegation is Toni Kendrick, regional director of the Great Lakes region. HARRIS The SPEAKER. Representative Jordan Harris, you are invited to speak on unanimous consent, sir. Mr. J. HARRIS. Thank you, Mr. Speaker. Mr. Speaker, I just wanted to rise. I am a member of Phi Beta Sigma Fraternity, Inc., and today under my blue suit I have on pink and green in honor of the ladies of Alpha Kappa Alpha Sorority. But I wanted to make mention that arguably the highest ranking African-American woman in our State government is with them and she is a member of Alpha Kappa Alpha Sorority. So I think we would be remiss in this chamber not to recognize Gladys Brown, who is the chair of the Pennsylvania Utilities Commission here in Pennsylvania. She is a member of Alpha Kappa Alpha Sorority and one of the highest ranking African-American women in our State government. Thank you, Mr. Speaker. The SPEAKER. Thank you, Representative Harris. As many of you know, today is University of Pittsburgh Day here at the Capitol, and in the rear of the House, the Chair welcomes students from the University of Pittsburgh's Institute of Politics who are spending the day with members of this august body for the day. So today I would like to first introduce whom we have here with us before I make a few remarks. We have a number of people sitting in the back as well, but I would like to welcome and I was joking with them because they are challenging me today, but I have been practicing, so hopefully

Nestoras Vargemezis, we have Anthony Drakos, we have Dr. Michael Billys, we have Tom Paparoidamis, and last up here we have Alex Barlamas. And as I mentioned, we have a number of great people sitting in the back that are joined with us today. But I rise today to thank my colleagues for the unanimous vote designating March 25, 2017, as "Greek Independence Day" in Pennsylvania, with HR 158. I also would like to thank the members of the Holy Trinity Greek Orthodox Cathedral in Wormleysburg who are here today to witness this vote. The cathedral, which is located in my legislative district, is an important part of my community. It holds annual festivals each spring that draw thousands of people, and there is mouthwatering homemade Greek cuisine, Greek arts and crafts, Greek dancing, and tours of the ornate cathedral. And I encourage everyone that is here in May, as we all will be, to attend May 19 through 21, and I will say that with all of our community events, this is the one event my son makes sure he attends with me. So March 25 is a significant date in Greece's history. It is the day the nation celebrates the start of the War of Greek Independence of Nine years later, in 1829, with the treaty signed, an independent Greece was established. March 25 also is the day that the Greek Orthodox Church celebrates the Archangel Gabriel to the Virgin Mary, as it is exactly 9 months before Christmas. Greeks have played an important role in Pennsylvania and United States history. About 3 million Greek-Americans have kept traditions from the motherland alive here and have made significant contributions to many businesses and industries. Greece also was the birthplace for democracy which we now govern today. Without its influence, who knows what our country would look like now. In addition, the Greeks played a key role in modern western philosophy through Socrates, Plato, and Aristotle. Another factoid which you may not realize is that one-third of the English language is Greek. With all of the impact Greeks have had on our everyday lives, it is only appropriate that we pause for a few moments to pay tribute to their history. In conclusion, we thank the Greeks for their contributions and recognize their independence day. You have such a positive influence on the United States. Thank you. Zito Hellas. The SPEAKER. It is a pleasure to be here with my colleagues to recognize Greek Independence Day, and also I want to thank all of the Greeks who are joining us today, the Greeks and the Greek-Americans who are with us. The resolution that I am here to speak on is Greek-American Heritage Month, and the Greeks throughout America's history have provided a great deal of inspiration. A great deal of cultural additions have been provided because of their contributions, and I want to recognize the members who are here today. We have a lot of Greeks and Greek-Americans with us, but a number of them are also members of the Order of AHEPA and I am the president of the Lehigh chapter of AHEPA but we have a number of brothers from across the State. AHEPA is the American Hellenic Educational Progressive Association. We take up many philanthropic causes across the State and provide scholarships to young individuals who are going off to college. Now, Pennsylvania was built on the premise of welcoming people from all over the world to come and build a life here free from tyranny. As a result of William Penn's vision, today in Pennsylvania we have more than 1.3 million people of Greek ancestry who call the Commonwealth home. Greek-Americans are proud of their heritage and have passed their traditions and loyalty to the United States on to new generations of Greek-Americans. In fact, throughout the 20th century, Greece was one of only three nations to ally with the United States in every major international conflict, and to this day, the Greek nation remains a reliable strategic partner and steadfast ally of the United States. The contributions of Greek-Americans are enumerable, and in order to commemorate the important role Greek-Americans continue to play in our economic and cultural development in the Commonwealth, I introduce the resolution designating March as "Greek-American Heritage Month" in Pennsylvania, and I want to thank all of my colleagues for their support. Thank you, also, for being here as guests. Please come up and we will take some photos. STATEMENT BY MR. MURT The SPEAKER. Representative Thomas Murt is recognized on HR 101. Mr. MURT. Thank you, Mr. Speaker. Mr. Speaker, according to the American Heart Association, up to 2 million Americans are affected annually by deep vein thrombosis, more commonly known as blood clots, yet most Americans, 74 percent, have little or no awareness of the potential problems caused by deep vein thrombosis. Mr. Speaker, this is why HR 101 is so important. Deep vein thrombosis remains one of the most commonly occurring and serious medical conditions, yet it has not received the same attention as heart attack or stroke. The public is not as educated about the potential health risk of deep vein thrombosis, nor its symptoms. It is critical that the public recognize these symptoms so they can seek urgent medical help when necessary. Mr. Speaker, it is estimated that every minute, at least one person in the United States develops a blood clot in a deep vein, usually in the leg. If left untreated, part of a deep vein thrombosis can break off and form what is known as a pulmonary embolism, a blood clot that travels to the lungs. At least every 5 minutes, someone dies from a pulmonary embolism. Mr. Speaker, blood clots can affect people of any age and health status, and this is why it is so important that we declare March "Deep Vein Thrombosis Awareness Month" in the Commonwealth of Pennsylvania, because by raising awareness, we will be saving lives. Ten years ago, when I arrived here as the Representative from Adams County, which is the home of Gettysburg I like to say, where America was saved I was invited to this Civil War ball, which I knew absolutely nothing about, and I thought, well, you know, if it is a Civil War ball, I should be here. So I showed up and I met a gentleman at that time by the name of Representative Harry Readshaw. One of the things that he told me is that on the battlefield, all the States must maintain and repair their own monuments. As you will notice when we go through the budget, you will not find a line item there to maintain the monuments for Pennsylvania on the battlefield. Harry took the lead on this 20 years ago and started an endowment fund for the maintenance and repair of these monuments, and I will tell you, a better ambassador for Gettysburg and the battlefield you will not find. Harry is truly a true friend and a patriot. I would like to actually turn this over to Harry right now because this was Harry's project. Harry started it, Harry deserves the credit for it, and Harry should speak on it. I want to commend Harry Readshaw for what he has done with this Gettysburg battlefield monuments project, and I would like to call him to the microphone now. STATEMENT BY MR. READSHAW The SPEAKER. Representative Readshaw. Mr. READSHAW. Thank you, Mr. Speaker. Before I say a few words, I would like to introduce some guests. They are to my left: Larry and Annette Keener-Farley, and the gentleman in the stovepipe hat is Governor Curtain, and

On April 20, 1997, we began the Pennsylvania Gettysburg Monuments Project by resolution, and at that time, like so many of you, and I am sure you can equate to this, I simply read an article in the Pittsburgh Post-Gazette which indicated about the disrepair of the Pennsylvania monuments and including all the monuments at the Gettysburg national battlefield. And like so many of you, at the time I thought something should be done little did I know it was going to be me. So on April 20, 1997, we, by resolution, as I said, began the Pennsylvania Gettysburg Monuments Project, and it has been quite a journey. To begin with, our goal was in working with the National Park Service to repair, restore, and preserve 146 regimental markers at the battlefield which were in need of repair. And here we are 20 years later and our effort now is to endow those monuments at the Gettysburg battlefield which are not endowed. And here again I would like to emphasize our interaction with the National Park Service. When we originally began the project, they told us that we had to raise $184,000 to repair, restore, and preserve those monuments that needed such activity. We accomplished that, and now, as so many of you have experienced, you accomplish something and you say, well done, but the Civil War community and the reenacting community came to me and said, "We should endow those monuments which are not endowed." So we called the National Park Service, and they informed us that we needed $500,000 to endow the monuments that were not at that time currently endowed. So we raised $184,000 to repair, restore, and preserve. We are now at under the $500,000 figure; we are around $400,000 that we have raised for endowing those monuments at the Gettysburg battlefield. We refer to them as "icons of freedom," and the challenge is for us to preserve these monuments and endow these monuments for future generations so they indeed can understand and preserve the history not only of Gettysburg, but the part of Pennsylvanians in the Civil War. So it was my idea, but I cannot take all the credit, because as you well know, along the way and as we take this journey, no matter what it might be, we have many, many people that assist us. At the time we challenged every school in the Commonwealth of Pennsylvania to do book readings, 5K races whatever they thought appropriate. I want to mention two groups which have been very, very, not only supportive, but annually have activities that raise funds. One is the Victorian Dance Ensemble, who will have a Civil War ball here in the rotunda next Saturday. They have been with us raising funds for 14 years. And the ABATE (Alliance of Bikers Aimed Toward Education) motorcycle group; they have been with us in September when we take our annual ride from Harrisburg to Gettysburg. I do not want to stand before you and belabor the point. I am honored that this resolution is presented and I honor and respect and thank Representative Moul for his remarks. So I encourage you, if you have interest in assisting in this effort, to please contact me, speak to me and the Gettysburg Battlefield Preservation Association who, when we established this, was the nonprofit which was needed and happens to be the oldest preservation group in the country. They act as a nonprofit, where all the money goes through and eventually repair and restoration went to the National Park Service, and right now we are endowing these monuments for future consideration. So I thank you for your attention, I thank you for Representative Moul's remarks, and I thank you, Mr. Speaker.
