Adoption of agenda DEVE(2015)1012_1 The agenda was adopted as shown in these minutes. 2. Chair s announcements The following announcements were made: On Thursday, 15 October, from 9:00 to 10:30, the Committee on Development will vote jointly with AFET on a shortlist of three candidates for the Sakharov Prize On Monday 19 October the Committee on Development will have an extraordinary meeting with Commissioner Mimica for the presentation of the new green paper on Post-Cotonou. 3. Approval of minutes of meeting of: 3 September 2015 PV PE v01-00 The minutes were approved. 4. Adoption of Coordinators' decisions and recommendations DEVE/8/01663 Consideration and adoption of Coordinators' decisions and recommendations of 22 September 2015 The decisions and recommendations were adopted (See Annex). First panel. Assessment of the level of accomplishment of the Millennium Development Goals Chair and moderator Mr Davor Ivo Stier, MEP Mr Davor Ivo Stier, rapporteur of the European Parliament report on the EU and the Global development framework after 2015 and Mr Marc Angel, Chair of the Committee on Foreign and European Affairs, Defence, Foreign Aid and Immigration (Chambre des députés, Luxembourg) made an introductory statement on successes and failures in the implementation of the Millennium Development Goals. 15 2. DEVE Strategic Priorities: decision on how to proceed Decision On the priorities selected by Coordinators, the following decisions were taken to carry work forward. Follow-up of the Sustainable Development Goals The decision on work will be postponed until after the Committee delegation to New York and further information is received from the Commission on its report on the subject in Spring of Possibilities to consider at that time will be an exchange of views or Hearing on the subject, or an annual exchange of views to provide continuing follow-up. Administrator: Moura Root causes of migratory flows and the development policy response The S&D group will make a proposal to the next Coordinators' meeting on how to move forward with this priority, including links to the newly-established EU Emergency Trust Fund for stability and addressing root causes of irregular migration and displaced persons in Africa. Administrator: Bilquin Promoting good governance and combatting illicit capital flows in developing countries On good governance, the work could begin with a study on initiatives currently being taken by the Commission to promote this in developing countries. On illicit capital flows, the ECR groups will make a proposal for the next Coordinators' meeting on how to examine the traceability of illicit funds reaching EU countries, following consultation with Elly Schlein, who was rapporteur on the report on tax avoidance and tax evasion Administrator: Stubbs Global health and access to medicines Coordinators agreed to hold a hearing in the first half of 2016 on the subject of "Towards a universal health care system: a cure to inefficiencies" (see agenda-item 3). It will be presented to DEVE by VP/HR Mogherini and Commissioner Mimica probably at an extraordinary committee meeting on 19 October. 17 - Other missions a) Urgent ad hoc mission to Greece - visit one of the "migration hotspots" Decision In the light of recent debates in DEVE and in plenary on the subject of migration, and the recent DEVE mission to refugee camps in Turkey, Coordinators decided not to request a further mission to one of the Greek islands. b) Proposed ad-hoc mission to Syria Decision Coordinators decided to bring to the attention of the Chair of the Delegation for Relations with the Mashreq Countries, who proposed this mission, their reservations concerning the practical feasibility of organising it. Administrator: Stubbs c) Mission to the third United Nations Conference on Housing and Sustainable Urban Development to be held in Quito, Ecuador October 2016 As this conference takes place in the second half of the year, Coordinators took no decision on it at this time. 5.
