1 EUROPEAN PARLIAMT Committee on Civil Liberties, Justice and Home Affairs LIBE_PV(2014)0924_1 MINUTES Meeting of 24 September 2014, and and 25 September 2014, BRUSSELS The meeting opened at 9.05 on Wednesday, 24 September 2014, with Claude Moraes (Chair) in the chair. 1. Adoption of agenda The agenda was adopted with the inclusion of the following agenda point on 24 September at 17.30: Presentation by the rapporteurs and a vote on the decision on the opening of negotiations for the following 4 pieces of legislation, further to Rule 73 of the Rules of Procedures: Europol, (2013/0091(COD)), Mr DIAZ DE MERA Transfer of funds 2013/0024(COD), Mr KIRKHOPE (together with ECON Committee) Money Laundering (2013/0025(COD), Mrs SARGTINI (together with ECON Committee) Fight against fraud (2012/0093(COD), Mr LOPEZ-AGUILAR, (together with CONT Committee) 2. Chair s announcements The Chair indicated that interpretation in Danish, Latvian and Croatian was not available for this meeting. PV\ doc PE v01-00 United in diversity

2 The Chair informed that the request made by the ALDE Group concerning a written question to the Commission on the attacks on civil liberties and the rule of law in Hungary (E /14) tabled on 23rd July by Ms WIKSTRÖM, together with Louis MICHEL, Jean- Marie CAVADA, Gerard DEPREZ and Nathalie GRIESBECK, will be discussed at the Coordinators' meeting of 25 September. Further to Rule 205 of the Rules of Procedures the Chair submitted the following Coordinators' recommendations: Reconfirmations of Rapporteurs (Rule 229 of the Rules of Procedures - unfinished business): In their meeting of 15 July, LIBE Coordinators agreed on the following two principles: 1. Former rapporteurs who have been re-elected and are still members of the LIBE Committee are re-appointed (as was done at the beginning of the previous legislative terms). 2. Groups keep the reports of the Rapporteurs who are no longer LIBE Members. In that case Groups have been asked to designate new Rapporteurs as soon as possible for the most urgent files. The following Rapporteur is appointed: Ms LUNACEK (Greens/EFA) on the "Directive on equal treatment: implementing the principle of equal treatment between persons irrespective of religion or belief, disability, age or sexual orientation" 2008/0140(APP) The following Rapporteurs are appointed on new pieces of legislation: Mr HORTEFEUX (EPP) on "Establishing a touring visa and amending the convention implementing the Schengen Agreement and Regulations (EC) No 562/2006 and (EC) No 767/ /0095(COD) (Visa package) Ms GÁL (EPP) on the "Regulation establishing a European Union agency for law enforcement training (Cepol), repealing and replacing the Council Decision 2005/681/JHA" /0217(COD) The Committee endorsed these recommendations. 3. Communication from the Commission to the European Parliament and the Council: 5th Annual Report on Immigration and Asylum (2013) LIBE/8/01163 Presentation by the Commission Ms Corrado, Head of Unit Home B1, DG Home (European Commission) presented the report. Visser, Executive Director European Asylum Office (EASO) Mr Visser, Executive Director of EASO presented the annual report.
