Agriculture wrk permits issued by cperatives are 14,126. In the agriculture sectr, wmen cnstitute 13% f the frmalized labr frce. Exemptin t prduce a health certificates in rder t btain a wrk permit will cntinue at least until April with the cnditin f the validity f an MOI card. A decisin is yet t be annunced by the Prime Minister fr further exemptin fr the grace perid pst April 2017 alng with the health certificate. Ministry f Labur has instructed all directrates in cuntry t allw Syrians wh have a residence in camp t btain wrk permits. ILO Certificatin f Prir Learning prgramme The bjective f the prgramme is t facilitate t frmalize wrk in the cnstructin sectr and t supprt Syrians certify pre-existing skills. The certificate shuld allw fr registratin in Scial Security and btaining a wrk permit at a later stage withut a direct emplyer discussins with ML are under way. There are tw ptins: licencing a business thrugh a municipality r having wrkers register in scial security as self-emplyed. Objectives: T give the pprtunity t 2600 beneficiaries f the prject (Syrian and Jrdanian) t wrk in the cnstructin sectr in Amman, Irbid, Zarqa and ACTION POINTS - Access the ML/ILO presentatin here. - Access ILO s methdlgy and full presentatin here. 1

2 Mafraq gvernrates t accredit their prir learning by accessing t CAQA (Center f Accreditatin and Quality Assurance) Frmal Skill Test; Develp a pilt mdel methdlgy fr accrediting migrants prir learning where it can be adapted and applied in a similar cnditin elsewhere. Anther idea that is being develped is fr the ILO t establish a placement agency within the Cntractr s Assciatin t match jb seekers and cntractrs; this wuld allw with bth Syrians and Jrdanians t have better access t emplyment infrmatin. UNHCR is wrking with SRAD n details fr a mechanism that will help mnitr the exit as well as use the wrk permit as a an authrizatin t leave. After this mechanism is established, UNHCR and the ILO will set up an emplyment ffice staffed by agricultural cperatives t regularize everyne wrking in the agriculture sectr; after which emplyers in ther sectrs can use the emplyment centre fr jb fairs. The frthcming Syria Cnference will take place n 4-5 April in Brussels. The cnference will discuss: humanitarian access and respnse inside f Syria, supprting resilience t neighburing cuntries; future supprt and plitical slutins. Key messages are being discussed by dnrs and the UN system. It was fund that there are a lt f jbs which are minimum salary, in factries with varius prductins. The discussins between garment sectr and dnrs cntinue als n investments fr satellite factries t be set up near the camps as a pssibility which wuld reduce the wrking hurs/transprtatin csts and wuld pssibly attract mre refugees t wrk in the sectr. - Agencies wh are wrking in direct matching f jbs t cntact sectr chair t harmnize appraches/lk int slutins. This was in rder t remind refugees f the deadline fr the grace perid. A new rund will be sent sn. Decentralizatin fr Livelihds crdinatin: UNHCR and DRC chair/c-chair the Livelihds and basic needs meeting in Azraq Camp. UNHCR and Acted chair/c-chair the Livelihds and basic needs meeting in Za atari Camp. UNHCR Irbid Field Office is wrking n Livelihds in the nrth. Livelihds Wrking Grup meeting t return t its traditinal date/time; first Thursday f each mnth at 9:00-11:00. All agencies agreed that there is a need t have a mre harmnized apprach t matching and especially t data management; ILO pilt n e-training: ILO is pilting an e-training curse fr Syrian refugees n labur rights, scial security and wrk permits prcedures as well as ccupatinal safety and health. Access t the curse will be thrugh mbile phnes. Pilt target is 500 Syrians. - Cncept nte t be sent at a later date. - LWG meetings will have a brief regarding matching at every meeting. IRC: IRC t establish an emplyment hub fr jb matching. Lcatin is still nt identified. IRC is pilting different mdels t target different challenges that IRC has fund thrugh a survey. Challenges fund are child care fr wmen and transprtatin fr men. IRC will address these tw challenges thrugh pssibly prviding incentives fr child care and transprtatin. Increasing wmen s participatin in the wrkfrce is a pririty. - 3
