1 Minutes of the meeting of District 201C2 Cabinet, held Friday 9 October 2015, at Tatachilla Lutheran College, 211 Tatachilla Road, Tatachilla, from 1.15pm. 1. Welcome: DG D. Thomas thanked the lunch catering team from Lions McLaren District. DG Dave Thomas introduced and welcomed International Director Eric Carter, Council Chairman Phillip Johnson and District Governor C1 Rob Royal. DG Dave Thomas presented 100% Club Secretary awards to 1VDG Bryan Hearn and PDG Lyn Sparnon. Immediate Past DG Ron Sargent presented a District Governor Appreciation Certificate to District Treasurer Frank Simpson. 2 7. Ratification of the Minutes of the Cabinet meeting held 25 July 2015: That the minutes of the Cabinet meeting held 25 July 2015 be ratified. T. Kimber/G. Baker CARRIED 8. Business Arising from the Minutes of the 25 July 2015 Cabinet Meeting: Nil 9. Executive Reports and Recommendations 1. District Governor s Report DG Dave Thomas District Governor commented: National Australia Bank is withdrawing their sponsorship of the Lions Youth of the Year program. Join Together Program. Proposed licence fee to raise funds in lieu of Category B Projects and cost of the licence. Centennial Grants Program. 2. First Vice District Governor 1VDG Bryan Hearn 3. Second Vice District Governor 2VDG Judy Glastonbury 4. Immediate Past District Governor IPDG Ron Sargent Nil. 5. Cabinet Secretary Cheryle Pedler 6. Cabinet Treasurer Frank Simpson Cabinet Secretary Frank Simpson commentated that there is now only one club outstanding and not the two as reported. 7. Constitution and By Laws Chairman PDG Graham Smithers PDG Graham Smithers commented: A proposed amendment to the District Constitution Article 9.5, is a notice of motion at the convention. Amendments to our Constitution and By-Laws and the changes to be introduced following the passing of several motions in Hawaii in June. These changes relate to Club and District election procedures. These changes will not take effect until they are duly passed in Echuca next year and then we won t really be affected by them until the following Lions year. There are to be several mandatory sections included as to time frames for nominations and elections and as to how the nominations and election committees are comprised. Furthermore a of review procedures is also being put in place. Effective date

3 That the Executive reports are received. 10 Reports from Zone Chairs and Lioness Liaison G Smithers / B. Hearn CARRIED 8. Zone 1 PDG Jim Hilder PDG Jim Hilder identified the need for club officer training in the Northern Territory. DG Dave Thomas advised that the proposed Go To Meeting program will address this need and disadvantage. 9. Zone 2 Mignon Williams Not received. 10. Zone 3 Carolyn Kilpatrick Carolyn Kilpatrick identified an issue with some club officers having difficulty with accessing and operating MyLCI and training is needed. 2VDG Judy Glastonbury was thanked for her assistance in this matter. The need for additional training is noted and will be actioned. 11. Zone 4 Ian Dunbar Ian Dunbar reported on progress made by the Lions Club of Bordertown in inducting four new members which amounts to a 60% increase in membership. DG Dave Thomas advised that a further new member is to be inducted. 12. Zone 5 Roy Hodgson Roy Hodgson commented on the recent increase in the membership of the Lions Club of Strathalbyn, which now stands at 18. PDG Trevor Jacobs commented on the forfeiture of the Lions Family Membership discount on account of the MD 201 Lions population falling below 27,000. DG D. Thomas confirmed this change. 13. Thomas commented on the success of the Lions Club of Penola 50 th Anniversary celebration. 18. Zone 13 Allan Maddocks

4 Allan Maddocks reported that Lions Club of Pinnaroo has inducted two new members. 19. Zone 14 Geoff Baker 20. Lioness Liaison Janet Bellinger That the Zone Chairperson and Lioness Liaison Reports be received G. Baker/ M. Allinson CARRIED 11. Reports from the District Chairpersons and Co-ordinators Administration and Public Relations team 21. Assets Ted Laffin DG Dave Thomas advised that there are three District property articles are unaccounted for and assistance is needed to identify their location. 1 Data projector 2 Tripod screen 3 Portable sound system G. Baker advised LC Buronga has a Leos gong and a partial flag set. 22. Alert / Emergency PDG Graham Smithers PDG G. Smithers advised that the next S.A. Government Emergency Alert Meeting is schedules for Centennial Projects Melinda Fogden That the submission of the expression of interest to S.A. Motor Sport Clipsal is due Friday next week following 15 months of meetings. That District C2 pays $100 toward administrative expenses incurred in developing the expression of interest to S.A. Motor Sport Clipsal. M. Fogden/ M. Allinson CARRIED 24. District Convention 2015 PDG Lyn Sparnon Convention Chairperson PDG L. Sparnon reported that 262 are registered for the District Convention. DG Dave Thomas thanked PDG Lyn Sparnon for her leadership and organisation of the Convention. 25. District Convention 2016 Greg Davis Reminded delegates to visit the stand convened by the Victor Harbor Port Elliot Lions promoting the 2016 District Convention. 26 DG Newsletter Theresa Andrew No report 27. Information Technology Wilf Nitschke

5 That this District purchases an annual license for GoToMeeting through the organisation Connecting Up at a cost of $360 per annum. B. Hearn/ H. Tillyer CARRIED 28. ACSO, Public Relations, PDG Corinne Stone Awards Harry Tillyer H. Tillyer advised that the ACSO Premier s Award luncheon will be held on Sunday at the Glenelg Golf Club. Furthermore, Lions clubs have nominated a majority of the submitted projects. That the Administration and Public Relations team reports be received J. Glastonbury/ D. Virgo CARRIED Health Team 29 Australian Lions Foundation PDG Ron Pascoe DG Dave Thomas reminded Cabinet Officers that the ALF Dick Smith Community hardship grants are still available. LC Karoonda had recently received such a grant to assist a local resident. There is $600,000 still available for these grants. 30. Christmas Cakes, Mints & Fudge Tony Matthews Chairman T. Matthews commented on the promotion by TFM Marketing and suggested that clubs consider the substantial advantage to Clubs, District and Multiple District provided by the Top Taste contract arrangements, when making a purchase decision. District C2 receives approximately $8000 from Cake sales. 31. Christmas Cakes, Mints & Fudge NT Ken McAloon No report 32. Lions Clubs International Foundation / PDG Trevor Jacobs Lions Eye Health Program PDG T. Jacobs commented on the LCIF budget for donations. District C2: Budget $US36, 000 Actual $US28, 781 and the budget for is $US38, 000. LCIF has an ongoing need for funds to support disaster events and the refugee crisis. T. Jacobs reminded delegates that the funds donated to the Refugee Fund qualify for the Melvin Jones Fellowship Program. In making such a donation it must be specified that the funds are for that purpose. The Lions Australia LCIF budget is $US 607,000. Zone Chairpersons are requested to promote support of LCIF when visiting clubs. T. Jacobs advised that he was prepared to attend Zone meetings to promote support of LCIF. In response to a question from 2VDG J. Glastonbury, delegates were advised that Australian Coordinator of the Melvin Jones Fellowship Program is Past District Governor George Barnard OAM. All MJF enquiries should be directed to PDG G. Barnard. Details page 175 Lions Australia MD Directory It was suggested that these details be promulgated to all Club Secretaries. DG Dave Thomas advised that Rob Winter has been appointed to the District C2 Lions Eye Health Program.

Australian Lions Children s Mobility Foundation Christine Woodrup 35. Australian Lions Drug Awareness Foundation Tom Kimber DG Dave Thomas advised that the conversion of the Lions Quest Program is a work in progress and expects it to be available in In response to a question delegates were advised that the video on Ice was available on the ALDAF website as a download. C. Woodrup suggested that given the Ice problem is such a community issue, the resources on the web site should be available at no charge to all users. T. Kimber advised that a list of resources is available on the ALDAF website. 36. Emergency Medical Information Booklet Bernie Donohue B. Donohue reported that 224,350 EMIB have been distributed, 10,000 of which have been in the last three months. Furthermore, in the same period Rotary distributed 48 boxes and Lions 81 boxes. 37. Foodbank Trevor Phillips Delegates were encouraged to donate to Foodbank S.A. DG Dave Thomas requested that the profile of this project be raised. 38. Isolated Patient Support Group / Skin Cancer Screening Marilyn Millar 39. Lions Hearing Dogs Margie Thomas Correction: Paragraph 4 Dog delivered to Western Australia not Queensland as reported. Reminder of the Lions Hearing Dogs Open Day scheduled for 25 th October. 40. Prostate Cancer / Recycle for Sight Ian Tonkin Recycle for Sight collection boxes are available at the stand convened by I. Tonkin. Youth team 41. Leo Clubs Development Tony Jimmieson Reported on the Sunraysia Leos Club Journey for Life tractor drive which was raising funds for Australian Lions Childhood Cancer Research Foundation. A total of $9264 was realised by this project. T. Jimmieson congratulated Leo Katerina and her team on their highly commendable initiative.

7 42. Peace Poster Willy Weidenhofer W. Weidenhofer reported on the entries in this year s Peace Poster competition. A popular vote for the winning poster will be conducted at $1.00 per vote and proceeds will be donated to the Lions Hearing Dogs. 43. Youth Exchange John Hodgson No report. 44. Youth of the Year Ann Hughes Regional YotY finals will be hosted by LC Strathalbyn, LC Broken Hill, LC Renmark and LC Naracoorte. The District Final will be convened at Red Cliffs and the State final will be hosted at Clare [C1] on A mail out with all convening details of the Regional finals. Encourage Lions members to attend a final and gain from the experience. Global Leadership Team 45. Global Leadership Team Co-ordinator Mick Allinson The proposed Train the Trainer work shop has not been well supported at this stage. Furthermore, the catering team needs 20 participants to be viable. DG Dave Thomas encouraged member s participation in this training opportunity. Global Membership Team 46. Global Membership Team Co-ordinator Denis Haseldine New Club Workshop advice will be promulgated when details are known. That the District Chairperson s and Co-ordinators reports are received. M. Work Health and Safety 47 Lions Club s Work Health and Safety updates DG Dave Thomas In response to a question delegates were advised that the appointment of a Club Safety Officer is highly recommended but not mandatory. 13. General business 48. Youth of the Year sponsorship DG Dave Thomas DG Dave Thomas advised that the National Australia Bank is withdrawing sponsorship from the Lions Youth of the Year program. We need to identify a replacement sponsorship for this high profile program, 49. Licence to seek funds (in lieu of Category B Projects) and cost of Licence DG Dave Thomas DG Dave Thomas explained that this opportunity is now available and requires an application for a licence and a licence fee of $550 payable to Lions Australia. Two projects are seeking a licence and will no longer be a Category B projects. This will

8 enable two additional projects to be considered at the MD Convention Echuca Join Together Program DG Dave Thomas DG Dave Thomas explained that PCC Tony Benbow has compiled information on small rural community organisations which on account of a declining population and economy experience difficulty in maintaining a viable membership. The situation may create an opportunity for Lions to join together with these organisations and in turn become more viable. International Director Eric Carter addressed the assembly. Reminded delegates of the Progressive Melvin Jones Fellowship Program. PDG T. Jacobs advised that a list of club donations to LCIF is available to clubs. Furthermore, the MJF is also available to community organisations and deserving citizens. 14. Next Meeting The next meeting will be held on Saturday Holdfast Bay Community Centre. 15.
