1 Minutes of the meeting of District 201C2 Cabinet, held Saturday 30 January 2016, at the Holdfast Bay Community Centre, 51 King George Avenue, Hove SA, from 1.13pm. 1. District Governor s Report DG Dave Thomas David noted that it has been really fabulous to travel around the Clubs, and he and Margie will visit some Clubs with a few issues. 2. First Vice District Governor 1VDG Bryan Hearn Bryan advised that all of next year s Cabinet positions have been filled. 3. Second Vice District Governor 2VDG Judy Glastonbury Judy noted that she is welcoming expressions of interest for roles on the 2017/18 Cabinet. 4. Immediate Past District Governor IPDG Ron Sargent Nil to report. IPDG Ron complimented the District on the plus 9 membership for the year. 5. Cabinet Secretary Cheryle Pedler Cheryle congratulated the Cabinet for the efforts that everyone has made to access the agenda electronically. Cheryle asked the Zone Chairs to follow up with Clubs regarding their reporting on MyLCI, both activities and membership reporting. 6. Cabinet Treasurer Frank Simpson To date, 21 Clubs have not paid their second semi-annual dues. 1. That the accounts tabled, be ratified. 2. That the Cabinet Treasurers report be received. F Simpson/N Sommerville CARRIED In 2016/17 there will be change to how invoices will be distributed the Multiple District (Lions Australia) will tell the individual Cabinet Treasurers how many members are in each Club. 7. Constitution and By Laws Chairman PDG Graham Smithers PDG Graham advised that the standard District Constitution changes at 1 July 2016, and that this will be presented for ratification at the Victor Harbor District Convention. PDG Graham also advised that there will be a manual about the responsibilities for SA Incorporated Clubs, placed on the District website shortly. This will assist Clubs with identifying their responsibilities if a Public Officer resigns.

Zone 1 PDG Jim Hilder Not received. 9. Zone 2 Mignon Williams Not received. 10. Zone 3 Carolyn Kilpatrick The Zone 3 annual picnic was held recently at Swan Reach, with an increase in attendance on previous years. LC Murray Bridge held their 50 th anniversary celebrations recently. Carolyn will induct 2 new members at Tailem Bend next week. Carolyn thanked Bryan Hearn and Wilf Nitschke for attending the last Zone meeting, and for the valuable information presented. 11. Zone 4 Ian Dunbar 12. Zone 5 Roy Hodgson LC Mount Barker will be holding a skin cancer screening shortly as part of our District project. 13. Zone 6 Kevin Brook A correction to the report, LC Blackwood has 39 members, rather than Zone 7 Tony Bezuidenhout Not received. 15. Zone 8 David Virgo 16. Zone 10 Norm Sommerville Norm went to Kingston last weekend, for LC Kingston annual fishing competition with 1030 entries. The winner was a lady from Renmark. Harry Tillyer congratulated the Kingston Club on the amount of publicity they received for the event. 17. Zone 11 Peter Pignotti

Zone 14 Geoff Baker Geoff highlighted one Club going through a rough patch, although they believe they can get through without assistance. They have recently re-inducted a member, and now have a membership of 17. Geoff has indicated that he is aware of a number of people who would like to join Lions, but not existing Clubs, due to age differences. There may be an opportunity for a new Club to be formed, as a branch club in the first instance, and then having a new Club. DG David recognised Katerina Blekic for her prestigious award as Young Victorian of the Year, which was presented at Government House late last year. 20. Lioness Liaison Janet Bellinger Both Clubs are doing very well, with three new members and another to be inducted shortly. Congratulations to Beryl Mahoney on her award as Citizen of the Year. DG David also recognised Dr John Greenwood as South Australian of the Year. That the Zone Chairperson and Lioness Liaison Reports be received. G Baker/K Field CARRIED 11. Reports from the District Chairpersons and Co-ordinators Administration and Public Relations team 21. Assets Ted Laffin 22. Alert / Emergency PDG Graham Smithers PDG Graham noted the information from DG Rob Royal about the recent bushfires. Three Clubs had members who were directly affected by the fires, and DG David noted some of our members, either directly or indirectly, may be affected by post traumatic stress disorder, and that some follow up support may be required. 23. Centennial Projects Melinda Fogden Unfortunately we were unsuccessful in the application to be the official charity for Clipsal The application committee were disappointed in the lack of feedback, and the process. May consider applying again, but will depend upon the feedback received upon the announcement of the successful applicant. Melinda attended the Centennial Co-ordinators meeting in Sydney recently, which provided lots of information. She reminded those present about the 100 Clubs, 100 Projects programme, which will now close in February. DG David noted that C2 has nine Clubs involved. Ideas being considered include:

5 Minutes of the Cabinet Meeting held 30 January 2016 Page 5 of 10 National sausage sizzle at Bunnings in 2017 on the weekend after Melvin Jones birthday Afternoon tea at each Government House across Australia for Lions and invited guests. A Lions centennial quilt made in Australia by the Lions Club of Victorian Quilters will be on display at Echuca, and will travel District to District over the next 12 months, before being forwarded to the International Convention in Chicago in LCI Centennial initiatives include Centennial torch relay, completing at Chicago in Melinda asked that each Club appoints a Centennial co-ordinator. 24. District Convention 2015 PDG Lyn Sparnon PDG Lyn Sparnon noted that the Convention books will be audited shortly, and the profits returned to the District. PDG Lyn asked that the profits be used for future District Conventions. Frank Simpson noted that the District funds the Convention business proceedings each year. DG David thanked PDG Lyn and her team for an excellent Convention. This was acclaimed by the members present. 25. District Convention 2016 Greg Davis Greg provided a verbal report. Meetings are being held regularly, and preparations are proceeding well. 26 DG Newsletter Theresa Andrew No report. DG David asked that Clubs forward up to date information about projects, events and the like to Theresa for inclusion in the newsletter. 27. Information Technology Wilf Nitschke GoToMeeting will occur in May, trying to get the NT people involved. Wilf noted the information available through LCI regarding social media. These are available for downloading from the LCI webpage. Please review the information, as it is an excellent guide for those utilising social media to promote their Club. 28. ACSO, Public Relations, PDG Corinne Stone Awards Harry Tillyer Fundraising Team 29 Australian Lions Foundation PDG Ron Pascoe Districts C1 and C2 have been provided with a grant for the skin cancer screening programme. 30. Christmas Cakes, Mints & Fudge Tony Matthews Tony noted that we have gone from fifth to third in the MD for sales.

6 Minutes of the Cabinet Meeting held 30 January 2016 Page 6 of 10 Reminded all present that mints have increased in price to 60 cents per roll. Clubs will receive stickers for attaching to header boards with their next order. Lions fudge is no longer available. Tony noted that $39, is outstanding for cakes, and he has ed the Clubs. This amount is large, and will affect the District rebate if the accounts are not paid. LCI have decided the cost of the licence fee for the use of Lions logo will increase currently 3%, increasing to 10%. Top Taste will have an increase in fee to 6% after negotiations. This may result in an increase in cost of cakes and puddings in the long term. PDG David Skinner (Lions Legal Officer) will write to LCI explaining the situation and how it will affect our sales. 31. Christmas Cakes, Mints & Fudge NT Ken McAloon Re the question about gluten free cakes the manufacturers feel that it is not a marketable product, and that the cost would be prohibitive. 32. Lions Clubs International Foundation / Lions Eye Health Program PDG Trevor Jacobs Health Team 33. Australian Lions Children s Cancer Research Foundation PDG David Savage DG David congratulated PDG David Savage, Tony Matthews, PDG Rhys Roberts, PDG Ken Bradford and PDG Rosemary Wenham for their MD appointments. 34. Australian Lions Children s Mobility Foundation Christine Woodrup Christine noted the impact of the NDIS the Foundation is unaware of how this project will be affected by the new Scheme in this State. In the NT, the Government will pay half. 35. Australian Lions Drug Awareness Foundation Tom Kimber No report received. 36. Emergency Medical Information Booklet Bernie Donohue 15,000 books have been distributed in the last 3 months. Sixty-five clubs with a membership higher than 30 members have been directly targeted with sample books provided with a covering letter. 37. Foodbank Trevor Phillips Trevor is working on convincing Clubs to be involved. He addressed LC Keith and Tintinara recently, and was well received. 38. Isolated Patient Support Group / Skin Cancer Screening Marilyn Millar

7 Minutes of the Cabinet Meeting held 30 January 2016 Page 7 of Lions Hearing Dogs Margie Thomas Price increase in one of the Hearing Dogs souvenirs - $10 to $15 for the Lions cups. 40. Prostate Cancer / Recycle for Sight Ian Tonkin Ian thanked the Clubs who supported the Recycle for Sight at Convention he received 400 pairs. Over the last 10 years, 4 billion pairs of spectacles have been donated in Australia. This equates to a donation every 1 1/2 minutes. Youth team 41. Leo Clubs Development Tony Jimmieson Investigator College are very interested in a community Club in Goolwa. DG David noted that ID Eric Carter will request of LCI access for Leo Co-ordinators to MyLCI. 42. Peace Poster Willy Weidenhofer DG David requested that all Clubs abide by the rules as outlined in the peace poster kits, otherwise the posters will not be valid. 43. Youth Exchange John Hodgson Nil report. 44. Youth of the Year Ann Hughes DG David asked that Clubs note the dates for finals. The State Final will be held 23 April in Clare this is different to information provided previously. A flyer was sent to Clubs in December. Global Leadership Team 45. Global Leadership Team Co-ordinator Mick Allinson A Regional Lions Leadership Institute in Brisbane, 8-10 April, with applications closing in early February. Incoming Officers training at Murray Bridge on 1 May, with Zone Chairs training at the same time. 28 May Mildura incoming officers 5 June Naracoorte incoming officers Certified Guiding Lions training will be held at Hallett Cove shortly. Global Membership Team 46. Global Membership Team Co-ordinator Denis Haseldine Noted that the Membership team has been back to Lameroo on Australia Day, collecting an additional 27 expressions of interest. He is confident that there will be a new Club chartered in Lameroo soon. He thanked Bryan Hearn and Harry Tillyer for their efforts.

8 Minutes of the Cabinet Meeting held 30 January 2016 Page 8 of 10 The District boundaries between 201C2 and 201C1 have been changed with the permission of DG Rob Royal and David Thomas, with sign off from Executive Officer Rob Oerlemans. It results in our District being able to look at Stirling for a new Club. MOTION 1. The boundaries provided to Rob Oerlemans be accepted 2. That we look at commencing work to start a Club in Stirling. D Haseldine / L Sparnon CARRIED That the District Chairperson s and Co-ordinators reports are received. T Matthews/G Baker CARRIED 46A Pathways 2VDG Judy Glastonbury Noted that this programme is about diversity, a real catchphrase at the moment. 12. Work Health and Safety 47 Lions Club s Work Health and Safety updates DG Dave Thomas Harry Tillyer reminded members that every job needs a risk analysis, carried out before the Club commences work. Greg Davis noted that this can be an onerous task when first implemented, but that it is something that will protect our members in the future. The MD do have a safety policy, which our District adopted. DGE Bryan noted that there will be a District safety officer appointed in the , who he hopes will work with Clubs. Norm noted that Worksafe SA did visit the South East Field Days a couple of years ago, and this did highlight the importance of WHS policies. 13. General business 48 Lions Quest Core 4 grant submission DG Dave Thomas DG David noted that the Lions Quest programme has been reviewed to meet Australian requirements, and after some negotiation with LCI, this is now almost ready to be implemented. The committee are now requesting a grant from LCI to implement the programme. "That District 201C2 together with 5 other Districts (C1, Q2, Q3, Q4, V5) in eastern and southern Australia agree to participate in a LCIF Core 4 project for the purposes of: 1. producing Australian Lions Quest curriculum materials 2. introducing these exciting new resources to schools in Queensland, South Australia and Victoria, and 3. revitalizing Lions Quest workshop activity in these Districts and evaluating the impact of the Lions Quest programs." DGE Bryan asked why some of the Districts have been excluded DG David advised that there seems to be no specific reason why, and that there is no obligation on our District to contribute. 9 Minutes of the Cabinet Meeting held 30 January 2016 Page 9 of LCIF grants LC Keith Tintinara Keith Hospital DG David Thomas DG David explained that the grant application for Keith Hospital had never been officially closed. Each District may only have two LCIF grants in progress the Cancer Lodges airconditioning project has been closed (at the July 2015 Cabinet meeting), and this information has been forwarded to LCI. The District will submit an application on behalf of the Lions Medical Research Foundation and District 201C1 for the skin cancer screening project, and two other Clubs are also submitting a further joint application for another project. This means that the Keith Hospital grant needs to be officially closed so that both applications can be considered. The final report in respect of the grant has been submitted to LCIF, but ratification of the District is required. 1. That the District 201C2 Cabinet notes that the Keith Hospital kitchen renovations LCIF grant is complete and the project closed. 2. That LCIF be advised. PDG R Pascoe / M Thomas CARRIED 50. Hope in a Boat LC Albany are taking a boat around Australia raising funds for diabetes research. They will be asking Lions Clubs to support them. DG David has approved LC Albany to approach Clubs in our District. 51 LCIF Grant application Skin Cancer Screening project The Cabinet received the proposed grant (including the business plan and budget) to LCIF for the Skin Cancer Screening Mobile Unit, as outlined at the District 201C2 District Convention in McLaren Vale in October The Cabinet noted their support for the project, and the outstanding success of the skin cancer screening project as it is currently carried out. It was noted that the acquisition of a vehicle for this project that would be of great benefit to the District. 1. That the District 201C2 Cabinet accepts the draft LCIF grant application 2. That District 201C2 lodges the application with LCIF. 3. That the District 201C2 Cabinet endorses the business plan and budget for the Skin Cancer Screening Mobile Unit. 4. That the District 201C2 Cabinet endorses the lodgement of the grant application to LCIF for a Skin Cancer Screening Mobile Unit. F Simpson / M Allinson CARRIED 51 District and Club archives DG David noted that many Clubs have archives that may need storage for example, photographs, documents and memorabilia. It would be great to have a District historian, but the question remains as to how to store them. Please let DG David know if you have any ideas. 14.
