Call to Order: SAA Ron Cross called the meeting to order and explained the health and safety procedures. 2. Welcome: DG Ian Haffner welcomed everybody to the meeting, especially visiting Lions. He then presented a Certified Guiding Lions Certificate to Lion June Lloyd-Adams. This was followed by the presentation of collars and/or badges and banners to the following Lions who were not present at District Changeover: Region Chairman Henry Woodgate Zone Chairmen Praful Modi, John Kelly and Chris Burrows Lions Doug Cross and Mike Cooke 3. Apologies: Brian Burgess, Pauline Fanti, Sarah Hill, Paul Murphy, Lorraine Shipley, David Williams, Jackie Williams, Richard Williams, Bill Ranautta, Mavis Cooke, Ann Pemberton, Roger Handcock. 4. Minutes of Previous Meeting: The Minutes of the Meeting held on 18 th May were proposed by Martin Hill, seconded by Wim Hoogerwerf, approved by Cabinet and signed by the DG as a true record. 5. Matters Arising: None. 6. REPORTS SECTION 1 Regions & Zones Region 1 All reports as submitted. Region 2 1
2 All reports as submitted. Region 3 All reports as submitted. Acceptance of all reports proposed by Joy Haffner, seconded by Eric Hughes - carried. SECTION 2 International Fendall Village School: Chairman Femi Onabolu reported that the President of Monrovia Lions Club in Liberia would like to lay the Fendall Village School foundations as soon as possible. 2,050 has been raised so far and the District Treasurer will be requested to send the money as soon as possible so that work can start. North Sea Lions: The Officer reported that there were insufficient funds to cover the District s responsibility to NSL and he requested that Clubs should be asked to send their donations early in this Lions year. It was noted that only sixteen Clubs had contributed. The 2015 Board Meeting would be in District 105M. Water Projects: The Officer gave an update on Nepal. Four pumps were almost complete and there was enough money for a further six. The Officer hoped that Clubs who had sponsored individual pumps would twin with Nepalese Lions Clubs. The Officer then proposed sourcing a new water project in Southern Sudan where there is a great need for fresh water. Wim Hoogerwerf, whilst supporting the project in principle, expressed concern because of the political situation there and Andy Pemberton suggested that the Officer speak to Lion Vijay Aurora in District 105A because she has worked in Sudan before and she would be able to give advice. It was agreed that the Officer research this project further and report back to the next Cabinet meeting. Street Children: The Officer proposed that monies raised would continue to be sent to Railway Children and this was unanimously agreed by Cabinet. Acceptance of reports proposed by Femi Onabolu, seconded by June Lloyd-Adams carried. SECTION 3 Communications Chairman: The Officer proposed the purchase of VideoScribe at a cost of 349 to the District. This was approved by Cabinet. Andy Pemberton suggested that the Officer approached MD Membership Officer Ian Clare, who might be able to offer a grant, as the programme is a membership tool. Webmaster: The Officer requested that all Officers submit a short pen profile and photograph to her, describing their role on Cabinet. These to be put on the District website. All other reports as submitted. Acceptance of reports proposed by Simon Moss, seconded by Heather Jeavons carried. SECTION 4 Youth The Chairman said the focus on youth for this year would be to overcome adverse publicity about young people and to encourage young people to get involved. Updates were given as follows: 2
3 Young Ambassador: There are already four definite candidates for the Young Ambassador competition in November. The District final will be held at the St. John s Hotel on 30 th November, alongside the Cabinet meeting. Young Leaders in Service: 47 new awards currently being processed. The MD YLiS Officer would like some YLiS winners to be present at Europa Forum on 31 st October, to volunteer at Fisher House or to put on sponsored events. It was also hoped that some winners would be presented with their awards at Europa Forum. A discussion took place on the provision of the YLiS badges and it was confirmed that the badges would be provided free-of-charge to winners. It still remains to be confirmed whether the Multiple District would be paying for badges and Andy Pemberton said they should be paid for out of the Youth Trust. Youth Exchange: It was hoped to provide a list of potential hosts by Christmas. Mike Cooke asked whether young people could be asked to carry flags at Europa Forum, but Andy Pemberton reported that Lions were undertaking the task. Acceptance of reports proposed by Christine Moss, seconded by Eric Hughes carried. SECTION 5 Health All reports as submitted. Sight Officer Linda Cross gave a five minute presentation on the importance of everybody having eye tests and circulated a press item which highlighted the case of a teenager whose brain tumour had been discovered through an eye test. The Officer said that plenty of leaflets were available to Clubs from MDHQ and it was also reported that many opticians would give vouchers for free eye tests. A suggestion was made that opticians could send glasses for recycling direct to Chichester, if they were provided with the appropriate labels. Ron Cross said that Go Green Recycling collected glasses from opticians in his area. Wim Hoogerwerf reported that he had been helping the Diabetes Officer with her difficulties regarding lack of communication with the MD Diabetes Officer. Andy Pemberton said the MD Officer had serious health problems, but that he would personally take on the meeting with Diabetes UK and would liaise with the District Officer. Acceptance of reports proposed by Martin Hill, seconded by Simon Moss carried. SECTION 6 Global Membership Team The Chairman reported that the focus would be on retention this year. He said that Clubs needed to keep their members and requested that Zone Chairmen should work with their Clubs. The Chairman also requested that Zone Chairmen let him know of membership changes and membership drives. At Europa Forum there will be a speaker about University Campus Clubs for Lions, not Leos and it was hoped that some Campus Clubs could be started in our District. Officers were requested to provide any University contacts that they know of either students or lecturers. New Programme this year Ask One, encouraging every Lion to invite one person to join. John Bush reported that former members and wives from Market Harborough Club had set up an informal social group that would also be available to help the new Harborough Twenty 12 Club. 3
4 It was agreed that Zone Chairmen should report on Clubs with less than eleven members directly to the GMT Coordinator every month and for those with members before every Cabinet meeting. It was also agreed that Zone Chairmen should include in their Cabinet report the numbers of Clubs undertaking membership drives using yellow cards, Every Penny Counts or information pack drop and collection. They should include numbers issued and number of prospects created and converted. Extension: The Officer reported that a new Club was proposed in Leamington Spa and a leader was needed to progress this. Anita Bedi said that she would help where possible, as she worked in Leamington. It was proposed that a new branch Club be formed at Quinton, as seven prospective members had already been found. It was agreed that this would be progressed. Rowell Lions Club had now officially changed their name to Rowell and Desborough Lions Club. Other reports as submitted. Acceptance of reports proposed by Andy Pemberton, seconded by Ron Cross carried. SECTION 7 Global Leadership Team Reports as submitted. Acceptance of reports proposed by June Lloyd-Adams, seconded by John Gray carried. SECTION 8 Finance & Administration Decision 1: The Chairman proposed acceptance of the District Officers Recommendations list, subject to an amendment from Femi Onabolu that the donation requested for the Fendall Village School be increased from 100 to 200 per Club. Youth Chairman Christine Moss pointed out that the Youth donation should be 4 per member, not 3. Proposed by Heather Jeavons, seconded by Wim Hoogerwerf carried. List to be circulated by F & A Chairman. Decision 2: Proposal by F & A Committee that overcharges on Club Insurance Premiums be returned to Clubs and undercharges be met by District General Reserves. It was reported that this had occurred because of an unclear spreadsheet from Multiple District. The total cost to District would be potentially just under 1,000. It was asked if any Clubs who had underpaid had been asked to make up the shortfall. It was reported that they had not and that MD Treasurer had not asked for additional payments. The MD Secretary, Andy Pemberton, said that this problem had not been reported in any other District. John Bush offered to be a second pair of eyes, to check the spreadsheet and the figures derived from it. The DG accepted his offer. It was proposed by the DG, seconded by Ron Cross and agreed by Cabinet that a decision be deferred until further information was available. Decision 3: Proposal that deficit in expected charitable donations be met from District General Reserves. It was reported that this was an accounting adjustment but, in the absence of detailed figures and in the 4
5 absence of the District Treasurer, it was proposed by John Bush, seconded by Ron Cross and agreed by Cabinet that the matter be deferred until the next Cabinet meeting. The Chairman reported on a request for the District to lend a sum of up to 500 to purchase soft toys for a Tombola to raise money for Evesham Lions Club. When the original Club wound up, they distributed all their charity monies and now had nothing left. Proposed by Heather Jeavons, seconded by John Barnes, agreed by Cabinet. June Lloyd-Adams said that she had already purchased the toys, so the money was owed to her. All other reports as submitted. Acceptance of reports proposed by Heather Jeavons, seconded by Eric Hughes carried. SECTION 9 Long Range Planning Report as submitted. Acceptance of report proposed by John Gray, seconded by John Barnes carried. SECTION 10 IPDG, 1 ST VDG, 2 ND VDG, PDG LIAISON, DG IPDG Update: Simon reported that he had been appointed deputy to PDG David Firth on a project called 1 to 4, which supported widows by purchasing and providing sewing machines and training at a cost of 50 per machine. The Loomba Foundation would double the amount and LCIF will match fund hence the name 1 to 4. Further details will be available in due course. Acceptance of report proposed by Simon Moss, seconded by Andy Pemberton carried. 1 st VDG: As submitted. 2 nd VDG: Request for Region and Zone Chairmen to let him have dates of their Zone meetings. PDG Liaison: Golf competition took place and both the Men s and the PDG prizes were won by PDG John Poole. Unfortunately no ladies took part. DG: As submitted. Acceptance of report proposed by John Gray, seconded by Simon Moss carried. 7. ANY OTHER BUSINESS i. Europa Forum: Andy Pemberton said that Volunteers were still needed and they should contact Brenda Wood. Lions who had already volunteers would be hearing shortly about where and when they were needed. A very full and interesting programme had been prepared for the Forum which is being held from 30 th October to 2 nd November at the Hilton Metropole Hotel. ii. MD Directories: Doug Cross and other members of Cabinet expressed concern about the format of the new MD Directory and asked whether printed copies would be available. Andy Pemberton said that Clubs would be able to request a small number of printed Directories in due course, but that initial amendments were being made. iii. Lions Shelter: Henry Woodgate reported that the carved Lion had now been installed at the National Memorial Arboretum. iv. Health & Safety Statement of Intent: The Officer asked the District Governor to sign the Statement of Intent and this was duly done. v. Autumn Forum: The District Governor reminded all present about the forthcoming Autumn Forum on 5 th October. He said that a very interesting programme had been put together and asked all Officers to encourage attendance from their Clubs. A full programme and booking form would be circulated in the next few days. vi. Guests: The District Governor asked Visiting Lions to stand and be recognised. He thanked them for attending and hoped they found the meeting interesting. 5
