1 District 37 Cabinet Meeting Minutes July 16, S. 16 th Ave., Bozeman, Montana District Governor Lary Garrison called the first meeting of the District 37 Cabinet for the Lionistic year to order at 10 am on Sunday, July 16, Following the Pledge of Allegiance, Chaplain Elaine Black offered the invocation. Sergeant at Arms PDG Andy Black made the following recommendation for this meeting. 1) follow the agenda; 2) persons who would like to address the issue at hand to please raise their hand to be acknowledged, rise and speak loudly and clearly; and 3) no side meetings please as the background noise makes it difficult to obtain a clear recording. There were no objections by those Cabinet members present to follow these recommendations. Swearing in of the new Cabinet: DG Lary inducted the new Cabinet chairpersons for the Lionistic year. Cabinet members present introduced themselves and stated their Cabinet position. PDG Wayne Hintz was remembered with a moment of silence. District Governor s opening comments: DG Lary is looking forward to another successful year. DG Lary emphasized the upcoming Leadership retreat s potential positive impact on the District and the District s goals of rebuilding struggling clubs and starting new clubs. DG Lary shared his impressions on the recent International Convention. The Convention was very interesting and hectic. There were between 32,000 and 33,000 in attendance. He was impressed with seeing so many young families. International President Naresh Aggarwal s WE SERVE theme for the upcoming year is threefold Power of We, Power of Action and Power of Service. OLD BUSINESS: 2017 District 37 Convention Report PDG Monte Weisser: PDG Monte highlighted his written report. Lower attendance than expected resulted in a $2, penalty due to lack of room nights rented as per the agreement with the hotel. The agreement was based on estimated attendance of 100. There were only 57 paying registrations from outside of Kalispell. After expenses there was a shortage of $ In general, the hotel was very cooperative in trying to keep expenses to a minimum. The facilities were excellent and the food outstanding. The programs were amazing and well received as were PID Sheehan s messages. Question was raised if there has been any further action on obtaining video snippets of the convention for publicity purposes. 2 nd VDG Verna Love will follow up with Lion Jerry Leggate.

2 2017 Forum Update and GMT Report PDG Richard Gessling: PDG Richard reported that the contract has been signed with the Radison Colonial Inn for the September 30 th Helena Forum. Total estimated cost $7,000. Registration will be $60 per person, which includes breakfast and lunch. Room rate will be between $109 and $119 per night. Keynote speaker will be PID Mick Barras. Registration forms will be available online. PDG Richard reported that the Columbus Centennial Lions Club has collapsed. He is very discouraged and stated that perhaps we are depending too heavily on international help when starting new clubs.. The club leadership President and Secretary made valiant efforts to save the club. Potential members had great ideas for projects addressing community needs. The club was dropped by LCI for nonpayment of dues. It appears that during the recruitment process, prospective members were not given complete information about the dues they would be responsible for. PDG Rich reported that potential campus clubs are in the works for Carroll College in Helena and MSU Western in Dillon. PDG Rich stressed the need for a strong Lions club near any area for a potential new club for guidance and support. Information on the My Lion app was shared. With this app, lions can communicate with fellow lions concerning club projects between meetings. The app can also be used as an alternative to face-to-face meetings. The app is simple to download and use. A lengthy discussion took place regarding collection of dues prior to chartering a new club. A motion was made by Lion Jon Kimble to add the following statement to the District Policy Manual: All clubs will be required to collect LCI dues, District dues and the LCI Initiation fee prior to submission of a new membership application to LCI. Motion seconded by PID Rich Gessling. Carried. Additional discussion included: The District will collect the District s annual dues and Initiation fee from all members of a possible new club before moving ahead with establishing a new club. (This was not part of the approved motion.) Question asked as to the reason for the drastic drop in membership in the Nashua club. The club had a push to recruit new members. Apparently, the new members were not given the full story membership commitment, dues, etc. after hearing the rest of the story they decided that the Lions club was not a good fit. Leadership Retreat Update PDG George Chenoweth, PID Dave Hajny and 2 nd VDG Verna Love: Plans are progressing well for the upcoming Leadership Retreat October 6 th and 7 th at the Rock Creek Resort in Red Lodge. The retreat is by invitation only for potential District leaders. Maximum capacity for the retreat is (students and faculty). The following future retreat locations have been set: 2018, mid September, Fairmont Hot Springs; 2019, Bucks 2 4 (Big Sky Resort); 2020, Polson; 2021 in northeastern Montana. $3,500 has been budgeted for the event. Curriculum is almost complete. Manual is being prepared at this time and will be completed prior to the retreat so attendees can review it in advance.

3 2017 International Convention Report PID Dave Hajny: PID Dave shared his observations on the International Convention. A major change this year was streamlining the voting process. In prior years, voting took place on one day during a designated time frame. This year delegates were able to vote over two days of the convention. There was great music, the weather was good, and the shuttle service worked well. The 2018 International Convention will be held in Las Vegas, Nevada District 37 Directory Update 1 st VDG Dennis Kopitzke: 1 st VD Dennis summarized his written report. Multiple attempts have been made to obtain current club information. For those clubs not reporting, the following notation will be included in the directory: The Lions Club did not provide officer information after repeated attempts to obtain information. The Club did not submit PU 101 and information is not available on MYLCI. Consensus of the Cabinet that Cabinet meeting dates be scheduled and the information included in the directory Cabinet meetings were scheduled as follows: October 1, 2017 in Helena; January 17, 2018, 6-9 pm via go-to-meeting (2 nd VDG Verna will arrange); April 29, 2018 in Butte; and July 21, 2018 in Lewistown (Elks Club). If the directory is completed on schedule, directories will be mailed by Labor Day with two copies going to each club and one to each District Cabinet Member USA/Canada Forum Update PDG Steve Hadnagy: PDG Steve encouraged attendance at the USA/Canada Forum September 21-23, 2017 in Portland, OR. He has heard of approximately 6 people registered thus far. PDG Steve will attempt to gather the group for a meal during the forum. Lion Kyle Ann Ferrel, President of the Sweet Pea Lions Club, reported that a Bozeman Leo has not yet been selected to attend the Forum. Selection will be made when school begins this fall District 37 Convention, Butte PDG Stave Hadnagy: PDG Steve summarized his written report. The convention will be held April 27-28, 2018 at the newly remodeled Quality Inn in Butte. Room rate will be $60 per night including taxes. Registration fee will range between $60 and $75. Early registration forms will be out in August. There is an option for a 3-year contract if desired. The 3-year contract option will be considered by the Cabinet after the convention has been held. LCIF Updates DG Lary Garrison: Ennis, Senior Center - $75,000 grant check has been received and forwarded to the Ennis Lions Club. Fort Benton, Hospital grant will be considered by the International Board in August; the State of Montana has approved $400,000 for this project. Baker, Emergency Preparedness no word yet. Seeley Lake, Senior Center grant will be considered by the International Board in August. Polson Lions, Plus Optix a check has been received from LCIF for the $15,000 donated to LCIF in error and forwarded to the Polson Lions Club for the purchase of Plus Optix machines. DG Lary reminded clubs that when grant applications are submitted, it is important to emphasize how the project will affect children, the elderly and the handicapped. District Centennial Legacy Projects DG Lary Garrison: Clubs are encouraged to consider planning and completing a Centennial Legacy Project. Project ideas can be found on the LCI website.

4 Butte Copper City Lions Charter Night: DG Lary reported that he was impressed with the superb job done by the club, especially President Charlene Willette, obtaining items for their auction. Missoula Hellgate Lions Club: The club has dissolved. DG Lary will travel to Missoula and meet with former club members regarding the distribution of club assets club property, funds, building, etc. Consensus by the Cabinet that accountability is imperative! DG Lary stated the need for Certified Guiding Lions in the District and encouraged Cabinet members to become certified. If a Lions certification has lapsed, re-certification can be done online. DG Lary would like to compile list of current and past Certified Guiding Lions within the District. He would also like to schedule a District Certified Guiding Lion training event. Montana Global Service Team DG Lary Garrison: This is a new team in the early stages of development by LCI. 1 st VDG Dennis was appointed to receive the specific details as they are publicized. The team will be implemented in the District during the Lionistic year. Cabinet Positions Update: DG Lary will the list to the Cabinet. Cabinet members are encouraged to respond with suggestions for vacancies. Zone/Region Chair vacancies were reviewed. 2 nd VDG Verna Love encouraged all Zone Chairs to visit the LCI website (Membership Section) for selfguided training. 2 nd VDG Verna indicated that the information was VERY helpful. NEW BUSINESS: Advisory Committee Report 1 st VDG Dennis Kopitzke: 1 st VDG Dennis reported that there was nothing additional to report. All items discussed at the Advisory Committee meeting have already been or will be addressed at this meeting. Policy and Procedure Changes 1 st VDG Dennis Kopitzke: Proposed changes recommend by the Constitution & ByLaws Committee were distributed via prior to the cabinet meeting. A copy of the proposed changes is attached to these minutes. PDG Richard Gessling moved that the recommended policy changes be approved. The motion was seconded by 1 st VDG Dennis Kopitzke. Carried. 2017/2018 Proposed Budget DG Lary Garrison. DG Lary presented the proposed budget. Several adjustments were made. Motion by PDG Richard Gessling to approve the proposed budged with the adjustments made. Second by PDG Monte Weisser. Carried. Note: The line item for Cabinet Secretary/Treasurer allows for reimbursement for lodging (one night) at the convention. The line item for Zone Chairs includes funds for lodging (one night) reimbursement if the Zone Chair attends a training session offered at the convention or forum. District Pins PCC Ben Apeland: PCC Ben distributed a copy of the design for the pin. Pin prices will be the same as in previous years. Motion by PDG Andy Black to authorize PCC Ben to place the order for the 2017/2018 state pin. Second by PDG Monte Weisser. Carried.

5 DG Lary announced a Diabetes (TrialNet) Screening event scheduled for July 28, 2017 at Acorn Pediatrics in Bozeman. The screening is for anyone between the ages of 1 and 45 with a sibling, child or parent with type 1 diabetes or anyone between the ages of 1 and 20 with a sibling, child, parent, cousin, uncle, aunt, niece, nephew, grandparent or half-sibling with type 1 diabetes. TrialNet screening is a simple blood test that can identify five auto-antibodies that signal an increased risk of type 1 diabetes. These auto-antibodies may show up years before symptoms appear. Friendship Committee Request PID Tom Lehman: PID Tom reported that a group of Past International Directors is planning to meet at the USA/Canada Forum to discuss politics and plan strategies for promoting prospective candidates to fill future International Director vacancies from the Rocky Mountain area. PID Tom requested authorization to donate funds from the Friendship Committee to support this effort. Dollars donated will come from the Friendship Committee and do not affect the District budget. Motion by PDG Rich Gessling to authorize a donation of $ from the Friendship Committee for this effort. Second by PDG Steve Hadnagy. Carried. Bike for Sight: PID Tom Lehman shared details about a recent fundraising event held in the western part of the state. The Missoula, Seeley Lake and Hamilton clubs joined in a fun, one- day event that raised an estimated $3,000 for the Montana Lions Sight and Hearing Foundation. He encouraged all clubs to consider this type of a fundraiser in other areas of the state. PID Tom can be contacted for details. Zone Chair Reports: Zone 3 Chair Jessica Falcon submitted a written report summarizing her first Zone meeting for the Lionistic year. Region Chair Reports: None. Endorsed Projects: The Endorsed Projects Committee has met and reviewed the requests of the Women s Resource/Community Support Center and the Montana Independent Living Project for District Endorsed Project status. The committee recommends endorsement. Motion by PID Tom Lehman to approve the recommendation of the Endorsed Projects Committee. Second by PDG Monte Weisser. Carried. PDG Andy Black shared an update on Lion Paddy Gwin who is battling pancreatic cancer. Our thoughts and prayers go out to Lion Paddy. Motion by PDG Monte Weisser to approve the minutes of the April 30, 2017 Cabinet meeting as distributed. Seconded by 1 st VDG Dennis Kopitzke. Carried.
