1 DISTRICT GOVERNOR Grant Hewett After a hectic couple of weeks of club visits culminating with a very successful Cabinet weekend at Mandurah, I am writing this article from Ballarat where District Governors have gathered for our first Council meeting and to attend the ANZI conference. But first a quick wrap on the Mandurah Cabinet meeting. The Management team met on Saturday and got through a considerable amount of pre-work that greatly helped us to get through reports and the business session smoothly on Sunday. The move to add the reporting functions of Health and Youth Services Coordinators worked well and met expectations for increasing the impact of those reports while maintaining brevity. My thanks to Peter Lamb and Margaret Amm for their efforts to implement this important change. Several key changes to our District Policy Minutes were also brought to the table by PDG Alan Hawkins on behalf of his CBL team and these were readily adopted by Cabinet. It is a credit to Alan and his team that these changes were so well thought out and researched before bringing them forward for ratification. We were delighted to be able to host two guests from Rotary in District Governor Lindsay Dry and Pinjarra Rotary Club President Richard Hordacre. Both Rotarians gave us great feedback on our meeting, procedures and the work of our organisation. It was also good to have two members from Bridgetown - Lions Fiona Atkinson and Nicole Hegney who attended to learn more about Lions and the District. I would encourage all Clubs to follow this lead and have members take the opportunity to attend a Cabinet meeting to increase understanding of the organisation and its governance. My first Council meeting in Ballarat was very worthwhile and it was again good to see how our 19 DGs, with the support of Council Chairman Malcolm Peters, have formed a really strong and cohesive team. Our business sessions were well run and it is obvious there is a lot of experience and skill being invested by each of the Governors into running our council. The main topic of debate was the forthcoming structural change proposed for Multiple Districts administration. This would see the creation of a Lions Advisory Board to take over many of the more mundane and routine tasks of Council so that the DGs can focus on more valueadding work. This proposal will be discussed in depth at our Fremantle Convention but you will be also receiving a lot more information through s before then. I believe it is a rational and reasonable change that will improve governance at MD level. It is importance to recognise that this board cannot make decisions itself as an advisory board only all such decisions will be made by the Council. Under direction SEPTEMBER 2017 however, it will be given authority to undertake tasks assigned to it by Council. This proposal will be moved for implementation at the Townsville 201 Convention in May 2018 and I would hope that delegates from this district give it due consideration and support. On returning from Ballarat, I will undertake my road trip to Esperance visiting 7 clubs in 14 days and will be attending the Zone 3 Centennial Project and DGAM at Ravensthorpe and Hopetoun. The next biggest job will be to finalise preparation for the Fremantle Convention on the 6-8 th October. It is shaping up to be a great convention and I m hoping that all clubs support it as this Gateway to the Future really does herald in our new Century of Lions. 2 Who let the GAT out of the bag? Many of you will now have received information about the new structural change coming through from Lions Clubs International. The Global Action Team (GAT) structure replaces our former organisational structure that included International, Constitutional Area and Multiple District and District GMT and GLT functions* but no role for the main reason for our existence Service. In addition, the GMT and GLT roles did not extend to Club level where it all happens. We also had differing expectations about what roles the President, 1VP an 2VP might undertake at Club level. This has contributed to lack of focus and alignment, confusion about roles and loss of focus on the things that matter. The new structure starts at the bottom and rises all the way through to Lions Clubs International governance. The roles are therefore fully aligned within Clubs and vertically through the organisation. Let s have a quick look at those roles at Club level and see how they might work. GAT Global Action Team Leader (Club President) responsible for guiding the club and its members to achieve its aims and to coordinate all other roles. GMT Global Membership Team Leader (Membership Chairperson) responsible for ensuring there is a plan that is effective in maintaining and growing membership within the club so that new skills, new ideas and new energy are brought into the club GLT Global Leadership Team Leader responsible for ensuring all team members are provide proper induction, orientation and training to develop their knowledge and awareness of Lions and to provide personal development to take on higher duties within the Club and, perhaps, to District level and beyond. DISTRICT 201 W2 NEWSLETTER GST Global Service Team Leader (no previous role) responsible for investigating and developing new service opportunities within the community to meet changing needs. To ensure the service program is meeting community needs and provides an achievable and satisfying service experience to members. To identify opportunities to access additional support and funding through LCIF. ALF and other funding sources to increase the impact of the Club s service program LCIF Coordinator (no previous role) Bigger Clubs might appoint someone to this role but I can see most will include this function within the GST role. Essentially this role promotes the donation of funds to LCIF and the application of LCI funds to Club projects to boost their scope and outcome. Again, there will be a lot more information about this structural change at the Fremantle Convention but the wheels are already turning on this change. The structure has already beedn adopted at District level and I m pleased to welcome PCC Ian Kelly to our GAT team as the new District Global Service Team Leaders. We will be rolling these changes out to Clubs without delay. 3 Constitution and By-Laws Chairman s Report 201W2 District Cabinet Meeting27th August 2017 District Governor Grant Hewett 2017/18 The following Motions were put to the District Cabinet Meeting held on the 27 th August 2017 at the Mandurah Lion s Den Clubhouse, Mandurah. District Policy Minutes Deletions and/or Changes Deletion of the Clause Time frame for Cabinet Reports / Reference to District Project Coordinators & Chairman Section 1 / MOTION - To delete from the Policy Minutes in its entirety the Clause Section 1 / Moved: PDG Alan Hawkins Seconded: PCC Ambrose Depiazzi OAM EXPLANATION The CBL Committee believes that the requirement of a deadline for the submission of District Officers and Chairman Reports for the Cabinet Meetings is not an item to be included in the Policy Minutes, but is the responsibility of the Incoming District Governor to set the Cabinet Reporting deadlines, if required at his / her Shadow Cabinet Meeting. # Motion was Carried Additional wording to Section 6 / (a) MOTION / to add - No expenditure can be claimed from the District until such time as the difference between actual expenditure and that recovered by the District Governor under the International Rules of Audit is known. Moved: PDG Alan Hawkins Seconded: PCC Ian Kelly OAM EXPLANATION - It is a requirement for the District Governor to initially claim any expenditure from his / her International Budget as allocated by LCI under the International Rules of Audit and the CBL Committee believes that the proposed wording needs to be added to the Clause to clear any doubt as to what is the correct process. # Motion was Carried To change the Clause regarding reimbursement for the Purchase of Pins or Bannerettes by the incoming District Governor Section 6 / 6.5 MOTION - To change the number reimbursed from 200 to 250. Moved: PDG Alan Hawkins Seconded: PCC Ambrose Depiazzi OAM EXPLANATION With the trend being to go away from the traditional Bannerettes and go solely with Pins, the CBL Committee believes that the reimbursement should be increased from 200 to 250, which is a more realistic number required. # Motion was Carried after an Amendment to add additional wording was Defeated To change and add wording for Cabinet Venue Hire & Electronic Equipment Hire Section 6 / MOTION 1/ To delete the words pay a set fee of $150 and replace with negotiate an appropriate Fee. 2/ To add the words after - The Lions Myalup Pines Cottages Facility and any other such Lions venues. 3/ To add the following words to the Clause An appropriate Fee shall be paid for the Hire of a Lions Clubs Electronic Equipment when used for Official District Functions such as Cabinet Meetings and Training Courses/ Forums. Moved: PDG Alan Hawkins Seconded: PCC Ian Kelly OAM EXPLANATION with the decision to pay a Fee for the use of The Lions Myalup Pines Cottages Facility for Official District Functions such as Cabinet Meetings and Training Courses/Forums, the point has been raised that the same should apply when using other facilities either owned or used by Lions Clubs. The naming specifically of the the Lions Myalup Pines Cottages Facility should remain in the Clause, as this is a facility where the Lease is under the sole name of the Lions District 201W2, which does not apply to the other facilities. The Lions Dryandra Woodlands Village is a joint Project under the name of both the W1 & W2 Districts. Appropriately, the CBL Committee believes that the change of the wording will reflect the various ownership of the Lions facilities used. In 2009 / 2010 at the Northam Cabinet Meeting of District Governor Neil Saunders, a Motion was passed for the PA / Speaker System of the Lions Club of Port Kennedy to be hired for the Fee of $75.00 for each Cabinet Weekend. This was due to the System normally used from the Bull Creek Lions Club had become unreliable, with static and poor sound becoming a problem. As incoming DG Grant Hewett was unaware of this Motion which has continued to be supported to this date, he felt that we needed it to be included in the Policy Minutes that an appropriate Fee shall be paid for the use of Club Electronic Equipment for Official District Functions such as Cabinet Meetings and Training Courses/Forums. # Motion was Carried SEPTEMBER 2017 PAGE 3

4 Constitution and By-La To change the Clause in its entirety for the Appointment of District Disaster Coordinator Section 20 / 20.1 MOTION - To change the Title of Section 20 to Natural Disasters within the District and replace the wording of the entire Clause 20.1 with the wording All Natural Disasters within the District 201W2 shall be coordinated under the responsibility of the District s ALF and LCIF Chairman. Moved: PDG Alan Hawkins Seconded: PCC Ian Kelly OAM EXPLANATION the CBL Committee believes that the Clause is totally irrelevant in its current form. There is no normal pattern or time frame in which Natural Disasters occur and there have been periods where they have been few and far between, but other times when several have occurred in rapid succession. There never has been a joint Disaster Committee formed between the two Districts to our knowledge and the feeling is that it possibly won t happen in the future. As the funding and financial support for Disaster Relief mainly comes from Alf and LCIF in the initial period of recovery from the Disaster, it is felt that the District s ALF and LCIF Chairman are in the best position to work with the appropriate Lions in the area to provide the support required. The DG still has the authority to appoint a District Officer at his / her discretion to be the liaison person with all parties concerned. AMENDMENT- The words Natural Disasters be replaced with Disaster Relief. An Amendment was Moved / Seconded and Carried. The Amendment became the Motion and was Carried. To add a New Clause to District Finances Section 7 / 7.3 (7.3.2) MOTION / to add Each Club shall be asked to make an annual voluntary contribution of $4.00 per member to come from the Club s Activities Account to cover the cost of District Activities not otherwise funded, to be paid with the first instalment of the District Dues each Lions year Moved: PCC Ambrose Depiazzi OAM Seconded: PDG Alan Hawkins EXPLANATION the District have Project Chairman on Cabinet to coordinate and run many Projects / Activities which struggle for funding and in most cases rely on Sponsorship and Nomination Fees from the Clubs Activities Accounts to keep them viable. Some of these Projects do not have Nomination Fees to come from the Clubs and adequate Sponsorship is getting harder to come by. The CBL Committee supports the proposal to request an annual Voluntary Fee based on the Club s Membership numbers from their Activities Accounts, to support the District Projects that are not otherwise funded adequately. The funds will be coming from the Club s Activity Accounts and not out of the Members pockets and can only be requested on a voluntary basis as all Clubs have the right to determine how they spend their Activity funds raised from the community. # Motion was Carried All the approved changes to the Policy Minutes take effect from the close of the Cabinet Meeting. As the Clubs have already received their First Half District Dues for 2017/18 from the Cabinet Treasurer, the Voluntary Fee as has been tabled and Carried under Motion No.6 (7.3.2) will be sent to the Clubs with their Second Half District Fees in January From July 2018 onwards, they will be sent out with the First Half District Dues. # Annual Review of the District s Policy Minutes A complete Annual Review of the District s Policy Minutes is being carried out by the Constitution and By-Laws Chairman / Committee as required under the Introduction Statement in the Districts Policy Minutes Document. The full Review was not ready for the August Cabinet Meeting, but will be ready to be presented to the November Cabinet Meeting. # Constitutional Changes as notified by the Department of Commerce Following the submission of the Districts New Constitution which was passed by the Club Delegates at the 2016 Manjimup Convention, the Department of Commerce has accepted and approved the Constitution, but requires a revision to the wording in Clause Article 15 Amendments. In amending this Clause, additional notes will be required to be added to Clause Article 17 / Sections 2 Special General Meeting. As the revision requested by the Department of Commerce does not change the intent or meaning of the District 201W2 Constitution as approved, this will not be required to be presented to the Club Delegates at the Districts Annual Convention. The revised Clauses will be presented to the November District Cabinet Meeting, to be put to a Special General Meeting for approval, to be held prior to the start of the normal Cabinet Meeting and submitted to the Department of Commerce for their approval. DISTRICT 201 W2 NEWSLETTER Dryandra Promotion Have you ever dropped into the Dryandra village to see what it has to offer in terms of native floral and wildlife as well as the accommodation that is available? For more details of what is on offer go to dryandravillage.org.au This is Lions operated venture which provides opportunities for families to surround themselves with the native fauna and flora that is so special to the Dryandra woodlands. This painting is a recent addition at the entry along with the upgraded hall and community accommodation facilities. The Prime minister meet and spoke to representative from all community groups and distinguished persons from around the South West area while on his trip to Western Australia CAN YOU NAME THESE LIONS AND THEIR CLUBS? On the 20 th of this month Manjimup Lions hosted a work shop on how Lions Clubs are getting smaller in numbers but their major projects are getting bigger. One of the things that was talked about a lot was if just one member from other clubs in their area or if a lions member has an interest in that particular project, it can double or even triple the number of volunteers and down the track the help be returned. Photo shows a representative of each club attending if you can name them and their clubs send the answer to the Editor at westlionw2@gmail.com Maintenance and upgrades to the village is an ongoing process that is raising the standard of the facilities, to get closer to the expectations of modern families. The village is able to cover its running costs but is reliant on donations to achieve planned developments due to the cost of materials and particularly the labour. Would your club like to take on a small project in the village or provide skilled labour in return for weekend accommodation? Make it a family affair and get a group of friends together to spend a few days in the beautiful and quiet surroundings of the Lions Dryandra Village, helping to make it an even more appealing destination. If you have friends, who are not Lions members, who have skills that they would exchange for a family weekend away with accommodation supplied, then you may gain an extra member for your club!!!
