Mathanagopal, Chairman Organising Committee, called Dignitaries. Convention Committee Co - Chairperson PDG T.S.Udayasankar,Council Chairperson K. Prithivikumar, Council Vice Chairperson Dr.S.Veerapandian, Council Secretary K. Kalichamy, Council Treasurer, Dr.K.S.Babai, Council of Governors, ID Endorsee PDG R.Sampath, PID M.Nagarajan, PID K.G.Ramakrishnamurthy, PID N.S.Sankar, IPID Er.K.Dhanabalan and PID G.Ramaswamy to dais. Special Convention Meeting was called to order by Chairperson K. Prithivikumar. A Minute Silence was observed for World peace. Council Secretary K. Kalichamy informed that a total of 165 members have registered and declared necessary quorum was established. At this juncture PDG.A.Arivazhagan 34 B3 wanted details and break up of registration of members District wise. Council Secretary K.Kalichamy presented the following details to the forum. 2 Convention Committee Co-chairperson PDG T.S.Udhayashankar welcomed the Council Chairperson K. Prithivikumar, IPID Er. K. Dhanabalan, PID N.S. Sankar, PID M. Nagarajan, PID G.Ramaswamy, PID K.G. Ramakrishnamurthy, ID Endorsee R. Sampath Council Vice Chairperson Dr.S.Veerapandian, Council Secretary K.Kalichamy, Council Treasurer Dr.K.S.Babai. Council of Governors, First Vice District Governors, Second Vice District Governors, All Past District Governors for their presence and he informed that their experience and knowledge will guide the proceeding. He also extended a warm welcome to all the delegates, whose presence will make the special convention more interactive and purposeful. In his opening remarks Council chairperson K. Prithivikumar said that our Multiple is blessed with very knowledgeable and experienced leaders and they are our guiding stars. Past International Directors, Immediate Past International Director, All Past District Governors are asset to our Multiple. He added that official call together with proposed Amendments to Constitution & Bye Laws seeking 1 amendments have already been sent to all the clubs. He requested the members to participate in the discussion in a true democratic manner and requested the delegates not to speak against individual Lions and should speak only about the subjects. Council Chairperson K. Prithivikumar informed the delegates that the Order of Business - Agenda has already been circulated. He said in the Agenda ''Any other subject with the permission of the chair'' has been deleted as suggested by Council of Governors. and vote of thanks will be rendered by organising committee Chairperson PDG R.Madhanagopal since Vice Chairperson T.Thanikodi sought leave of absence. He asked the floor whether the agenda could be adopted and delegates unanimously agreed and adopted the same. PMCC P. Elangovan Chairperson of the Rules of Procedure & Parliamentary Procedure Committee invited the member of the committee PDG R. Mouraly and informed that the printed copies of the Rules of Procedure and Parliamentary Procedure have already been circulated to the delegates. Council Chairperson K. Prithivikumar asked delegates whether these could be adopted and delegates unanimously approved the same. Resolution Committee Chairperson PMCC A.S.Aravinthraj invited members of the committee PDG.M.Gurunathan, PDG.M.Thanigachalam, PDG K.B.Kumanan to dais. He informed that no valid resolution has been received by the Committee to deal with and there is nothing to report. Registration Committee Chairperson PMCC T.S.Vijayakumar informed that total registration of the members for this special convention was 165. Credential Committee Chairperson MCC K.Prithivikumar informed that they have issued 904 Voting delegates credentials and 35 alternate delegates credentials and thus a total of 939 credentials were issued. Election Committee Chairperson PMCC C. Saji David Invited Co-chairperson Vitto J. Placka and members PDG M. Veluswamy, PDG V.T.E. Thirunarayanan, PDG P. Chandrasekaran to dais. He informed that all resolutions will be decided by voice vote or by show of hands and no balloting will be done. On the appeal of the Council Chairperson K. Prithivikumar the delegates approved it unanimously.
3 PDG N.S. Ramanathan Chairperson Constitution & Bye Laws Committee invited the members of the committee PDG S.T. Srinivasan, PDG Na. Manoharan, PDG N. Balachandar Reddy to the dais. He Informed that council secretary K. Kalichamy had already circulated the proposals for amending the Constitution and Bye Laws. 1 amendments have been proposed by the Council of Governors of Multiple He had also informed that the constitution committee had received from LC of Usilampatti City and LC of Chennaipattinam proposing modifications to the 7th amendment proposed by the Council of Governors. He had informed the official resolution sent by the Council is in order and the resolutions sent by LC of Usilampatti City and LC of Chennaipattinam will be taken up along with the 7th amendment when it is considered. He had also informed that the Council of Governors decided not to press the proposed clause in Article VI of the constitution relating to amendment No.5 and so the same is deleted. Further related to Amendment No. 7 of Article III of Multiple District Dues, section 3 is redrafted as follows " a contribution of Rs. 500/- (Rupees five hundred only) to be paid per member in 4 years time in installments towards contribution to International Convention to be held in Delhi in 0. This contribution will be withdrawn at the end of 4 years period. Then he told the General Body that there are two aspects - One is Constitution amendments - that is 1 to 5 amendments and other one is Bye Laws amendments from 6 to 1..Chairperson PDG N.S. Ramanathan informed that he would take up the amendments one after one if permitted by Council Chairperson and the general body. Council Chairperson asked the forum whether we can proceed as requested by PDG N.S. Ramanathan and forum accepted the same. After permission was given he had moved the proposed amendments as follows Constitution amendment No.1. Article -V This amendment when put to vote, the delegates unanimously approved the same. Constitution amendment No.. Article VI This amendment when put to vote, the delegates unanimously approved the same. Constitution amendment No.3. Article XIII This amendments was unanimously approved by the floor. Constitution amendment No.4. Article VI (Section (b) This resolution was put to vote by the council chairperson and the delegates unanimously approved the same. Constitution amendment No.5 Article VII PDG A. Ranganathan District 34 B1 informed that already as District Governor and Past District Governor they are enjoying the privilege of delegate quota not included in the clubs regular quota and why this amendment is needed. To this PID N.S. Sankar clarified that though he agree with what PDG A. Ranganathan said, yet in order to be in line with the International Constitution and Bye Laws, this has been incorporated. Then the Chairperson put the resolution to vote and it was passed unanimously. Bye Laws amendments No. 6 Article - II, The Chairman put the resolution to vote and it was passed unanimously Bye Laws amendment No.7 Article - III 3. There were discussions regarding the Amendment No. 7 and also the resolution sent by LC of Usilampatti City and LC of Chennaipattinam. 3
4 About the resolution sent by LC of Chnnaipattinam none of the member was present to present the same. At this point PDG A.Arivazhagan of District 34 B3 presented the modification resolution sent by LC of Usilampatti City. He was asked to clarify whether the modifications so suggested to amend Article III of Multiple District dues is an amendment to the proposed main amendment or a separate main resolution. PDG A. Arivzhagan clarified that the proposed resolution sent by LC of Usilampatti City is an amendment to the amendment proposed by the Council of Governors. PID M. Nagarajan asked why this constitution amendment was needed at all, when it is considered as contributory and voluntary and not mandatory. He said he found no valid reason for this constitution amendment. After getting approval of the Chairperson PID N.S. Sankar said that there is no demand for Rs. 500/- to be collected from each member. It is not compulsory. When the amendment do not harm anybody or do not bring any extra financial burden. what is wrong in getting Rs. 500/- from Lions voluntarily? He said it is a prestige for our country to host the International Convention for the first time in India and we should contribute magnanimously to conduct the convention to the satisfaction of all visiting delegates from various countries. Hence he felt that Lions should voluntarily come forward to contribute Rs. 500/- PDG R. Murugesan District 34 B1 said that presently the International dues of 43 US dollars is very high and many clubs are not financially sound and at the current exchange rate of more than Rs. 70 per US dollar. He asked why the Multiple want another Rs. 500/- from each member even though it is voluntary Contribution. PDG R.Murugesan asked what is the relationship between LCCI and LCCIA.. He also asked why Multiple District Council pay directly to LCCIA. and what is the need for collecting Rs. 10/- towards administrative Expenses of LCCIA.. He also told that there should not be any transfer of funds from LCCI to LCCIA. International Director Endorsee R. Sampath said we are not discussing about LCCI or LCCIA now and requested Chairperson not to allow anybody to speak on this subject. After hearing the views Council Chairperson closed the subject. PDG A. Arivazhagan again asked when Rs. 500/- from each member is a voluntary contribution what is the need for constitutional amendment? He also wanted to know who will be maintaining the accounts, who will be the signing authorities? Laws. To this PDG N.S. Ramanathan replied that we cannot bring all these in the Constitution and Bye The Chairman clarified that contribution of Rs. 500/- from Lions Members will be properly accounted and periodically audited. When PDG A.Arivazhagan once again stood up to ask another question, PID N.S. Sankar informed that every lion should be given an opportunity to speak. PID N.S. Sankar told that it is the privilege and prestige to every Indian and we should feel proud that International Convention is held in our country for the first time. PID Lion K.G. Ramakrishnamurthy with the approval of the chair told that hosting the International Convention is a boon for our country. The Lions Clubs International do not make any payment to the organizing country. The Convention registration charges collected from each delegate will be transferred to the LCI and organizing committee do not get anything from the registration charges account. Normally the convention hosting countries are supported by the respective Governments. More than 60 years of existence of Lionism in India,this is the first time our country has been given the unique opportunity to host the International Convention. He said few of the delegates are diverting the attention of the house and requested the members to come forward to contribute voluntarily Rs. 500/- though it is not mandatory. He asked delegates whether we should host International Convention in India or not? To this most of the delegates present replied Yes Yes. He also clarified that LCCIA has been registered under Companies Act in order to avail tax benefits and also to operate within the frame 4
5 works of Income tax / GST etc. and to get recognition from the Government. All the receipts and payments Income & expenditure are duly accounted and audited. He said even small countries host the International Conventions, whereas India which is number two country in the entire world in membership has got wonderful opportunity and we should all united to stage the convention in excellent way and to the admiration of all delegates. About the resolution sent by LC of Chennaipattinam, Chairperson PDG N.S.Ramanathan informed that this resolution would not be accepted as none of the members of the club are present to move the resolution. Regarding LC of Ussilampatty City resolution the chairman asked the President of the club who was very much present in the hall, to speak on the resolution. Again PDG A,Aravazhagan came forward to speak on the resolution of Ussilampatty City Club. He siad as a member of LC of Ussilampatty City he had every right to speak on the resolution. The Council Chairperson asked whether he had any authorisation letter from the President of the club to speak on the subject on his behalf. The Chairman also told, when the President of the club was present in the hall, why PDG A.Aravazhagan again and again come forward to speak on the subject and asked the President to speak on the resolution. President of the Club said now he is authorizing PDG A.Arivazhagan to speak on behalf of the Club. Then Council Chairperson allowed PDG A.Arivazhagan to speak. PDG A.Arivazhagan brought the subsidiary resolution of LC of Ussilampatti City in which they have proposed the reduction of Multiple dues from Rs. 180/- to Rs. 40/-. Chairperson of the Constitution & Bye Laws Committee PDG N.S. Ramanathan informed that as per Roberts Rules of Order subsidiary resolution should not destroy, alter or contradict the contents of the main resolution. In this case the increase sought from Rs.180/- to Rs.190/- ie an increase of Rs. 10/- only. Whereas LC of Usilampatti City wants to reduce the amount from Rs.180 to Rs.40/-. As per Robert Rules of Order there should not be any major deviation. So Alteration can be made between Rs. 180 to Rs It should not be more than Rs.190/- and not less than Rs. 180/- As such amendment to amendment cannot be passed as proposed by LC of Usilampatti City and so the resolution is not in order and reported the same to the Chairman. Then Chairman after referring the same to the General Body ruled that the resolution of LC of Usilampatti City is not in order and cannot be taken up for discussion and further the amendment proposed by LC of Chennaipattinam also cannot be taken up since nobody presented the same before the General Body. PDG A.Arivazhagan again intervened and started speaking on the same subject told that in our Multiple 34 total expenditure per lion comes to only Rs.18/- Why should lions are asked to contribute Rs. 190/- each. ID Endorsee R. Sampath with the permission of the Chair said what PDG A.Arivazhagan said was totally wrong information and not based on facts. PMCC P.Elangovan raised a point of order and asked Council Chairperson why he is allowing PDG A.Arivazhagan to speak again and again though it is clearly given in the Rules of Procedure a maximum of two questions can be asked by a delegate on any issue. Chairperson asked PDG A.Arivazhagan not to speak further on this subject. The Council Chairperson ruled that the resolution proposed by LC of Ussilampatty City could not be taken up for discussion as per constitution and he closed the subject. PID M. Nagarajan informed that he attended the meeting of LCCIA at Delhi along with PID G. Ramaswamy, PID N.S.Sankar, PID K.G.Ramakrishnamurthy, Mutiple Council Chairperson, Council of Governors of 34.He Informed all of them agreed for the contribution of Rs. 500/- by every Lion Member of our Multiple. The Contribution is mainly towards PR activities. The Government has allotted Pragrati Maidan in Delhi to conduct the International Convention and we have to make lot of improvements in the maidan and make other infrastructure to make the maidan worthy of conducting the convention. It requires huge amount, hence the request to contribute Rs. 500/- by each Member. On his part he was prepared to contribute Rs. 500/-. That is all he could tell. 5
6 PID G.Ramasamy clarified that Rs.500/- was only a contribution and every lion should willingly come forward and contribute the same with smiling face. He asked the delegates whether all of us are ready to contribute the amount? The delegates in thunderous voice said yes, yes and concurred. The members present unanimously agreed and approved the voluntary contribution of Rs. 500/- when chairperson put the resolution for approval. Amendment No.7 as proposed for approval, the same was approved by the General Body. Council Chairperson K.Prithivikumar thanked District Governor 34 B4 K.G.Prakash and cabinet members for passing a resolution in their cabinet meeting to contribute Rs.500/- per member. Amendment 8 was proposed for approval by the Council Chairperson and the same was approved by the General Body. PDG V.T.E.Thirunarayanan 34 A3 said so for only 8 resolutions have been discussed and still amended resolutions from 9 to 1 are yet to be discussed. He said as the remaining resolutions to be discussed and amended from 9 to 1 are only of technical nature, chairperson could present them all put together. This proposal was supported by many PDGS. 4. Then PDG N.S. Ramanathan requested the chairman to place amendments 9-1 before the General Body for approval. Council Chairperson asked the delegates whether amended resolutions from 9 to 1 could be accepted and passed. The delegates unanimously approved all the amendments. Council Chairperson K.Prithivikumar declared that all the proposed amendments from 1 to 1 were passed and will come into effect immediately. PDG M. Gurunathan 34 B1 moved the resolution appreciating Multiple Council Chairperson K.Prithivikumar,Vice Chairperson Dr.S.Veerapandian, Council Secretary K.Kalichamy, Council Treasurer Dr.K.S.Babai,Council of Governors,Past International Directors,ID Endorsee,Vice District Governors,Past District Governors, all delegates for making this convention successful. He appreciated PDG R.Mathanagopal Chairperson organizing committee and Facilitator District 34 B1 Governor S. Motilal Kataria, and their team for their tireless work. He appreciated the management of Radisson Blu, especially PDG Na.Manoharan 34 B5 for the excellent arrangements. The resolution was adopted unanimously. PDG K.B.Kumanan 34 A4 declared that he would donate Rs. 50,000/- towards hosting of the International Convention to be held in Delhi in 0. PDG R. Mathanagopal, organising Committee Chairperson rendered Vote of thanks. Council chairperson K.Prithivikumar adjourned the meeting. K.
