1 RCYC General Meeting Minutes October 19, 2016 Call to Order at 19:00 The Pledge of Allegiance was recited. Member news/illness There are no club member illnesses to report Recognition of Guests There are no guests to introduce to the club membership Swear In New Members Alex & Kathleen Moss - oath of membership from past commodore John Dees. Alex & Kathleen are new to large boats. They bought Dan Brown s previous boat, a 25 ft Newport. They have two sons: a sophomore at OSU and a senior at Tigard HS. They ve already attended their first work party and are looking forward to being here. Program Brian from Sheffield Marine Propeller, gave a talk on propellers, powering and gearing for your boat, and potential problems if not correctly proportioned. Excellent presentation for sailors and powerboaters alike. Minutes of Previous meeting Posted to the bulletin board in back, and posted to the website. Treasurer s Report Judy presented the Treasurer s report. As of September 30, 2016, we had $66,243 in US Bank; $38,042 in the money market account at US Bank; $74,470 at Northwest Bank; $2,108 in Accounts Receivable; $24,722 in CDs at Northwest Bank. Total cash assets of $207,679. We owe US Bank $346,710 on the Walk1 loan and $182,531 on the dredge loan. We now have three options for bill pay: paper checks; bill pay at your bank; ACH payment.

2 Judy Oxborrow let us know that the bookkeeper does not wish to store paper records; the Finance committee will be having a paper storage reduction party. Finally, reimbursements for club expenses can now be submitted online to Judy. Commodore s Report The club hosted a short-notice going-away party for Kelly & Debbie Martin, who are departing for South Carolina, then Panama. Thanks to Linda Shaw for coordinating. Rear Commodore Karen is sick and absent, but her report is that she had 10 people interested in two open director positions. 3 CJ Volesky Announcing change to the club pet policy. Pets are now allowed on the outside patio EXCEPT during club functions. Access to the outside patio will be modified to allow a direct entrance. Jan Dees Jan reports difficulty finding a weed spray vendor. Previous bidder has an expired license. RCYC may have to do this work ourselves, with appropriate chemicals. Loren Beech reminds sprayers to use high top boots, not tennis shoes. Activities - Brenda Annotti Brenda will be continuing as Activities Director next year. The next walk party is Walk 4 on November 12. Notice is posted in the clubhouse and in the Foghorn. Christmas - December 2, a Friday evening. This is our party to watch the Christmas ships from RCYC. Brenda welcomes any volunteers and helpers for club activities. CRYA Report - Colleen Moran Colleen needs a volunteer to take a CRYA award plaque to the PYC office during office hours. Jan Dees volunteers. Colleen updated us on some proposed legislative concepts in the works: Expanding the invasive species prevention program (fees to stay the same) Marine Board proposal to create a non-motorized boating program, including registrations that could be weekly, annual and bi-annual. The documentation for the proposals are by the door, including contact information to get involved or share your opinions on these concepts. Moorage - Loren Beech The wind storm did not materialize as forecast, so didn t stress us as much as we feared. Members with 2016 boat stickers - time to register online; don t delay attaching your sticker. Recycling - Jim Johnsruud New recycling vendor is performing well; actually responds when contacted. Winter rates with Portland Disposal will save the club some additional money. Membership is doing a great job sorting and not cross-contaminating the containers. The only issue is returnable containers not ending up in the returnables bin.

Dredge - Doug McClusky Dredging Permit is in - thanks to Steve Barrett Permit is good for 10 years, but there are some modifications: Just a two month dredging window, down from four months This change is due to the endangered species programs Turbidity tests required now every 2 hours. Dredge hydraulics must use a biodegradable oil; we will be replacing the dredge hydraulic oil soon. Dredge surveys returned the following: First survey showed nothing under seven. Second survey showed some sand, but just a matter of a few inches. Biodegradable Oil The permit calls for VGP-compliant oil. There are two options: vegetable oil and Mobil SHC Aware. PAG oil could be an option, but it eats through the type of seals installed on our dredge, so PAG is ruled out. Vegetable oil is deemed not the best solution, as it doesn t protect the hydraulic system components very well and isn t fully compliant. The Mobil SHC Aware oil is compatible with our current oil and seals, and provides full biodegradability compliance as well. The change-over process will be either a drain-flush-fill, using more oil and estimated at $10,000. Or we may be able to do a change-and-fill, blowing out the lines with compressed air before refilling. That method will cost the club about $6,300. Proceeds from the old dredge sale will pay for the oil changeover in the new dredge. Dredging starts November 1, ends, December 31. Judy Oxborrow notes that while the Corps of Engineers gave us a permit for 10 years, our State permit is for five years.

5 Rental Rate Change Dave Reilly presented to the membership the changes to the clubhouse rental rates. RCYC Member Family Event 1-50 people $ people $100 Outside Group, hosted by a 1-50 people $200 RCYC member people $300 Corinthian Rental Rate eliminated Dave reported that RCYC hasn t revisited the clubhouse rental rates in at least 15 years, and should have been adjusted earlier. The board, doing their fiduciary duties, made these changes, and recognizes the potential stress on other clubs. New Business CRYA Vice President Marilee Reilly accepted this position CRYA Chaperone/ Daughters of Neptune Cathy Skatch accepted, with Sue Rimkeit as her second Gwinner Award Judy Oxborrow - great job proofing and helping with the RCYC Yearbook.
