1 CITY OF COWANSVILLE COUNCIL MINUTES SUMMARY A summary of the minutes of a Council Meeting of the City of Cowansville. This document is a summary of the official Council minutes which are prepared in French. Please refer to those minutes for complete details. A meeting of Council was held on July 2, A quorum of Councillors made up of Councillors Lucille Robert, Sylvie Beauregard, Ghyslain Vallières, Michel Charbonneau, Yvon Pepin and Guy Patenaude was present under the chairmanship of Mayor Arthur Fauteux and in the presence of senior staff, Me. Sandra Ruel, City Clerk, Josée Tassé, CGA, Treasurer, and Claude Lalonde, Eng., Director General. OPENING OF THE MEETING The Mayor declared that a quorum was present and opened the meeting. ADOPTION OF THE AGENDA The agenda was adopted as circulated. QUESTION PERIOD A first question period was held as required by law. APPROVAL OF MINUTES Council approved the Minutes of the meetings of June 4 and June 17, PARTICIPATION IN REGIONAL GOLF TOURNAMENTS
2 Council authorized the expenditure of $ for the purchase of tickets to allow Councillors to participate in the following golf tournaments: - La Maison au Diapason August 27, Sureté du Québec August 29, 2013 FUNDRAISING ROAD CLOSURE Council approved a fundraising road closure for the benefit of Le Phare source d entraide July 19, 2013 between 3:00 p.m. and 6:30 p.m. at the corner of Principale and James. FIREFIGHTER S DESTINGUISHED SERVICES MEDALS Whereas Gilles Deschamps, Director, and Firefighter Daniel Marcotte are holders of the Distinguished Service Medal and they have completed 30 years of exemplary service which entitles them to receive the First Bar for the 10 year period following the initial 20 year period of entitlement, Council resolved to submit the candidacies of both men for the said honour. SIGNING AUTHORITY AMENDMENT TO THE CONTRACT BETWEEN THE CITY AND QUÉBEC INC. Council authorized an amendment to the contract between the City and Québec inc. FINANCIAL ASSISTANCE L ÉVEIL Council awarded the amount of $ to the group L Éveil per year in 2013 and TRAINING OF ELECTED OFFICIALS Council undertook to take all steps required to promote access to training for elected officials. HIRING OF A CLERK FOR THE LIBRARY Council approved the hiring of Manon Boyer as Clerk in the Gabrielle Giroux Bertrand Library effective May 21, 2013 subject to a 90 day probationary period.
3 NEW POSITION ASSISTANT PURCHASING AND SUPPLIES Council established a new position of Assistant, Purchasing and Supplies in the Facilities and Infrastructures Department and to hire Annie Paradis to fill such position effective August 12, BY-LAWS, NOTICES OF MOTION AND FIRST READINGS Council Council - adopted By-law 1782 which amends the Zoning By-law 1510 to change the boundaries of zones Ra-27,Ra-28, Rb- 16, RECb-10 and RUR-4 to create a commercial zone Ca- 5, and to amend the uses accordingly and to enlarge zones Rb-15 and Rc-11 within zone Ca-4. - adopted By-law 1783 which amends Zoning By-law 1510 in the Lauder Street area by changing the boundaries of zones Ra-29, Raa-6 and Rbb-4 to create residential zones Rbb-5 and Rc-13 in the Louis Joseph Papineau sector and by changing the boundaries of zones Ec-10 and Rc-4 to create zone PR-1 with the consequential changes in usages. - adopted By-law 1784 which amends zoning By-law 1510 in the Dean Street area to add a C53 - indoor sporting activities - usage to Industrial zone Id-1 and to change the boundaries of zones 1-2 and Id-1. - adopted By-law which amends Zoning By-law 1510 with respect to acquired rights. - adopted By-law 1788 amending By-law 1727 which deals with the management of recyclable material and its disposal to add thereto the management of containers of clothing and textiles. - adopted By-law 1789 which amends By-law 1510 with regards to Architectural Implementation and Integration programmes to add thereto Annex XVII relating to the outlining of a zone, its characteristics and objectives in the commercial sector in the Boulevard Pierre Laporte area. - gave a Notice of Motion of its intention to present By-law 1790 to establish a revitalization programme to renew the facades of non-residential buildings on rue de la Rivière;
4 - gave a Notice of Motion of its intention to present By-law 1791 to authorize an expenditure of $505, for the preparation of plans and specifications, the call for tenders and the surveillance of the work with respect to the replacement of municipal services on Vaudreuil, des Ormeaux, Saint-Charles, Roland, Bernard Christophe- Colomb and Dieppe Streets - gave Notice of Motion of its intention to present By-law 1792 authorizing an expenditure in the amount of $3,410, and a loan in the same amount for the replacement of the Jean Jacques Bertrand collector system and related water works. APPROVAL OF MINOR VARIATION AND ARCHITECTURAL IMPLEMENTATION AND INTEGRATION PROGRAMMES (PIIA) Pursuant to the recommendation of the City Planning Committee (CCU), Council approved the following architectural implementation and integration programme: - at 101 Albert Street, to permit the replacement of an existing sign and marquise. - at 62 Pine, to permit the construction of a single family dwelling. - at 723 rue du Sud, to permit the reconstruction of the front, rear and side facades of the building. - at 584 and 588 Boulevard J André Deragon, ( a minor exemption) a greater area for the accessory buildings. - at 215 rue du Sud, to permit the reconstruction of the roof of the George Knight Nesbitt residence. CONTRACT AWARD SUPPLY OF TWO AIR TREATMENT UNITS Council awarded a contract in the amount of $69, to Plomberie Goyer, the lowest conforming bidder for the supply of two gas operated air treatment units. PURCHASE OF LOT FROM THE MTQ
5 Council agreed to purchase from the MTQ a portion of lot of the Cadastre of Quebec from the MTQ at a price of $2, in order to complete the reconstruction work on the Mooney Pumping Station. PAVING WORK CHEMIN BROSSEAU Based on the estimates prepared by Hugues Bourret, senior technician, engineering and Sylvain Perreault, Superintendant, Facilities and Infrastructures, in the amount of $169,999.50, Council approved the paving and foundation reconstruction of Chemin Brousseau. This work will be done in-house. REQUEST FOR RECOGNITION ASSOCIATION GARAGONA Council agreed to issue a confirmation of recognition to Association Garagona under the reciprocity agreement between the City and the School Boards. LEADERSHIP PROJECT LE TRAIT D UNION Council granted the sum of $ to the Maison des Jeunes le Trait d union to assist it in a leadership project that will take place on October 19, QUEBEC-MUNICIPALITIES INFRASTRUCTURE PROGRAMME Council authorized the preparation and filing with the Municipal Affairs Department (MAMROT) of a request for financial assistance under tier 5.1 of the of the Quebec-Municipalities Infrastructure Programme to construct a service pavilion at the Nature Centre and to designate Alain Dion as mandatory for the project. PURCHASE OF COMPRESSOR AUTHORIZATION FOR THE CITY OF BROMONT TO AWARD THE CONTRACT Council authorized the City of Bromont to award a contract for the purchase of two air compressors for breathing apparatuses used by the fire departments; the City of Cowansville undertakes to pay its share of the costs of such purchase and installation.
6 SALE OF PUMPER TO THE MUNCIPALITY OF BEAULAC-GARTHBY Council agreed to sell to the Municipality of Beaulac-Garthby a 1996 Freightliner pumper truck FLBO which the City considers to be surplus, for the price of $35, TABLING OF DOCUMENTS The following documents were tabled: - Statistics construction permits June Statement of accomplishments Fonds d Urgence Haiti - List of personnel movements - List of disbursements June Minutes of the meeting of the Council of the RCM of Brome- Missisquoi of June 18, Tabling of management indicators 2012 The meeting adjourned at 8:55 pm.
