2 P R E S I D E N T S P E R S P E C T I V E F R O M R O B K R E W S O N As I type my last message to you as President, I m filled with such pride for having the opportunity to represent you as president this year! I believe the saying goes something to the effect that you get more out of an organization than what you put in. I certainly believe that to be true. I have greatly enjoyed having the chance to work and interact with so many of you this past year and throughout my time on the executive committee. The year has been such a blur some of the year in review highlights include Chapter Luncheons - February (Katy Trail), March (Envision), July (Bike Corridor Design) Over 60 participants in both the Public Works Institute Module III in April and Module IV in October April Chapter Awards Luncheon Mid-America Conference and National Public Works Week Luncheon in May BBQ and Membership Drive in June PWX and our Chapter Dinner in Orlando (Chapter received 21st consecutive PACE Award & Patty Hilderbrand recognized as Top 10 Public Works Leader) 36th Annual Golf Tournament in September Leadership and Training hosted Luncheon in October Mid-America Snow & Equipment Expo in October But the year isn t over yet! We still have our upcoming aptly named luncheon, Putting the Public in Public Works on November 15th and our annual Holiday Party on December 12th with APWA President-Elect Jill Marilley scheduled to speak. What an amazing year it has been, but many of you are already feeling the energy and momentum that is coming as part of PWX being here in Kansas City (August 26-29, 2018). Hosting PWX will help infuse more energy and hopefully new invigorated members to help our chapter grow and evolve over the next decade and beyond. I remember volunteering during the 2002 Congress held in Kansas City; that experience helped get me involved in the chapter and started a path that ultimately led me to be your chapter president. It has been an amazing journey. Thank you! 3 D E L E G A T E D E T A I L S F R O M J O E J O H N S O N The year is quickly coming to an end and we have a lot of work ahead of us in As many are aware the Chapter is hosting the 2018 PWX along with Kansas, Missouri, Nebraska and Iowa Chapters. The Management Committee is hard at it with all the different events that make PWX successful. As we get into 2018 we will make a call for volunteers to help assist making the 2018 PWX one not to forget. We will need at least 400 volunteers to help with this event. I know many have signed up, but we are in the process updating the site to accommodate additional information that National needs. So be on the lookout and sign-up. One of the key parts of hosting a national event is partnering with local agencies and business to raise money for all the events. I want to thank all those agencies and firms that have contributed so far. But we are still in need of more partners, so if your agency or firm wants to join those that have already contributed please contact Rob Krewson or myself. We will be happy to get information to you on the different levels. At the National Level: Here are other national events in the coming years you can mark on your calendar to attend North American Snow Conference, May 6-9, in Indianapolis, Indiana 2018 PWX, August 26-29, in Kansas City, Missouri 2019 North American Snow Conference, May 19-22, in Salt Lake City, Utah 2019 PWX, September 8-11, in Seattle, Washington 2020 PWX, in NEW ORLEANS 2021 PWX, in ST. LOUIS, MO The first meeting of the Young Professionals Committee was held on September in Kansas City. Nine members one from each region were appointed this summer for the new standing committee. The group discussed ways to increase awareness to students of public works as a career, help enhance the experience of attending PWX and to increase visibility of the young professionals through the APWA.net website. The members of the committee will meet on a conference call every month. Those interested in this can contact Brad Patterson at Bpatterson@apwa.net or The APWA Board of Directors and the Certification Council approved the development of a new certification program which will have two levels: Certified Public Works Professional - Supervisor and Certified Public Works Professional - Manager. The job practice analysis process will begin in early October. Click, Listen & Learn The following CLL program(s) are open for registration: 12/7/2017 Facing Climate Change: An Overview of Adaptation Planning in Southern Ontario and Case Example (sponsored by APWA Canadian Education Committee) 1/25/2018 National Weather Service and Public Works, a natural partnership (sponsored by the APWA Emergency Management Committee) In addition to being available for public agencies and consulting firms to take advantage of, these CLL offerings are excellent opportunities for chapters to host Lunch & Learn programs for their members. 5 Public Works Institute-Public Works Leadership Skills Larry Frevert From October 24-26, sixty-five public works supervisors, managers, leaders and others aspiring to those types of positions attended Public Works Institute Module IV, Public Works Leadership Skills. This fall s module was held at the Fire Training Center in Overland Park. Due to Overland Park allowing us to use their facility cost-free, the Chapter was able to offer this valuable three day training for only $250. Creating the Future Twenty of the fall 2017 Module IV attendees completed their fourth module of the training and will join the 12 spring 2017 PWI finishers to be recognized as Public Works Institute graduates at the Chapter s December 12 th Holiday Party. 8 November Chapter Luncheon Putting the Public in Public Works Presented by Abdul Yahaya Class X ELA Graduate The 2017 Emerging Leaders Academy (ELA) participants have investigated how public works departments can increase their presence and reputation within their communities. Their findings revolve around four major components: Leadership: Explore the qualities of servant leadership and why this type of leader is successful in the public works environment. Resilience: Consider how well your public works agency adapts to adversity and meets the challenges of disaster response and infrastructure resilience. Outreach: By engaging the public through events, various forms of media, a strong outreach program empowers people of all walks of life to feel an emotional connection to public works and all the services provided to the community. 10 O T H E R A N N O U N C E M E N T S Raymore, MO Public Works Department Receives APWA Accreditation KANSAS CITY, MO. September 13, 2017 The City of Raymore, MO Public Works Department has recently been awarded the prestigious American Public Works Association (APWA) Accreditation. The APWA Accreditation program recognizes public works agencies that go beyond the requirements of the management practices established nationally in the public works industry, as contained in the APWA Public Works Management Practices Manual. The City of Raymore initially applied for Accreditation in October The Raymore Public Works Department received the Accreditation award from APWA Region VI Director Chuck Williams, PWLF, at a presentation ceremony during the City Council meeting on August 14, This award truly highlights the incredible people in our department and the level of professional services they provide to our community on a daily basis, Public Works Director Mike Krass said. This accreditation shows that, at our core, we remain committed to being a public works leader in our County and the region. The Raymore Public Works Department is the 127th agency in North America to be awarded Accreditation and was the eighth in Missouri. In addition to Raymore, there are currently seven other agencies in Missouri that are accredited, which include Belton, Chesterfield, Columbia, Grain Valley, Lee s Summit, Springfield and Maryland Heights. For the City of Raymore s Public Works Accreditation review, a team of public works professionals from Prince William County, VA, South Jordan, UT, Union Township, OH and Kansas City, MO, completed a thorough evaluation of operations during their June 2017 site visit. 12 2017 Nominating Committee Report cont from pg 11 ARTICLE XIII - ELECTION OF OFFICERS SECTION 1. The President shall appoint a Nominating Committee of the three most recent past presidents having current membership in the Chapter. The most recent Past President who is available shall serve as Chair of the Nominating Committee. If a past President is unable to serve as Chair or member of the Nominating Committee, then the President should appoint a past member of the Executive Committee as Chair or member of the Nominating Committee. The Nominating Committee shall report the names of its nominees for each office standing election to the Executive Committee by October 1. The names of the nominees shall be made available to all voting members a minimum of 15 days prior to the election or distribution of ballots in order for self nominations to be declared. One or more nominations shall be made by the Nominating Committee for each office. No persons serving on the Nominating Committee shall be eligible for nomination except by written declaration presented to the Nominating Committee. SECTION 2. The Executive Committee shall prescribe the form of ballot, schedule and other details of the election procedure. The annual election shall be held at a time and place determined by the Executive Committee. Additional nominations for any office shall be made in writing, officially signed by not less than five Chapter members and shall be filed with the Secretary not less than one week prior to the annual meeting. SECTION 3. Newly elected Officers and Directors shall assume office at the beginning of the administrative year with the Vice President elected the previous year becoming President. SECTION 4. In the event of extraordinary and extenuating circumstances, the Executive Committee shall have the power to declare the term of office of any or all Chapter Officers and Directors extended for one full term. 12
