To: From: The Honorable Mayor and City Commissioners The City Manager Date: November 19, 2018 Subject: Confirmation of November 6, 2018 City Run-Off Election Results and Certification of Mark Busch as Elected to City Commission Seat No. 3 Introduction: Pursuant to City Charter Section 7.08, the City Commission is requested to confirm the results of the November 6, 2018 City Run-Off Election and to certify Mark Busch as elected to City Commission Seat No. 3. Background: City Commission Seats No. 1, No. 2 and No. 3 were scheduled for election in The qualifying period was held May 21-25, 2018 as prescribed in City Charter Section Qualified candidates were as follows: Seat No. 1: Anthony Aramendia (incumbent) and Neil Landgrebe Seat No. 2: Andrew Meadows (incumbent) Seat No. 3: Mark Busch, Larry Littrell and Laura Worrell Commissioner Andrew Meadows was unopposed in his bid for a second term in Seat No. 2, and in accordance with City Code Section 2-36, the unopposed candidate's name was not placed on the ballot because he is deemed to have voted for himself. Incumbent Commissioner Anthony Aramendia and the other qualified candidates' names listed above were placed on the ballot for their respective races. Commissioner Aramendia was reelected to his second term in the August 28, 2018 City Election. In accordance with City Charter Section 7.08, since no one candidate received a majority of the votes cast for Seat No. 3, a Run-Off Election was required for the the two candidates receiving the highest votes (Mark Busch and Laura Worrell). Discussion: The Run-Off Election was held on November 6, 2018, concurrent with the State General Election. In accordance with City Code Section 2-35(e) and State law, the Seminole County Canvassing Board canvassed the returns for the City Election.

3 CITY COMMISSION SEAT NO. 3: Mark Busch 5,011 VOTES (55.36%) Laura Worrell 4,040 VOTES (44.64%) TOTAL VOTES CAST 9,051 VOTES Due to the State mandated machine and manual recounts for some of the State and County races, official results were not available yet from the Seminole County Canvassing Board at the time of this writing. Official results are expected to be available by Monday and the City City Clerk will provide an update at the meeting. A copy of the unofficial election results which shows a breakdown of how the votes were cast (at the polls, early voting, mail ballots and provisional ballots) is attached for your reference. Budget Impact: This item has no budget impact. Recommendation: The City Manager and the City Clerk recommend that the City Commission confirm the November 6, 2018 City Run-Off Election results and certify Mark Busch as elected to City Commission Seat No. 3. 8 RESOLUTION A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, IN RECOGNITION OF DEDICATED PUBLIC SERVICE TO THE CITIZENS OF CASSELBERRY, SEMINOLE COUNTY AND THE ENTIRE CENTRAL FLORIDA COMMUNITY BY COMMISSIONER SANDRA T. SOLOMON. WHEREAS, SANDRA T. SOLOMON has served the Casselberry citizens as a City Commissioner for twelve consecutive years, having first been elected in November 2006 to Commission Seat No. 3; and WHEREAS, SANDRA T. SOLOMON has honorably served the City for several terms as Vice Mayor, as a Member and former Chairperson of the Seminole County Redevelopment Planning Agency, as the City s alternate member on the Council of Local Governments in Seminole County (CALNO), and as the City s representative on the Seminole County Community Alliance Board; and WHEREAS, SANDRA T. SOLOMON has carried out the duties and responsibilities of a Commissioner in an exemplary manner with unwavering devotion to the welfare of the citizens of Casselberry, Seminole County and the entire Central Florida community and proved to be a valuable asset to the governing body of the City of Casselberry through many diverse and complex issues which have come before the Commission during her tenure; and WHEREAS, it is the feeling and sincere desire of the City of Casselberry, Florida, through its duly elected officials and on behalf of its citizens, to recognize the service and dedication of COMMISSIONER SANDRA T. SOLOMON. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, that the sincere commendation and appreciation of the City Commission, both for itself and on behalf of the citizens of the City of Casselberry, Florida, be and the same are hereby expressed to COMMISSIONER SANDRA T. SOLOMON, for her dedicated service on the Commission; and BE IT FURTHER RESOLVED, that this Resolution be spread upon the permanent records of the City of Casselberry and the original thereof delivered to SANDRA T. SOLOMON at an appropriate time established to recognize this service to the City of Casselberry and its citizens.
