Welcome and Introductions Committee Chair Patty Hilderbrand welcomed the attendees and self-introductions were made around the room. 2. Approval of Meeting Summary Independence requested a correction on page 2, first bullet point under the discussion points. The second sentence was changed to read Independence requested keeping both of their projects for consideration. MOTION: Dena Mezger moved and Brad Ratliff seconded to approve the June 27, 2018 summary as amended. Motion passed. 3. MoDOT Updates Michael Landvik mentioned an LPA training opportunity taught by Rodney Braman on July Suballocated Programming The chair began the continued programming discussion with the CMAQ Traffic Flow applications list. The program has $1,656,680 available to allocate. A summary of the ten applications: Kansas City: seven projects - five traffic signal projects and two roadway operations projects MARC: one project - Operation Greenlight traffic signal advancements (8 cities involved on MO side) Liberty: two projects - one traffic signal project and one intersection improvements project.

4 The committee determined that the funds were sufficient to program one project for each of the three agencies that scored above the median, subtracting $100,000 from the recommended Kansas City and OGL project. MOTION: Brad Ratcliff moved and Michael Park seconded to recommend three projects for CMAQ Traffic Flow funding as discussed. With no further discussion, the motion passed unanimously. AGENCY PROJECT TITLE CMAQ Traffic SCORE Flow Funding Recommended Kansas City North Oak Traffic Signal Fiber Interconnect (79 th to Shoal Creek) 888, MARC OGL Traffic Signal advancements MO 577, Liberty Withers and Holt Traffic Signal 275, Total $1,740,000 The committee resumed discussion on the STP programming: During the previous meeting, an initial scenario was created that included ten projects, all at or above the median score, totaling $19,471,000. The STP funding target: $14.6M or $15M if overprogrammed. A program above that amount would create a first come first served situation. No new scenarios were submitted to MARC since the last meeting. Discussion points: Funding all projects at 45 percent of the total eligible cost would not allow some projects to be completed or able to meet reasonable progress. MoDOT recommended programming for success. Scores support how well the project supports regional goals. Should fund regional impacting projects, not local streets. There was consensus to fund only #1 priority projects. Citizens sometimes are concerned if trails are funded when the roads need attention. One scenario excluded funding for the Planning Sustainable Places program. Ron Achelpohl cautioned the committee that they would need to provide an explanation to the TTPC why it didn t receive funds when it scored high and the current transportation policy does not allow eliminating a program. Also the PSP is requesting funds from the Kansas STP and if MO STP does not program any funds, it might affect the Kansas STP decision. Dennis Randolph recommended that each of the eight projects recommended for funding, give $25,000 of their funds to the PSP program. Increase the overprogramming to 10% typically done by this committee. Sponsors further scaled back their project funding amounts. Future rounds comments: Give credit to applications/projects that return the next programming round, i.e., Independence s #2 project. Keep the same scoring process for the next round to enable comparing rounds. Consider a 50/50 cost match for PSP projects and increase the 20% match for all projects. Staff reminded the committee that it is the RTCC that programs PSP projects. MOTION: Brad Ratliff recommended approving the current list for recommended funding level of $16M. Mike Krass seconded the motion. Discussion: Independence stated they needed $4.2M and projects agreed to give $25,000 each to meet their request. MOTION TO AMEND: Chris Sandie moved to amend the motion, providing additional funds to Independence. Dennis Gehrt seconded the motion; the motion passed with one against.

With no further discussion, the motion passed with one against. It was determined that the July 24 th special meeting would not be needed. The full committee was asked to be in attendance at the August 14 th meeting to help balance the FFY program by determining which year to place each recommended project. A preliminary list will be provided to the TTPC s August meeting. 4. Other Business No new business was voiced. 5.
