1 Cowlitz County Board of Commissioners Minutes May 12, 2015 Vol. 515 Michael A. Karnofski, Chairman Dennis P. Weber, Commissioner Joe Gardner, Commissioner Tiffany Ostreim, Clerk of the Board Commissioner Karnofski called the regular meeting to order at 9:00 a.m. Commissioner Weber and Commissioner Gardner were present. Pledge of Allegiance Led by Commissioner Karnofski. Approval of Minutes of May 5, 2015 and Consent Agenda of May 12, 2015 Commissioner Weber moved to approve the minutes of May 5, The motion carried. Commissioner Gardner moved to approve the Consent Agenda of May 12, The motion carried. Resolution No Proclamation of May 10-16, 2015, as Police Week in Cowlitz County with May 15 being the actual Peace Officers Memorial Day Commissioner Karnofski read the proclamation. Sheriff Mark Nelson stated he has participated in honoring Law Enforcement Officers. Most men and women in law enforcement do so with goal of making community better place. Every officer will tell you they want to help people. They serve in lots of different capacities in the community. Each day they done their uniform and prepare for the streets. They must be prepared every day. There is triumph and tragedy. Each day officers die trying to protect. Across our nation today is fear and doubt of law enforcement. After investigation most actions are reasonable. For those that are not reasonable corrective action is taken. Cowlitz County has set aside this week to honor those that serve the community as guardians. Fifth annual Law Enforcement Candlelight Vigil is May 14, 2015 at 8:30 pm at the Kelso-Longview Seventh Day Adventist Church. Thanked the Board and all citizens of the county and especially men and women in the Sheriff s Office. Commissioner Karnofski thanked him. Trusted law enforcement officers is key activity. Appreciate the work you and your department do and the rest of the enforcement officers. Commissioner Weber moved to adopt the resolution proclaiming May 10-16, 2015, as Police Week in Cowlitz County with May 15 being the actual Peace Officers Memorial Day. The motion carried. Mario Gambaro, Cowlitz County Chaplaincy; stated they see another side of law enforcement. When we are called it is usually at the worst moment in someone s life. We see officers in the field of fatalities. We see in-home deaths. We see the compassion that the men and women in office bring. They give dignity and integrity. Because of that we are proud to serve next to our deputies. As Champlain want you to know the quality of the Sheriff s Office that serves this community. Commissioner Karnofski thanked him for his service and all chaplains. Hearing the heart rendering stories you have a difficult job. It benefits the community in some of their greatest needs. Also serving the Cowlitz County Chaplaincy are Doug Fields, Tom Haan and Flip Eiland.
2 Commissioners Minutes Vol. 515 Page 2 Citizen Comments Mike Fess, Kalama; stated he prepared a letter to The Daily news regarding the Compliance Officer. The cost of this officer is over $100,000. If building permits were issued in a timely manner we would not need. Fix the long wait process for the permits. Hope the decision to hire a Compliance Officer is rescinded. Suggest sending out a notice to everyone who has built without a permit and ask them to come in and obtain a building permit. Commissioner Karnofski noted Commissioner Gardner was not in office when the Compliance Officer position was approved. It was in November, Chuck Hendrickson, Love Overwhelming; gave an update on their activities. Have influx of families accessing all of their services. Made some changes. Not allowing sex offenders on site. Have been in contact with the Sheriff s Office, Offender Services and the City of Kelso. Looking at recommendations serving people as safe as they can. Thanked Carlos Carreon and Health and Human Services; they are good with technical assistance. Have made some good recommendations. Centralized intake between March 23 and May 8 show 262 clients completing a targeted eligibility screening; 251 clients in county at time of screening; 11 clients out of county at time of screening. 34 clients have been in the area 0-3 months; 7 clients have been in the area 3-6 months; 19 clients have been in the area 6 months 1 year; and 202 clients have been in the area for a year or more. Will continue capturing that data. Between January, 2015 and March, households with 63 individuals have been placed into housing. Proud of their efforts. Mike Bridges, Longview; introduced himself. He is the President of the Longview/Kelso Building and Construction Trades Council. Has worked on many community projects. Wants to get the most bang for the buck. Wants to work on apprenticeship projects. Open to collaborating on projects. Has been actively working in Olympia. Takes a strong coalition to work together. Thanked the Board. Commissioner Karnofski stated they appreciate the support on projects such as SR 432/433 and using your resources in Olympia. Rick Von Rock, Kelso; stated he does not want more or less government, just good government. If there are issues within a department up to citizens to come in and talk. Also up to citizens to follow rules. If citizens follow rules, no reason for Enforcement Officer. If they are interested in less government, we can do if we follow the current guidelines and rules. Commissioner Karnofski stated if anyone is interested in data on time to get building permit the average is available. Contact one of the Commissioners or Director of Building and Planning; for the statistics. We are available after the meeting if you want to meet individually. Contract with Tapani, Inc., for the Cowlitz County Headquarters Landfill Cell 7 Construction Project No. 8455; amount of $4,381,834.81, including acceptance of the Bond in Lieu of Retainage Ron Junker, Public Works; stated this contract is $980,000 less than engineering estimate. A total of seven bids were received. Four bids were close in price. Three bids were significantly higher. Commissioner Weber asked about addendum to plans and specs increasing unit price from $10,000 to $100,000. Ron stated he could provide at a later date. Didn t have that information with him. Commissioner Gardner moved to enter into the contract with Tapani, Inc., for the Cowlitz County Headquarters Landfill Cell 7 Construction Project No. 8455; amount of $4,381,834.81, including acceptance of the Bond in Lieu of Retainage. The motion carried.

The motion carried. Amendment No. 1 to Cowlitz County Agreement with Wilcox & Flegel Oil Company for Transportation of Liquid Asphalt Products at a cost of $41, for the contract year ending May 20, All subsequent extension periods of the contract will continue to be paid at the rates bid for each contract line item based on quantities requested by the County and shall not exceed $42,000 unless further amended - Commissioner Gardner moved to approve Amendment No. 1 to Cowlitz County Agreement with Wilcox & Flegel Oil Company for Transportation of Liquid Asphalt Products at a cost of $41, for the contract year ending May 20, All subsequent extension periods of the contract will continue to be paid at the rates bid for each contract line item based on quantities requested by the County and shall not exceed $42,000 unless further amended. Approval of Sole Source purchase from AdEdge Water Technologies for arsenic treatment system for the Columbia Crest Estates Water System; estimated cost $39, including WA State sales tax Commissioner Weber moved to approve the request of Sole Source purchase from AdEdge Water Technologies for arsenic treatment system for the Columbia Crest Estates Water System; estimated cost $39, including WA State sales tax. Commissioner Karnofski stated we are required by state law to take over water systems that have problems. In this case we have done so, there is no cost to the county other than time. Rick Von Rock, Kelso; asked if this was the total cost? Commissioner Karnofski stated this is the cost of the actual equipment only for the arsenic removal. There is a higher total cost. The state gave us a grant for around $225,000. Been using for engineering and selection of this project. The motion carried. Release Bond in Lieu of Retainage for the contract with Lakeside Industries for the 2014 Countywide Pavement Overlay Project No Commissioner Gardner moved Release Bond in Lieu of Retainage for the contract with Lakeside Industries for the 2014 Countywide Pavement Overlay Project No The motion carried. Check keys in and out. Current is aged out. No software available. Lowest bidder. Expands capacity. Commissioner Weber moved to approve request of purchase from Morse Watchmen Inc. for Keywatcher Touch System (112 Keys) using the County Vendor List; cost $17, including WA State sales tax. Eleven o clock a.m. was the time set for the bid opening. Two bids were received and opened. Bids were received from: Paradign Software LLC - $109, and Mettler Toledo - $81,608. The Board of County Commissioners reconvened on Friday, May 15, 2015 at 8:15 a.m. with all Commissioners present. Student-Commissioners from Kelso High School, Mark Morris High School and Castle Rock High School presided over the meeting. Also present were the students participating in the Youth in Government Day. Students were in attendance from Kelso, Castle Rock, Mark Morris, and R A. Long High Schools. Resolution No Proclaiming the week of May 11, 2015 as Youth Week and Friday, May 15, 2015 as Youth in Government Day in Cowlitz County Student-Commissioner Stephanie St. Germain called the meeting to order. County Officials present introduced themselves and introduced their student. Tom Guthrie, Trustee, Kelso/Longview Elks Lodge No welcomed everyone. Elks has been a supporter of the event for many years.

Hahli Clark, Lower Columbia College; thanked everyone for attending. Will have two LCC chaperones helping today. A schedule of the day s events is available. Students will have time to spend with their County official. Tours will begin at 10:30 a.m. Student-Commissioner Stephanie St. Germain adjourned the meeting.
