1 Cowlitz County Board of Commissioners Minutes October 18, 2011 Vol. 472 George Raiter, Chairman Michael A. Karnofski, Commissioner James Misner, Commissioner Vickie Musgrove, Clerk of the Board Commissioner Raiter called the regular meeting to order at 9:00 a.m. Commissioner Karnofski and Commissioner Misner were present. Approval of Minutes and Consent Agenda Commissioner Misner moved to approve the Minutes of September 13, October 4 and October 11, The motion carried. Commissioner Karnofski moved to approve the Consent Agenda of October 18, The motion carried. Adopt a Road Program Presentation Commissioner Karnofski explained the Adopt a Road Program. Noted he had received a call from Mr. and Mrs. Bangs; they wanted to do something to clean up the road. They were the first to ask about it and are the first recipients. Amy Ammer, Public Works; stated that Adopt A Road programs have been around since the 1980s. They are highly citizen involved, beautify communities and reduce litter. Litter can reduce property values. Have put together all the items needed for a group to go out and work on the road. Road crew will pick up the trash bags after they are filled. The program consists of adopting one (1) mile of road for two (2) years. County Engineer will review the road to make sure it is safe. Volunteers are covered under county s volunteer program. Signs were presented that recognize the Bang s family for their efforts. Applications for the program are on-line. Mrs. Bangs stated said it took a couple of months for Commissioner Karnofski to get the program started. It is a beautiful day in Cowlitz County. Commissioner Raiter expressed his gratitude to them for being the first family to Adopt A Road. Commissioner Misner stated he hopes to see more of those signs all over the county. Public Comment Bill Spencer, Cemetery District 6 Commissioner; asked if you received the letter of August 24 th which asked to allow the district to use the county small works roster. Commissioner Raiter apologized for not getting an answer. Pointed out they would need to pass to our legal council for an answer. Cary Butler, Longview; asked if a cost versus benefit analysis was done for the Adopt A Road program. Do funds come out of general fund? Commented he could see the program costing a lot of money. Commented that last spring had he asked about the rural library tax. Didn t understand why bare land pays rural library tax. Didn t think it was a fair tax. Commissioner Raiter thanked Jeff Richter for his comments at the watershed meeting last week. Jeff Richter, Kalama; stated a small group of citizens met with legislators Takko, Hatfield and Blake last week. They will be working with them and moving forward.
2 Commissioners Minutes Vol. 472 Page 2 Commissioner Karnofski asked if he had met with city of Longview and Kelso. Longview has a lobbyist you might be able to use. Agreement with the law firm of Reeve Shima PC for services related to the County s Self-insured Workers Compensation program Claire Hauge, Financial Management; presented the staff report. Commented that since the County is self-insured, it is recommended we have an attorney on retainer. We only pay as services are used. They had audited the bills and found out we had over-paid them. Commissioner Misner moved to approve the agreement with Reeve Shima. The motion carried. Authorization for Central Services to purchase Quest ChangeAuditor for File Systems software in the estimated amount of $8, including tax, with a recurring estimated annual support of $1,883 Commissioner Karnofski pointed out this is needed for file security. Commissioner Karnofski moved to approve the purchase of Quest ChangeAuditor. The motion carried. Agreement with Toutle River Ranch dba Youth & Family LINK is to provide medically necessary mental health services to enrollees and eligible service recipients; amount not to exceed $3,852,896 for the period of October 1, 2011 through September 30, 2013 Mark Bollinger, Health/Human Services; presented the staff report. Noted this is a continuation of services for the next biennium. LINK does a very good job of filling gaps, early intervention pays off. Commissioner Misner moved to approve and execute the agreement with LINK. The motion carried. Authorization to submit application for Prosecuting Attorney and Sheriff's Office STOP Grant to WA State Department of Commerce and authorization for the Chairman to sign the contracts when awarded; grant in the amount of $16,568 for each agency. Commissioner Karnofski stated the money would be used to hire a victim witness person and Sheriff s Office for a two-day training. Commissioner Karnofski moved to authorize submittal of application and authorize Chairman to sign the contract when available. The motion carried. Public Hearing Approved Resolution No Amendment to the 2011 Cowlitz County Budget for the Human Services Department, increasing the budget by $1,022,653 to account for monies received and expenditures made related to the Mental Health Medicaid PIHP program Nine-thirty a.m. was the time set for the public hearing to consider an amendment to the 2011 budget for the Human Services Department. Claire Hauge, Financial Management; presented the staff report. Recommended an amendment for a transition from a contracted service to in-house service. Commissioner Misner pointed out that the funds will still be used for same services Commissioner Raiter opened the public testimony portion of the hearing. Rick VonRock, Kelso; asked if this is the total amount this program started at? Mark Bollinger noted that part of these funds had to do with Avatar health record. Taking it literally from one fund and putting it in another. Applied for community mental health license. Had Medicaid dollars through state and planned on developing a small team to address the needs of individuals.
3 Commissioners Minutes Vol. 472 Page 3 Commissioner Raiter pointed out a small percentage of citizens take a lot of tax dollars. We are changing from contracting these services to our own services. Rick asked how many citizens avail themselves of these funds. Mark answered about 8,000 individuals. Commissioner Raiter closed the public testimony portion of the hearing. Commissioner Misner moved to approve the amendment for HSD budget related to Mental Health Medicaid PIHP program. The motion carried. Resolution No relating to contracting indebtedness for paying for upgrades to certain heating and cooling facilities of the County, providing for issuance of Limited Tax General Obligation Bonds and creation of bond fund Claire Hauge, Financial Management; and Mark Greenough; Foster Pepper; were present to give the staff report. Mark stated the resolution authorizes the county to borrow and issue a bond to a single financial institution. The pricing was attractive and allows county to draw down funds as necessary. This should result in significant savings to county. No prepayment penalty. No additional tax to pay for this. Tax code does provide tax benefit to Cashmere Valley Bank. The bank will receive a write-off of interest it pays to carry the loan. Resolution authorizes execution of all the necessary documents. Commissioner Raiter noted these monies are being used to pay for improvements for heating and cooling systems. Thanked Hauge for the extra work to find the financing. Commissioner Karnofski thanked them for a clear concise explanation. This is for a variety of electrical and water savings in this project. Commissioner Misner thanked Claire for her work on this. Noted her help has allowed them to make an informed decision. Commissioner Karnofski moved to approve the resolution and accept the proposal of Cashmere Valley Bank, authorize the issuance of a bond in principal amount not to exceed $2.5 million, authorize creation of a special fund for payment of the bond and provide for delivery of the bond to Cashmere Valley Band. And authorize execution and delivery of documents necessary to complete the transaction. The motion carried. Consent Agenda Call for Hearing Resolution No Call for Public Hearing - proposed amendment to the 2011 budget to establish a new fund to be known as: The Big Idea Fund in the amount of $67,673; Hearing to be held November 1, 2011 at 10:00 a.m. Agreements Perpetual Road and Utility Easement from Weyerhaeuser Company for the Tower Road Slide Repair Project No. 5789; cost $1,000.
