1 Cowlitz County Board of Commissioners Minutes September 25, 2018 Vol. 555 Joe Gardner, Chairman Dennis P. Weber, Commissioner Arne Mortensen, Commissioner Tiffany Ostreim, Clerk of the Board Commissioner Gardner called the regular meeting to order at 9:00 a.m. Commissioner Weber and Commissioner Mortensen were present. Pledge of Allegiance - Led by Commissioner Gardner. Approval of Minutes of September 18-20, 2018 and Consent Agenda of September 25, Commissioner Mortensen moved to approve the Minutes of September 18-20, The motion carried with all voting in favor. Commissioner Weber moved to approve the Consent Agenda of September 25, The motion carried with all voting in favor. Citizen Comments - Bill Josh, Longview; thanked David Wallis, Information Technology Department; for his years of service with the county. Appointment of Special Deputy Prosecuting Attorney - Doug Jensen, Prosecuting Attorney's Office; and Jim Zdilar, Human Resources; were present. Pursuant to RCW requested an item be added to the agenda. This is for labor relations and other Human Resources services with Howard Rubin of Ogletree, Deakins, Nash, Smoak & Stewart, P.C. Extends services through March 31, Commissioner Mortensen moved to add the item to the agenda. The motion carried with all voting in favor. Commissioner Weber moved to enter into the agreement for appointment of Special Deputy Prosecutor. The motion carried with all voting in favor. Resolution No rescinding Resolution No and adopting updated Drug Free Workplace Policy and Resolution No rescinding Resolution No and adopting updated Cowlitz Events Center Rules - Joseph Govednik, Museum; and Axel Swanson, Chief of Staff; were present. The purpose is to allow the Museum to hold events and have the ability to serve alcohol. Common practice to have special fund raisers and events with alcohol served. Seeking to operate in a similar manner as the Events Center. Commissioner Mortensen moved to adopt the resolutions updating the Drug Free Workplace Policy and the Cowlitz Events Center Rules. The motion carried with all voting in favor. Citizen Comments - Sandra Boord, Cowlitz County; spoke on the Jail and how the mentally ill are treated. Stated her grandson was recently in Jail and scheduling visitation was confusing. Commissioner Weber encouraged her to contact the Executive Director of the Corrections Department. A lot of resources are spent for the care of inmates.

Amendment No. 1 to Professional Services Agreement with GeoDesign Inc. extending the contract to October 23, 2019 for geo technical services at the Morgue and Hall of Justice. Contract completion with Thyssenkrupp Elevator Corporation for the Hall of Justice elevator repair; cost $15, Memorandum of Understanding with Cowlitz County Emergency Services Association regarding filling vacancies with less than sixteen hours' notice signed by the Chairman on September 20, Resolutions Resolution No certifying the 2019 budget for Drainage Improvement District No. 1. Resolution No certifying the 2019 budget for Consolidated Diking Improvement District No. 2. Vouchers Drainage Improvement District No. 1 vouchers in the total amount of $s, The Cowlitz County Board of Commissioners adjourned at 9:20 a.m. to meet again Tuesday, October 2, 2018 at 9:00 a.m.

Positions 397 and 883. Board approved. Position Juvenile Detention. Board approved. OFM - review of budget positions - Leave Position 190 in Law and Justice (instead of moving to sheriff budget as previously requested). Board approved. Position 888 Behavioral Health Program Liaison - inactivate. Board approved. Position 887 Care Manager Position - inactivate. B()ard approved. Position 865, part time extra help position in Offender Services - inactivate. Board approved. Updates- Salary survey - October 10 workshop - $320,000 hit for general fund if embraced. Lodging Tax and Tourism - OFM will come back with a recommendation. Have been meeting with the Events Center, Tourism and cities. Humane Society- they want 33% increase - $316,ooo a year. OFM following up on a stair step approach and control measures. OFM following up with PA and Sheriff on enforcement. Community Court - District Court working on. Any contract will run through Human Services. Rails to Trails - OFM meeting with COG, Port, Longview and Building and Planning. The bridge contains other utilities - water and gas - Beacon Hill and gas company. Paper Mill Project - Economic Development Council has been helpful.

4 Page2 Housing and Social Justice Conference - Dennis attending on Wednesday and giving speech. Cattle on Delameter - Humane Society has authority to pick up stray cows. DEM Communication Workshop - Joe attending on Wednesday. Katrina, Kurt and Traci left. Executive Session per RCW o(g) To evaluate the qualifications of an applicant for public employment or to review the performance of a public employee for a period of 15 minutes; starting at 2:49 - Joe Gardner, Dennis Weber, Arne Mortensen, Axel Swanson and Tiffany Ostreim attended. At 3:04 pm Executive Session was extended for 10 minutes. At 3:14 Executive Session was extended for 5 minutes until 3:19 pm. At 3:19 pm all parties came out of Executive Session. Open Session - No decisions were made in Executive Session. Bunker Hill Cemetery Tour - Tales Beyond the Graves - occurred September 22, Good article in The Daily News. Museum presented articles - doll size cabinet samples. Safety -industrial exposure - heavy lifting, awkward positions, forceful hand and body movements. County must follow OSHA requirements. Risk Manager will be following up with departments - prepare a plan to minimize, mitigate or eliminate. Incident/ Accident Analysis handout - where do employees need to use personal protection equipment. Look at your work place - systems, procedures, and policies. Rick Manager will be following up with departments. Miscellaneous New Board of Commissioner schedule. Staff meetings will start at 8:15 - not 8:45 am. Work Sessions will be 9 am every Wednesday. Commissioner Conference will be 1:30 pm every Wednesday- no more conferences on Tuesday and Thursday. Also working on Board of Commissioners Rules and Procedures.

5 Page3 Will start the new schedule the week of October 8. Budget Schedule - budgets are due to OFM October 3. Performance Evaluations - HR is layering training behind that. Asked Department Heads to have plan in place by end of year. HR will forward documents. ICS training available - next class - Basic ICS Combo Course: ICS 100, ICS 200, IS 700, IS October 16 at Emergency Operations Center (basement in the Hall of Justice) - still room to register Cowlitz.dem.training@gmail.com Reminder - Election season - don't mix work and politics. IT Department annual retreat October 2 - staff will be out of the office. If you have an emergency call the emergency line Sheriff's Office - continuing to fill 1 open slot. Has a large public records request. And another one behind it, even bigger. Health and Human Services - Columbia Wellness has a detox center opening up in a month on Tennant Way and 14th. Risk Management - doing training a little different. CPR and accident prevention will be in person at time of hire on the 1st and 15th. Working on developing department specific orientations. If someone has missed a CPR or accident prevention class, contact Ronda. Building and Planning- Northwest Innovation Works draft EIS coming out in a week. Millennium - US Senate Committee on Environment and Public Works directed the Corps to issue their permits. State and Feds talking about the 401 Clean Water Act. Any questions, contact Elaine. Health Impact Assessment - very well done, well written. Event Center - busy, six different events last weekend. Human Resources - Salary survey will be discussed at the Board's Work Session October 10. HR will be contacting departments with non-union overtime eligible people. Elections - ballots will be mailed October 19. Voters' pamphlets will be available the week prior. Washington State Governor's Committee on Disability issues and Employment is hosting a Town Hall Meeting November 15, 2018 from 5:30-7:30 pm at Lower Columbia College to discuss life and work issues faced by persons with disabilities. Open to the public. October 16 leadership will meet to tackle the top issues they want to focus on. Surviving an Active Threat: A Civilian Response - Saturday, September 29 from 8 am to 12:30 pm at the Museum. RSVP to govednikj@co.cowlitz.wa.us. Will have a survivor from the Las Vegas shooting 1st Thursday of the month program at the Museum - Victory Gardens. Will be changing the 2nd week of October. Updating the calendar, web site, and schedule on the office door. Humane Society Contract - COS, Chief of Staff, working on with cities and Humane Society, will also work with legal and risk management. Current contract expires end of year. Obligated to perform some function by law. Will be on upcoming agenda. COG meeting on Rails to Trails - COS working on partnerships. Also reminder of utilities on bridge. COG Lease - COS also talked about future lease. Clark and Sons -Architect left company. Landfill - Jefferson County- COS will schedule a workshop with Public Works. Woodland Chamber of Commerce - Darlene Johnson sent request for dollars. COS will be bringing recommendations for 2019 lodging tax soon. Historically- tourism, big idea and smaller lodging tax grants. Castle Rock would like dollars for visitor center. City of Kelso has shifted their funds around. Expect more requests. Last spring made decision to move forward with another 5 year round of big idea funds and run through our LTAC. Policy decision. Have a current 2019 budget. OFM will schedule upcoming presentation. Port of Longview Meeting - City of Castle Rock requested $40,000 for planning to enhance boat ramp. Expects request for additional funds from the county. Dennis - November is WSAC Leadership Conference - Dennis will be attending. Need to cancel November 13 public meeting and November 14 Work session. Dennis will be attending White House Conference October Community Forest - Dennis working with Building and Planning. Wants an updated feasibility study for a road through Mt. St. Helens - Skamania and Lewis Counties will need to be involved. COS will get update. Race Track meeting - Joe attended meeting in Toutle regarding race track. Was looking at traffic, noise, etc, but more of a vent session. Very well attended. Three more meetings to go in the county. Biosolid project - Board would like an update. Public Works working on a proposal on what it will look like. COS will get update.
